Bonner, Q.C., Attorney-General, Victoria, B.C. Sir,—Pursuant to the Insurance Act, I beg to submit the Fifty-sixth Annual Report of the Department of Insurance covering the year ended December 31, 1966. At that date 349 insurers were licensed under the Act to transact business. The following summary indicates the origin of the insurers, how many hold only Provincial licences, and how many had Federal registry in addition to a Provincial licence:— Where Incorporated Provincial Licence Federal Registry Total 13 12 ~5 ~~1 ~2 1 "l4 102 55 2 3 1 1 2 3 127 13 26 102 60 2 3 1 1 Wnllanrt' 2 2 1 1 1 1 5 128 Totals 34 315 349 The comparative figures are for 1965, 347, and 1964, 360. Nine new insurers were licensed during the year. These are as follows: Bankers Life Company; Connecticut Fire Insurance Company; The Contingency Insurance Company, Ltd.; Cumis Insurance Society, Inc.; Fraser Valley Mutual Insurance Company; General Fire & Casualty Company; Home Fire & Marine Insurance Company of California; United Home Life Insurance Company; and Washington General Insurance Corporation. There was one new fraternal society licensed during the year. This was the First Catholic Slovak Ladies Union of the United States of America. Eight insurers ceased to transact business in the Province during the year, and these were: Boston Insurance Company; Fidelity-Phenix Insurance Company; Fireman's Fund Insurance Company; Legal & General Assurance Society, Ltd.; London Guarantee & Accident Co. Ltd.; Phoenix Insurance Company; River Thames Insurance Company, Ltd.; and United Home Mutual Life Insurance Company. A complete list of insurers will be found on pages 10 to 36. A similar list, made up to December 31, 1966, was published in The British Columbia Gazette. For the purposes of convenience, the present list is made up to June 30, 1967, so 7 B 8 BRITISH COLUMBIA that it includes insurers licensed since December 31, 1966, and shows the classes of insurance for which all insurers are now licensed. On analysis the list shows that 85 companies (exclusive of fraternal societies) were licensed for life insurance, 200 for fire insurance, 188 for automobile insurance, and 89 for marine insurance. These figures cover only the major classes of insurance, and it should be understood that the same company may be licensed, for example, for fire, automobile, and marine insurance. The annual statements of the companies holding Provincial licences only are set forth at length on pages 39 to 67. There were two underwriters' agencies licensed under the Act, and the list appears on page 38. The taxes collected on unlicensed insurance amount to $7,802.37. The number of insurance agents' and salesmen's licences issued for the year 1966 is given below, together with a comparative table for the previous four years. Pre-licence examination requirements, hitherto confined to other-than-life insurance agents and salesmen, are now extended to life insurance agents and insurance adjusters.
