Report of business done in pursuance of the Pension (Municipal) Act
for the Fiscal Year Ended December 31, 1979
Section 2 (1) - During the year the Act applied to the following additional employers

As at December 31, 1979, there were 422 active employer accounts in the Fund.
Section 4 - All monies received and paid out under the provisions of this Act are shown
in the statement of changes in fund balance and all assets and liabilities appertaining to the
granting of superannuation allowances are shown in the statement of financial position.
These financial statements are attached to this report.

As at December 31,1979 there were 53,944 contributors with credits in the Fund as set
out by employer in attached Schedule 7. There were in addition 9,242 former contributors
with credits remaining in the Fund, of whom 2,155 had deferred vested pension rights.

Cost of living supplements totalling $8,788,003 were paid to eligible recipients of a
superannuation allowance. Financing of these supplements by additional employee and
employer contributions, each at the rate of Vi% of contributory salary, commenced May 1,
1978. Significant changes in the payment and financing of cost-of-living supplements,
enacted in 1980, are described below.
For analysis and comparative statistics see attached Schedules 4, 5 and 6.
Section 13 (6) - Amounts totalling $335,918 were paid out of employer contributions
to the Medical Services Plan of British Columbia in respect of the matching one half share of
monthly medical coverage premiums of eligible recipients of a superannuation allowance.
Sections 15 (6) and 17 - Refunds were granted in respect of 7,431 employees and
totalled $13,288,096 made up as follows:

Refunds on resignations included 115 employees with more than 10 years of service
who elected to receive a refund rather than leave their credits in the Fund in order to receive a
deferred superannuation allowance after attaining the minimum retirement age.

Section 21 - Actuarial and administrative expenses paid from the Fund amounted to
($651,844.
Section 26 - Securities held by the trustee as at December 31, 1979 amounted to
$758,927,553 par value, as set out in the attached Schedule 1.

The average yield on securities purchased during the year was 10.48%. Based on the
mean of the Fund opening and closing balances amounting to $774,216,780, the rate of
interest earned during the year was 9.175%, after deducting losses realized on sale of
investments, $611,154, and administration expenses, $651,844.
Section 30 (2) - An actuarial valuation of the assets and liabilities of the Fund is
required to be made by an actuary from time to time at intervals of not more than five years.
The most recent valuation was carried out as at December 31, 1976. This valuation
disclosed an unfunded liability of $235,147,000 in respect of basic pension benefits, given
the present statutory levels of employee and employer contributions. In addition, cost of
living supplements granted to December 31, 1976 had a capitalized value of $36,918,000.
Statutory amendments enacted in 1980 to improve the financing of the basic pension plan
and of the supplementary allowances, are described below. A further actuarial valuation as
at December 31, 1979 is presently in progress.
 8 BRITISH COLUMBIA
LEGISLATION
The Pension (Municipal) Act was amended at the 1980 session of the Legislatives
Assembly. Among the more important changes are the following:
1) Dividing the Fund into basic and inflation adjustment accounts.
2) Discontinuing automatic quarterly indexing of the lifetime portion of pensions after |
January 1, 1981 and substituting annual indexing of the lifetime portion each January 11
not to exceed:
a) the percentage increase in the consumer price index over the 12 months ending on the]
immediately preceding September 30, or
b) in total an amount that has a capitalized value equal to the amount in the Inflation!
Adjustment Account on the preceding September 30.
3) Increasing employee contributions by 1 % of salary to 7.5 %, less 1.5% of salary up to the
year's maximum pensionable earnings under the Canada Pension Plan, effective October 1, 1980.
4) Increasing employer contributions by amounts ranging from 0.9% to 5.0% of salary in
respect of the various categories of employees.
5) Allocation of employee and employer contributions each amounting to 1 % of salary to
the Inflation Adjustment Account.
6) Providing that for purposes of determining eligibility for a pension allowance every
month in which the employee has pensionable service shall be counted as one month's
service.
7) Providing for payment of a pension after 10 years of pensionable service rather than 20
years.
8) Providing for an unreduced pension after 35 years pensionable service up to 5 years
before minimum retirement age and for an unreduced pension after 10 years pensionable
service, at maximum retirement age.

AUDITOR'S REPORT
To the Commissioner of Municipal Superannuation, and To the Provincial
Secretary and Minister of Government Services, Province of British Columbia:
I have examined the statement of financial position of the Municipal Superannuation Fund as at 31 December
1979 and the statement of changes in fund balance for the year then ended. My examination was made in
accordance with generally accepted auditing standards, and accordingly included such tests and other procedures
as I considered necessary in the circumstances.
I have relied upon information furnished by the Fund's Consulting Actuary as to the accuracy of Note 1 to the
t financial statements.
In my opinion, these financial statements present fairly the financial position of the Fund as at 31 December
: 1979 and the changes in its fund balance for the year then ended in accordance with generally accepted accounting
principles applied on a basis consistent with that of the preceding year.

1. Actuarial Valuation
According to the Act applicable to the Fund, an actuarial valuation of the assets and liabilities of the Fund is
required to be made by an Actuary from time to time at intervals of not more than five years. The most recent 1
valuation was carried out as at December 31,1976. This valuation disclosed an unfunded liability of $235,417,000
in respect of basic pension benefits, given the present statutory levels of employee and employer contributions! |
The Actuary has made recommendations to raise the statutory contribution rates and to improve the financing i
of the supplementary allowances. Statutory amendments as described in Note 4 have been enacted at the 1980
session of the Legislature.
2. Investments
Investments are carried at the lower of cost and par value. Premiums are written off in the year of acquisition.!
Discounts on single maturity bonds are amortized over the term of the bonds. Discounts on serial bonds are
recognized as income as the serial redemptions occur. Investments held at the end of the year are as follows:

The difference between the book value and market value of the investments is not considered to be a
permanent reduction of the Fund balance available for payment of pension benefits and therefore has not been
provided for as at December 31, 1979.
During the year, certain investments were disposed of in order to improve the yield to the Fund, resulting in
book losses aggregating $611,154. It is anticipated that future increased interest earnings from reinvestment will
more than offset these losses.
3. Cost-of-living Supplementary Allowances
Payment of supplementary allowances, adjusted quarterly in relation to the cost-of-living index, commenced
July 1,1975. Financing of these supplements by additional employee and employer contributions, each at the rate
of Wfb of salary, commenced May 1, 1977. Provisions for payment and financing of supplementary allowances 4
have been significantly changed as described in Note 4.
4. Subsequent Events
An Act to amend the Pension (Municipal) Act, formerly the Municipal Superannuation Act, was passed at the
1980 session of the Legislature. The significant provisions, which are intended to improve the funding of the basic
pension benefits and the supplementary allowances, provide for -
1) An increase of 0.5% of salary in contributions by employees in respect of basic pension benefits and 0.5%
in respect of supplementary allowances.
2) Increases ranging from 0.9% to 5.0% of salary in contributions by employers on behalf of various
categories of employees.
3) Annual rather than quarterly, cost-of-living supplementary allowances, payable to the extent that monies
equal to the capitalized value are available in the Inflation Adjustment Account created for the purpose.
4) A reduction of the years of pensionable service required to receive pension benefits at normal retirement
ages.
5. Additional Information
These financial statements show only the position of the Fund as at December 31. 1979 and the changes in
Fund balance for the year then ended and do not purport to show the adequacy of the Fund to meet the obligations of
the superannuation plan.
