Report of the Liquor Control Board INTRODUCTION The Liquor Control Board presents the Fortieth Annual Report, covering the operations from April 1st, 1960, to March 31st, 1961. STAFF The Board acknowledges with pleasure the co-operation and loyalty of the members of the staff throughout the Province during the year under review. The number of employees on the permanent staff of the Liquor Control Board as of March 31st, 1961, was 720, there being 688 men and 32 women. ADMINISTRATIVE OFFICES AND GOVERNMENT LIQUOR STORES New premises were leased by the Board for use as Government Liquor Stores at the following locations:— Electoral District Location of Store Date of Opening Esquimalt Colwood October 1st, 1960. Burnaby Edmonds December 12th, 1960. In order to give added service at the Christmas season, the Board arranged that all its single-shift stores throughout the Province should remain open on December 23rd, 1960, until 9 p.m. and December 30th, 1960, until 9 p.m. Stores that opened for one-half day on Mondays or Wednesdays remained open to the public the full day on December 19th, 21st, 22nd, 28th, and 29th, 1960. These added hours, as in the past, proved beneficial in serving the public. 5 F 6 BRITISH COLUMBIA STOCKS The value of stocks as at March 31st, 1961, amounted to $6,758,225.54, being a decrease of $77,321.43 in the value of stocks as at March 31st, 1960. SALES The total sales of $99,356,006.82 show an increase over the previous fiscal year of $3,046,313.63. The above total does not include taxes paid direct to the Federal Government by Canadian breweries, by Canadian wineries, and by Canadian distilleries on liquor purchased by the Board duty paid. INSURANCE Fire Nil. Flood Lake Cowichan on January 16th, 1961, $2,542.37. PERMITS The detailed statement showing the sale of each variety of permits is shown in Appendix C. Pursuant to the provisions of section 144 of the Government Liquor Act, the revenue derived from the sale of permits was transmitted to the Honourable Minister of Finance to be accounted for as part of the general revenue of the Province, and amounted to $40,391.50, being an increase of $1,024.25 over the previous year. Seven hundred and ninety-one orders of revocation of orders of interdiction were made pursuant to section 99 of the Government Liquor Act. PENALTIES AND PROCEDURE Appendix B, Law Enforcement, shows in detail all prosecutions reported to the Board under section 149 of the Government Liquor Act. Disposition of liquor seized and forfeited to the Crown was carried out in accordance with the provisions of sections 108 and 109 of the Government Liquor Act. INSPECTION DEPARTMENT The following is an analysis of inspections, investigations, and interviews carried out by the Inspectors of the Liquor Control Board during the period under review:—• REPORT OF THE LIQUOR CONTROL BOARD, 1960/61 F 9 Premises covered by public-house licences 9,861 Premises covered by dining-room licences 1,030 Premises covered by dining-lounge licences 2,274 Premises covered by lounge licences 4,983 Total number of investigations 1,005 Total number of interviews 3,587 Total number of miles travelled by various means of transportation 155,845 Improvement in the existing hotels has continued throughout the Province, both in the hotels proper and licensed premises, involving an expenditure of $5,541,330. New hotels construction, providing first-class accommodation for the travelling public, totalled a capital outlay of $9,696,000. This was spent on seven new hotels, totalling 568 rooms. In each instance the hotels are a credit to the hotel industry. This Department has enjoyed the utmost co-operation from the hotels' associations, the Provincial commands of the veterans' organizations, and the Canadian Restaurant Association (Vancouver Branch), together with the various law-enforcement bodies and Government departmental agencies throughout the Province, for which the Board wishes to express its thanks.
