Municipal Superannuation Report, 1969 Report of the Business Done in Pursuance of the Municipal Superannuation Act during the Nine-month Period Ended December 31, 1969. Section 3 (1).—The Act applied to the following employers under the provisions of clause (k) or (n) of this subsection, effective from the date shown:— Employer Effective Date Greater Vancouver Regional District April 1, 1969 Regional District of Fraser-Cheam May 1, 1969 Regional District of Central Okanagan May 1, 1969 Peace River Regional District June 1, 1969 Vancouver City Hall Employees' Association November 1, 1969 As at December 31, 1969, there were 320 active employer accounts in the Fund. Section 5.—A statement of all moneys received and paid out under the provisions of this Act, and the assets and liabilities appertaining to the granting of superannuation allowances under its provisions, is given in the statement of revenue and expenditure and the balance-sheet appended. Section 6.—Basic employee contributions amounted to $5,382,500, and employee voluntary and special agreement contributions amounted to $826,810. As at December 31, 1969, there were 27,948 active contributors. Section 8.—(1) Employer contributions amounted to $5,368,073 in respect of current service and $1,164,426 in respect of past service. An amount of $2,019 was refunded to sundry employers to adjust contributions made in error, etc. (2) In accordance with the provisions of individual special agreements with 49 employers under the Act, a total of $254,074 was paid out in supplementing superannuation allowance payments. Of this amount, $173,645 was reimbursed to the Fund by the 49 employers and $80,429 was paid from the Reserve Account, derived from interest earnings of the Fund in excess of 4 per cent, as authorized by section 10 (3) (d). Section 10.—(3) The net rate of interest earned during the nine-month period after charging administration expenses was 5.849 per cent, amounting to $7,197,664, distributed as follows:— To Basic Account— At guaranteed earnings rate of 4 per cent $4,197,128 Interest differential on the retirement annuity portion of superannuation allowances granted during the year and payable from the Basic Account 217,399 $4,414,527 To Retirement Annuity Account—At net earned rate of 5.849 per cent 997,315 To Reserve Account—Excess earned after above distribution 1,785,822 $7,197,664 K 6 BRITISH COLUMBIA A statement of the Reserve Account is as follows:— Balance at credit, April 1, 1969 $2,380,808 Excess interest earned during nine-month period ended December 31, 1969 1,785,822 $4,166,630 Charges during nine-month period under section 10 (3)— Present value cost of allowance increases pursuant to 1969 amendments to the Act: (a) As of May 1, 1969, in respect of 298 allowances granted during year ended March 31, 1969 $667,368 (_>) In respect of 291 allowances granted during nine-month period ended December 31, 1969 950,780 $1,618,148 Reimbursing a portion of the cost to employers who, by agreements under section 8, are providing supplementary allowance payments to former employees or their widows who are in receipt of an allowance granted prior to April 1, 1957 80,428 $1,698,576 Balance at credit, December 31, 1969 $2,468,054 Section 13.—Superannuation allowances were granted to 256 contributors who attained retirement age. For analysis, see schedules of comparative statistics appended. Section 16.—Superannuation allowances were granted to nine contributors under the total and permanent disability provisions. Section 17.—Superannuation allowances were granted to the dependent in the case of 26 contributors who died while still in service. Refunds totalling $22,404 were made in the case of 23 contributors who died while still in service. Section 18.—Refunds totalling $1,455,443 were made to 2,651 former contributors who left the service of their employers, including 101 with more than 10 years' countable service who elected to receive a refund rather than leave their credits in the Fund in order to receive a deferred superannuation allowance. Refunds totalling $915 were made to sundry employees to adjust contributions made in error. Section 22.-—Actuarial and administration expenses paid from the Fund amounted to $156,909. The total administration expenses of the Superannuation Branch are distributed among the various funds administered on the basis of contributors and pensioners. A comparison of the annual unit cost per contributor and pensioner for the last six years is as follows:— 1964/65 $2.96 1967/68 $3.40 1965/66 3.08 1968/69 3.45 1966/67 3.23 1969 3.66 Section 27.—The securities held by the trustees on December 31, 1969, are set out in Schedule 2 of this Report. During the nine-month period $17,775,000 par value bonds were purchased, the average yield being 7.84 per cent, and $3,358,- 050 par value bonds were redeemed, resulting in a net increase of $14,416,950 par value bonds held by the trustees between April 1, 1969, and December 31, 1969.
