MUNICIPAL SUPERANNUATION ACT ANNUAL REPORT Report of the Business Done in Pursuance of the Municipal Superannuation Act During the Fiscal Year Ended December 31,1971 Section 3 (1)—During the year the Act applied to the following additional employers, effective from the date shown: Surrey Parks and Recreation Board September 1, 1970 Village of Logan Lake November 10, 1970 Town of Valleyview December 15, 1970 Louis Brier Hospital, Vancouver January 1, 1971 Okanagan Basin Water Board January 1, 1971 School District No. 4 (Windermere) January 1, 1971 Vancouver Fraser Parks District January 1, 1971 Village of Lions Bay January 1, 1971 Mackenzie and District Hospital February 1, 1971 Municipal Finance Authority of British Columbia__.Feb. 1, 1971 Regional District of Kitimat-Stikine February 15, 1971 Village of Fort Nelson April 8, 1971 District of Dufferin April 24, 1971 District of Brocklehurst June 22, 1971 Village of Granisle. June 29, 1971 Regional District of Nanaimo July 1, 1971 Village of Elkford . July 16, 1971 As at December 31, 1971, there were 347 active employer accounts in the Fund. Section 5—All moneys received and paid out under the provisions of this Act are shown in the Statement of Changes in Fund Balance, and all assets and liabilities appertaining to the granting of superannuation allowances are shown in the Statement of Financial Position. These financial statements are attached to this Report. Section 6—Employee contributions amounted to $11,723,160, made up as follows: <h Basic contributions 10,343,271 Voluntary and special agreement 1,379,889 As at December 31, 1971, there were 32,080 contributors with credits in the Fund, as set out by employer in attached Schedule 6. Section 8 (1)—Employer contributions amounted to $12,269,656, made up as follows: c In respect of current service. 10,718,312 In respect of past service 1,551,344 Contributions by each of the 347 active employer accounts are set out in attached Schedule 1. Section 8(2)—Pursuant to special agreements with 50 employers, supplementary allowance payments amounting to $474,944 were made from the Fund and provided as follows: o By reimbursement by former employers 379,866 From Reserve Account, being interest earnings of the Fund in excess of 4 per cent, as authorized by section 10 (3) (d) 95,078 5 L 6 BRITISH COLUMBIA Section 10 (1)—The statutory contribution of the Minister of Finance toward reduction of employer obligations in respect of past service of employees was $40,000. Sections 13, 16, and 17 (1)—Superannuation allowances were granted in respect of 396 employees, made up as follows: Normal retirement age 340 Total and permanent disability 20 Death in service 36 For analysis and comparative statistics, see attached Schedules 3, 4, and 5. Sections 17 (6) and 18—Refunds were granted in respect of 3,066 employees and totalled $1,794,082, made up as follows: * Resignations 3,012 1,700,760 Death in service 49 90,419 Miscellaneous 5 726 Miscellaneous employer 2,177 Refunds on resignations included 69 employees with more than 10 years' countable service who elected to receive a refund rather than leave their credits in the Fund in order to receive a deferred superannuation allowance after attaining the minimum retirement age. For analysis and comparative statistics, see attached Schedules 3, 4, and 5. Section 22—Actuarial and administrative expenses paid from the Fund amounted to $155,171. Section 27—Securities held by the trustees as at December 31, 1971, amounted to $224,312,750 (par value), as set out in the attached Schedule 2. Transactions during the year (par value) were as follows: * Purchases 30,289,000 Redemptions 3,257,450 Net increase during year 27,031,550 The average yield on securities purchased during the year was 7.005 per cent. Every effort is made to invest the funds as soon as they become available and at the maximum yield possible at the time of purchase. Interest earnings available for distribution to the accounts of the Fund amounted to $13,091,571, arrived at as follows: $ Total interest earned 13,246,742 Less actuarial and administrative expense 155,171 Interest available for distribution 13,091,571 W. Commissioner of Municipal Superannuation Accountant Auditor's Report I have examined the Statement of Financial Position of the Municipal Superannuation Fund as at December 31, 1971, and the Statement of Changes in Fund Balance for the year then ended. My examination included a general review of the accounting procedures and such tests of accounting records and other supporting evidence as I considered necessary in the circumstances, except that my work did not include a review of the actuarial soundness of the plan. It is the responsibility of the actuary appointed by the Fund to make actuarial valuations at intervals of not more than five years. In my opinion, with the foregoing explanation concerning the actuarial soundness of the plan, these financial statements present fairly the financial position of the Fund as at December 31, 1971, and the changes in fund balance for the year then ended, in accordance with generally accepted accounting principles applied on a basis consistent with that of the preceding year.
