 Report of the Liquor Control Board
INTRODUCTION
The Liquor Control Board presents the Forty-fifth Annual Report, covering
the operation from April 1, 1965, to March 31, 1966.
Appendix A.—Accounts
The accounts of the Board, certified to by the Comptroller-General as required
by section 145 of the Government Liquor Act, and the statistical data as required
by section 140 of the said Act, are shown in the appendices as follows:—

STAFF
The Board acknowledges with pleasure the co-operation and loyalty of the
members of the staff throughout the Province during the year under review.
The number of employees on the permanent staff of the Liquor Control Board
as of March 31, 1966, was 801, there being 770 men and 31 women.
ADMINISTRATIVE OFFICES AND GOVERNMENT LIQUOR STORES
New premises were opened by the Board for use as Government Liquor Stores
at the following locations:—

The Board was able to secure new premises with off-street parking at more
advantageous locations in the following centres:—

As the Board secured new premises in the following centres, the premises thus
left surplus to the Board's needs were sold by public tender: 2958-2960 West
Broadway, Vancouver; 325 Canada Avenue, Duncan.
In order to give added service at the Christmas season, the Board arranged that
stores normally operating from 10 a.m. to 6 p.m. daily would remain open from
10 a.m. to 9 p.m. daily from Wednesday, December 15, to Thursday, December 23,
1965, and from Tuesday, December 28, to Thursday, December 30, 1965. These
added hours, as in the past, proved beneficial in serving the public.
STOCKS
The value of stock as at March 31, 1966, amounted to $8,282,520.04, being
an increase of $325,624.82 in the value of stocks at at March 31, 1965.
SALES
The total sales of $141,139,853.87 show an increase over the previous fiscal
year of $16,255,261.87. For comparative purposes, classification of sales is given
hereunder for the fiscal years ended March 31, 1965, and March 31, 1966:—

DUTY, EXCISE, AND SALES TAX
The duty, excise, and sales tax paid to the Federal Government for the period
under review amounted to $11,036,818.90, the details of which are as follows, and
for convenience a comparison is shown with the duty, excise, and sales tax paid to
the Federal Government during the fiscal year immediately preceding the period

Sales tax        902,020.15 767,469.27
The figures quoted do not represent the total duty, excise, and sales tax on
merchandise sold during the period under review, but only that paid by the Liquor
Control Board on goods that were cleared by it through the Customs and Excise
Departments during the said period. The above total does not include taxes paid
direct to the Federal Government by Canadian breweries, by Canadian wineries,
and by Canadian distilleries on liquor purchased by the Board duty or tax paid.
INSURANCE
Fire, Flood, and Wind Damage
On January 3, 1966, the premises occupied by the Board as a Government
Liquor Store at Stewart were totally destroyed by fire.

All losses which occurred in the above-mentioned burglaries were settled in

PERMITS
The detailed statement showing the sale of each variety of permits is shown in
Appendix C. Total permit revenue amounted to $50,870.25, being an increase
of $3,359 over the previous year.

INTERDICTIONS
Eight hundred and thirty-nine orders of interdiction were made pursuant to
the provisions of section 97 of the Government Liquor Act.
One thousand seven hundred and nineteen orders of revocation of orders of
interdiction were made pursuant to section 99 of the Government Liquor Act.
PENALTIES AND PROCEDURE
Appendix B, Law Enforcement shows in detail all prosecutions reported to
the Board under section 149 of the Government Liquor Act.
Disposition of liquor seized and forfeited to the Crown was carried out in
accordance with the provisions of sections 108 and 109 of the Government Liquor
Act.
INSPECTION DEPARTMENT
The following is an analysis of inspections, investigations, and interviews
carried out by the Inspectors of the Liquor Control Board during the period under
review:—

Total number of interviews       2,415
Total number of miles travelled by various means of transportation  . :  178,666
Improvement in the existing hotels has continued throughout the Province,
both in the hotels proper and licensed premises, involving an expenditure of
$9,083,044.
New hotel construction, providing first-class accommodation for the travelling
public, totalled a capital outlay of $5,664,000. This was spent on 11 new hotels,
totalling 469 rooms.   In each instance the hotels are a credit to the hotel industry.
This Department has enjoyed the utmost co-operation from the various law-
enforcement bodies and all organizations and trade groups associated with the liquor
industry throughout the Province, for which the Board wishes to express its thanks.
