Bonner, Q.C., Attorney-General, Victoria, B.C. Sir,—Pursuant to the Insurance Act, I beg to submit the Fifty-third Annual iReport of the Department of Insurance covering the year ended December 31, 1963. At that date 356 insurers were licensed under the Act to transact business. The Hollowing summary indicates the origin of the insurers, how many hold only Pro- Encial licences, and how many had Federal registry in addition to a Provincial licence:— Where Incorporated Provincial Licence Federal Registry Total 11 12 5 1 1 2 1 14 99 66 2 3 1 1 3 2 1 1 2 1 5 122 33 323 The comparative figures are for 1962, 354, and 1961, 350. Seven new insurers were licensed during the year. These are as follows: American Road Insurance Company; Catholic Order of Foresters; London & Hull Maritime Insurance Company, Limited; The Ocean Marine Insurance Company, Limited; Seaboard Surety Company; The State Assurance Company, Limited; and Westmount Life Insurance Company. I Five insurers ceased to transact business in the Province during the year, and these were: British & Foreign Marine Insurance Company, Limited; Mercantile Insurance Company; National Fire & Casualty Insurance Company; Scottish Insurance Corporation, Limited; and United British Insurance Company, Limited. A complete list of insurers will be found on pages 9 to 36. A similar list, made up to December 31, 1963, was published in The British Columbia Gazette. For the purposes of convenience, the present list is made up to June 30, 1964, so that it includes insurers licensed since December 31, 1963, and shows the classes of ifisurance for which all insurers are now licensed. On analysis the list shows that 79 companies (exclusive of fraternal societies) were licensed for life insurance, 224 for fire insurance, 207 for automobile insurance, and 97 for marine insurance. These figures cover only the major classes of insurance, and it should be understood that the same company may be licensed, for example, for fire, automobile, and marine insurance. B 8 BRITISH COLUMBIA 1 The annual statements of the companies holding Provincial licences only are set forth at length on pages 39 to 53. There were two underwriters' agencies licensed under the Act, and the fist appears on page 38. The taxes collected on unlicensed insurance amount to $4,477.68. The number of insurance agents' and salesmen's licences issued for the year 1963 is given below, together with a comparative table for the previous four years. Pre-licence examination requirements, hitherto confined to other-than-life insurance agents and salesmen, are now extended to life insurance agents and insurance adjusters. Licences Issued j to Collection Agents 96 The number of issuers' and salesmen's licences issued under the Investment Contracts Act for the year April 1, 1963, to March 31, 1964, is as follows: Issuers! 6; salesmen, 175. The Association of Superintendents of Insurance met at Quebec, P.Q., for its 46th annual conference, commencing September 9, 1963. Attending at the session! were more than 221 representatives of the insurance industry. The association officers for the 1963/64 term are: President, Fred A. Swaine, Superintendent of Insurance, Province of Manitoba, 1181 Portage Avenue, Winnil peg, Man.; secretary, Cecil Richards, F.C.A., Superintendent of Insurance, Provincl of Ontario, 145 Queen Street West, Toronto 1, Ont. Following the election of officers, the Superintendents accepted the invitation^ of the Superintendent of Insurance for Alberta to hold the 1964 conference at Call gary, Alberta, during the week commencing September 14, 1964.
