  Twenty-ninth Annual Report of the Milk Board
For the Year Ended December 31, 1974
This Report of the Milk Board is made in accordance with section 56 of the
Milk Industry Act and covers the calendar year ended December 31, 1974.
LEGISLATION
Milk Industry Act
The Thirtieth Legislative Assembly did not pass any amendments to the Milk
Industry Act during the Third and Fourth Sessions.
Milk Board General Orders
General Order 56 (B.C. Reg. 157/74), made on lanuary 31, 1974, amending
General Order 46 (B.C. Reg. 126/70), came into operation on February 1, 1974.
The effect of this order was to repeal General Order 54 (B.C. Reg. 281/73) and to
subdivide the classes of milk utilized for manufacturing. Class II milk remained as
in previous orders with the exception that it was made applicable in the Cariboo and
Central British Columbia area only. Class III milk is defined as all milk not used
for the specific purposes provided in Classes IIIa, IIIb, and IIIc and carried an
accounting value of $5.80 per hundred pounds of milk of 3.5 per cent butterfat
content. Milk utilized in the manufacture of butter and skim-milk powder as a
simultaneous operation was assigned Class IIIa with an accounting value of $5 per
hundred pounds of milk of 3.5 per cent butterfat content. Evaporated milk was
assigned Class IIIb, also with a $5 per hundred pounds accounting value for milk of
3.5 per cent butterfat content. Milk utilized in the manufacture of cheddar cheese
was assigned Class IIIc, and carried an accounting value of $6.25 per hundred
pounds of milk of 3.5 per cent butterfat content. The butterfat differential for
Classes II, III, IIIa, IIIb, and IIIc was established at 7.1 cents per pound butterfat.
General Order 57 (B.C. Reg. 277/74), made on April 29, 1974, replaced and
consolidated all former orders of the Milk Board. Thus General Orders 46 (B.C.
Reg. 126/72), 51 (B.C. Reg. 162/72), 53 (B.C. Reg. 107/73), 55 (B.C. Reg.
471/73), and 56 (B.C. Reg. 157/74) were repealed. This order established the
new base period of 1964/73 and the new base period values. It increased the Class
II minimum accounting value per 100 pounds of milk of 3.5 per cent butterfat
content to $2.70. It increased the Class III minimum accounting value per 100
pounds of milk of 3.5 per cent butterfat content to $6.80. It increased the Classes
IIIa and IIIb minimum accounting values per hundred pounds of 3.5 per cent
butterfat content to $6 per hundred pounds and increased the accounting value for
Class IIIc milk of 3.5 per cent butterfat content to $6.35 per hundred pounds. The
butterfat differential for Classes II, III, IIIa, IIIb, and IIIc milk was increased to
7.7 cents. The Class I butterfat differential remained at 8.5 cents as in previous
orders.
General Order 58 (B.C. Reg. 599/74) made on August 28, 1974, amending
General Order 57 (B.C. Reg. 277/74), came into operation on September 1, 1974.
The effect of this order was to increase the Class II minimum accounting value per
100 pounds of milk of 3.5 per cent butterfat content to $3. The minimum accounting value per hundred pounds of Class III milk of 3.5 per cent butterfat content was
increased to $7.45.  The accounting value per hundred pounds of Class IIIa, and

Class IIIb milk of 3.5 per cent butterfat content, was increased to $6.65. The
accounting value for 100 pounds of Class IIIc milk of 3.5 per cent butterfat content
was increased to $6.50. It increased the butterfat differentials for Classes II, III,
IIIa, IIIb, and IIIc milk to 8.5 cents. The butterfat differential for Class I milk
remained at 85 cents per pound butterfat as in previous orders. The increases in
the accounting values were made necessary due to changes in the support price for
butter and nonfat milk powder announced by the Canadian Dairy Commission.
General Order 59 (B.C. Reg. 676/74), made on September 27, 1974, amending General Order 57 (B.C. Reg. 277/74), came into operation on October 1, 1974.
The effect of this order was to establish new base period values which more accurately reflected current prices of factors of production.
Milk Board Membership and Activities
Membership of the Board remained unchanged from the previous year, with
Elmer D. Daum, B.A., C.A., as Chairman, and J. D. Honeyman and C. H. P.
Killick, P.Ag., as the other members.
The Board held 19 meetings to discuss matters of policy and held numerous
additional meetings with producers, vendors, and other interested parties to discuss
matters pertinent to the milk industry.
Board representatives attended meetings of the Dairy Committee of the British
Columbia Federation of Agriculture, and the Board members attended the Federation's Annual Convention.
The Board Chairman and Administrator attended the meeting held by the
International Association of Milk Control Agencies which took place in Helena,
Mont., U.S.A.
The Board Chairman and the Administrator, together with the producer members of the Market Share Advisory Committee, attended the meetings of the Canadian Dairy Commission Market Share Management Committee which, with the
exception of one meeting in Banff, Alta., were held in Ottawa, Ont. The Administrator was appointed to the Secretariat of the Milk Market Share Management
Committee in May and attended the meetings of this committee held subsequent
to that date.
The Board would like to acknowledge and thank A. D. Rundle for his valued
and tireless contributions as a member of the Market Share Advisory Committee.
Due to ill health, Mr. Rundle found it necessary to resign as chairman of the
committee at the end of September. His place as a member of the Market Share
Committee was filled by I. Waardenburg. The other members of the committee
are S. Hanson and J. Gilbert.
Areas of Production
During 1974 the four areas of production defined under the provisions of
section 40 of the Milk Industry Act remained unchanged.
Statistical Information
Table I—Analysis of Quart Sales by Product Category
Total quart sales increased in all four controlled areas of production, with the
total increase being 4.13 per cent.
In the Vancouver Area and the Vancouver Island Area, contrary to the trend
of decreasing standard milk sales which started in 1966, the year of 1974 saw an
increase in sales of this product which amounted to 1.26 per cent and 1.78 per

cent in each of the two areas respectively. Decreasing sales of standard milk
continued in both the Okanagan-Kootenay Area and the Cariboo and Central
British Columbia Area.
Buttermilk sales decreased in all areas except Vancouver Island.
For all other fluid-milk products, sales increased in all areas, with the exception
of whipping cream in the Okanagan-Kootenay Area and chocolate drink in the
Cariboo and Central British Columbia Area.
All controlled areas, with the exception of the Cariboo and Central British
Columbia Area, continued to switch from retail to wholesale. The aggregate
decrease in retail sales in the four controlled areas was 10.76 per cent, while the
aggregate increase in wholesale sales was 7.88 per cent. Retail quart sales in the
controlled areas accounted for 17.21 per cent of all quart sales and wholesale 82.79
per cent.

Total Class I sales in pounds (which is the aggregate of all Class I sales in an
area of production, whether made by the vendors within the area or by vendors
located outside the area) increased in all areas of production during 1974. The
aggregate increase was 5.07 per cent. Within Area Class I, sales increased in all
controlled areas of production as did Inter-area Class I sales, with the exception of
Vancouver Area sales in the Vancouver Island Area which decreased by 4.72 per
cent compared to 1973 and Okanagan-Kootenay Area sales in the Cariboo and
Central British Columbia Area which decreased by 10.45 per cent compared to
1973.
Table III—Analysis of Qualifying Milk: Production and Utilization
Total qualifying milk production during 1974 increased 3.54 per cent in the
controlled areas of production.
Total quota milk receipts in the controlled areas of production were 79.65 per
cent of total production during 1974, up from 77.73 per cent in 1973.
Total Class I utilization of quota receipts decreased from 88.91 per cent in
1973 to 87.71 per cent in 1974.
All areas of production experienced a larger increase in production than in
Class I utilization, thereby creating an increase in the milk supply surplus to Class
I requirements, which amounted to a total of 1.06 per cent for all four controlled areas.

Compared to 1973
This table is intended to show a month-by-month comparison of 1974 total
production and Class I utilization to the same month in 1973 in both pounds of milk
and percentage change.
Table V—Class I Accounting Value Formula and Producer Price
The contents of this table summarize the accounting value for each Class I
utilization announced by the Milk Board for the calendar year 1974. Also shown
are producer prices (before adjustments), calculated monthly by the Board. Details
relative to Milk Board General Orders referred to in the table may be found in the
comments applicable to legislation.

Table VI—Licensing Information
Under the provisions of the Milk Industry Act and General Order 57, the Milk
Board issues Class I licences to vendors and milk jobbers and Class II licences to
producers. Both classes of licences are issued April 1 each year for a 12-month
period or portion thereof. A summary of the 1974/75 licences issued, cancelled,
and in effect December 31, 1974, is contained in Table VI. There was a net
decrease of 50 producers from December 1973 to December 1974, which is a
3.77-per-cent reduction from December 1973.
