Sir,—We have the honour to transmit herewith, in accordance with section 56
of the Milk Industry Act, the Sixteenth Annual Report of the Milk Board under
that Act for the year ended December 31, 1961.

  Sixteenth Annual Report of the Milk Board
For the Year Ended December 31, 1961
This Report of the Milk Board is made in accordance with section 56 of the
Milk Industry Act and covers the calendar year ended December 31, 1961.
Tables giving up-to-date statistical information relative to the production and
utilization of qualifying milk, to accounting values for each class of qualifying milk,
to producer prices for qualifying milk, to sales of fresh fluid dairy products, and to
dairy-feed prices are appended hereto.
LEGISLATION
The Milk Industry Act Amendment Act, 1961, was passed at the Second Session of the Legislature.
AREAS OF PRODUCTION
There are three defined areas of production under Part III of the Act. They
are the Vancouver, the Vancouver Island, and the Kamloops-Okanagan areas.
MEMBERSHIP OF THE BOARD
There was not any change in the membership of the Board during the year.
Members are Ernest C. Carr (Chairman), Walton J. Anderson, Ph.D., and John
D. Honeyman.
BOARD MEETINGS
There were not any public hearings held during the year.
The Board met thirty times in its office to deal with matters of policy and
administration. Numerous conferences were also held with producers, vendors,
and other interested parties to discuss matters pertaining to the production and
marketing of milk.
LICENSING
Under the provisions of General Order No. 18, two classes of licences are
issued by the Board. Vendors and milk jobbers are required to obtain a Class I
licence and producers a Class II licence. Both licences are issued for a period of
twelve months, or portion thereof, ending on March 31st of the period in respect
of which they are issued. A summary of 1961/62 licences issued, cancelled, and
in effect at December 31st follows:—

operation on that date, amended General Orders Nos. 1, 5, 8, 14, and 18 (B.C.
Reg. No. 498/59).
General Order No. 22, B.C. Reg. 52/61, made on March 29th, to come into
operation on that date, repealed General Order No. 21 (B.C. Reg. 52/61), and
amended General Order No. 18 (B.C. Reg. 498/59).
General Order No. 23, B.C. Reg. 61/61, made on April 11th, to come into
operation on May 1st, repealed General Order No. 20 (B.C. Reg. 89/60), and
amended General Order No. 18 (B.C. Reg. 498/59).
General Order No. 24, B.C. Reg. 169/61, made on November 1st, to come
into operation on March 1, 1962, repeals General Orders No. 19 (B.C. Reg.
50/60), No. 22 (B.C. Reg. 52/61), and No. 23 (B.C. Reg. 61/61), and amends
