REPORT OF THE BUSINESS DONE IN PURSUANCE OF THE "CIVIL SERVICE
SUPERANNUATION ACT" DURING THE FISCAL YEAR 1957/58
Part I.—Civil Service Superannuation Fund
Sections 4, 7, 8, 9, 11, 16, and 18 (Employee and Employer Contributions).—
During the year an amount of $2,249,670.79 was received from employees, consisting of
the following:—
Compulsory and arrears contributions  $1,963,911.87
Voluntary contributions         277,378.20
Repayment of moneys withdrawn  8,380.72
$2,249,670.79
During the year, employer contributions amounting to $1,963,990.56 were received
from the following sources:—
Minister of Finance  $1,948,292.75
Dyking districts  741.60
Employees' Association and Medical Services  2,188.44
University of British Columbia and Victoria College 12,767.77
$1,963,990.56
As at March 31st, 1958, there were 9,494 active contributors to the Fund, of which
1,906 have made special voluntary contributions. There were 1,323 making current
voluntary contributions. The remaining 583 have voluntary credits but have discontinued voluntary contributions.
Section 13.—As at March 31st, 1958, deposits with the Treasury at credit of the
Civil Service Superannuation Fund amounted to $49,143,970.68.
Section 14.—Interest in the amount of $2,219,107.33 was received from the Minister of Finance, calculated at the rate of 5 per cent per annum, based on the credit
balances in the Fund on April 1st, 1957, and October 1st, 1957, and credited as at
September 30th, 1957, and March 31st, 1958, respectively.
Section 15.—(1) (a) A total of $910,448.45 under Parts I and II was transferred
from the Employers' Accounts to the Special Reserve Account pursuant to various sections of the Act.
The present value of the prior-service pensions in force as at April 1st, 1957,
amounting to $640,756.00, was transferred from the Special Reserve Account into the
Contributory Pensions Account in order that prior-service pension payments as from
April 1st, 1957, could be incorporated with the contributory portion of pensions charged
to the Contributory Pensions Account. A further $4,284.06 was similarly transferred
in respect of three new prior-service pensions granted during the year.
Section 17.—A statement of all moneys received and paid out under the provisions
of this Act and the assets and liabilities appertaining to the granting of superannuation
allowances under its provisions is given in the statement of revenue and expenditure and
the balance-sheet appended hereto.
Section 18.—(1) Superannuation allowances were granted to fifty-eight contributors pursuant to this subsection. For analysis see statements of comparative statistics
appended hereto.

Section 20.—(3) One deferred superannuation allowance was granted pursuant to
this subsection.
Section 21.—(1) Superannuation allowances were granted to dependents of nine
employees who died while in service.
Section 23.—Refunds totalling $50,617.16 were made to the widow or estate in the
case of nineteen contributors who died while in service.
Section 24.—(1) Refunds totalling $686,408.22 were made to 1,176 contributors
who left the service of the Government.
(2) Superannuation allowances were granted to four employees pursuant to this
subsection.
(3) An amount of $39,946.37 was transferred to the contributors' credit in Employees' Suspense Account in respect of forty former employees who were out of the
service of the Government for more than three years.
Section 28.—Administration expenses amounting to $42,702.95 were paid from
Special Reserve pursuant to this section and apportioned as follows: Civil Service Superannuation Fund, $33,510.42, and Retirement Fund, $9,192.53.
Section 29.—(2) The provisions of this subsection were utilized to provide funds
for small additional allowances granted pursuant to subsections (7), (8), and (9) of
section 19 before said subsections were deleted by the "Civil Service Superannuation
Act Amendment Act, 1951."
Schedule B.—An amount of $43,888.62 was paid out in supplementing allowances
granted prior to April 1st, 1953, pursuant to Schedule B. The Minister of Finance
reimbursed the Fund for this amount out of Consolidated Revenue.
The accounts of twenty-four contributors who ceased to be eligible to contribute
to the Fund under Part I were transferred from the Civil Service Superannuation Fund
to the Retirement Fund.
Part II.—Retirement Fund
Section 42.—Regular contributions received from employees amounted to $670,-
297.36. Employer contributions received amounted to $670,305.15, consisting of
$670,053.15 provided by the Minister of Finance and $252 provided by the Inspector
of Dykes and Commissioner of the dyking districts. Special voluntary contributions
received from employees amounted to $18,977.86. As at March 31st, 1958, there were
2,971 active contributors to the Fund.
Section 43.—Interest in the amount of $312,029.40 was received from the Minister
of Finance, calculated at the rate of 5 per cent per annum, in the same manner as under
Part I of the Act.
Section 44.—The accounts of 178 contributors who became eligible to contribute
to the Fund under Part I were transferred from the Retirement Fund to the Civil Service
Superannuation Fund.
Section 46.—(2) Superannuation allowances were granted to eighteen contributors
pursuant to this subsection. For analysis see statements of comparative statistics appended hereto.
(3)  One superannuation allowance was granted pursuant to this subsection.
Section 48.—(1) Refunds totalling $244,601.29 were made to 425 contributors
who left the service of the Government, and refunds totalling $13,806.95 were made to
the widow or estate in the case of seventeen contributors who died while in service.
Schedule C.—An amount of $15,802.03 was paid out in supplementing allowances
granted prior to April 1st, 1953, pursuant to Schedule C. The Minister of Finance reimbursed the Fund for this amount out of Consolidated Revenue. CIVIL SERVICE SUPERANNUATION REPORT,  1957/58 T 7
