SUPERANNUATION REPORT, 1954-55 REPORT OF THE BUSINESS DONE IN PURSUANCE OF THE " CIVIL SERVICE SUPERANNUATION ACT" DURING THE FISCAL YEAR 1954-55 Part I.—Civil Service Superannuation Fund Sections 4, 7, 8, and 9.—Regular contributions received from employees amounted to $1,518,782.93. Employer contributions received amounted to $1,518,894.66, consisting of $1,517,947.74 provided by the Minister of Finance and $946.92 provided by the Inspector of Dykes and Commissioner of the dyking districts. As at March 31st, 1955, there were 7,748 active contributors to the Fund. Section 11.—Special voluntary contributions received from employees amounted to $246,312.18. As at March 31st, 1955, there were 1,179 active employees making special voluntary contributions. Section 13.—As at March 31st, 1955, deposits with the Treasury at credit of the Civil Service Superannuation Fund amounted to $35,833,073.72. Section 14.—Interest in the amount of $1,640,251.67 was received from the Minister of Finance, calculated at the rate of 5 per cent per annum, based on the credit balances in the Fund.on April 1st, 1954, and October 1st, 1954, and credited as at September 30th, 1954, and March 31st, 1955, respectively. Section 15.—(1) (a) A net total of $446,456.83 was transferred from the Employer's Account to the Special Reserve Account pursuant to various sections of the Act. Prior-service pension payments chargeable to the Special Reserve Account amounted to $89,188.57. Section 16.—Former employees who were reinstated in the service of the Government made payments toward the reinstatement of their superannuation accounts amounting to $9,761.20. Section 17.—A statement of all moneys received and paid out under the provisions of this Act and the assets and liabilities appertaining to the granting of superannuation allowances under its provisions is given in the statement of revenue and expenditure and the balance-sheet appended hereto. Section 18.—(1) Superannuation allowances were granted to eighty-eight contributors pursuant to this subsection. For analysis see statements of comparative statistics appended hereto. (5) A superannuation allowance was granted during the year to one former contributor employed on the New Westminster Bridge pursuant to this subsection. Pursuant to this subsection and agreement entered into between the Governments of Canada and the Province of British Columbia, as authorized by the " Police and Prisons Regulation Act Amendment Act, 1950," a total of $291.18 was received from the Royal Canadian Mounted Police Pension Account and credited to Special Reserve, being return of employer contributions not required for pension purposes in respect of three former members of the British Columbia Provincial Police who were subsequently discharged after transfer to the Royal Canadian Mounted Police. (6) and (7) Regular contributions received from employees of a Board of School Trustees to whom these subsections apply amounted to $1,622.79. An equal amount was received from the appropriation provided by " Special Assistance in the Cost of Education Act" as a contribution from the employer to the Fund. V 6 BRITISH COLUMBIA Section 19.—(2) The Minister of Finance provided an amount of $3,040.02 in accordance with the provisions of this subsection as an employer contribution in respect of contributors whose superannuation classifications have been changed by reason of the reduction of their retirement age under the " Civil Service Act." Section 21.—(1) Superannuation allowances were granted to dependents of four employees who died while in service. Section 23.—Refunds totalling $25,128.60 were made to the widow or estate in the case of eighteen contributors who died while in service. Section 24.—(1) Refunds totalling $497,313.26 were made to 1,136 contributors who left the service of the Government. (2) Superannuation allowances were granted to three employees pursuant to this subsection. (3) An amount of $17,387.75 was transferred to the contributors' credit in Employees' Suspense Account in respect of thirty-five former employees who were out of the service of the Government for more than three years. Section 28.—Administration expenses amounting to $41,749.18 were paid from Special Reserve pursuant to this section and apportioned as follows: Civil Service Superannuation Fund, $33,128.81, and Retirement Fund, $8,620.37. Section 29.—(2) The provisions of this subsection utilized to provide funds for small additional allowances granted pursuant to subsections (7), (8), and (9) of section 19 before said subsections were deleted by the " Civil Service Superannuation Act Amendment Act, 1951." Section 36.—An amount of $1,207.61 was paid over to the Minister of Finance from the account of one former contributor in accordance with the provisions of this section. Schedule B.—An amount of $51,497.26 was paid out in supplementing allowances granted prior to April 1st, 1953, pursuant to Schedule B. The Minister of Finance reimbursed the Fund for this amount out of Consolidated Revenue. Part II.—Retirement Fund Section 42.—Regular contributions received from employees amounted to $485,961.61. Employer contributions received amounted to $486,043.57, consisting of $485,843.65 provided by the Minister of Finance and $199.92 provided by the Inspector of Dykes and Commissioner of the dyking districts. Special voluntary contributions received from employees amounted to $11,251.95. As at March 31st, 1955, there were 2,356 active contributors to the Fund. Section 43.—Interest in the amount of $221,232.31 was received from the Minister of Finance, calculated at the rate of 5 per cent per annum, in the same manner as under Part I of the Act. Section 46.—(2) Superannuation allowances were granted to fifteen contributors pursuant to this subsection. For analysis see statements of comparative statistics appended hereto. (3) A superannuation allowance was granted pursuant to this subsection to the dependent of an employee who died in service. Section 48.—(1) Refunds totalling $150,296.23 were made to 266 contributors who left the service of the Government. Schedule C.—An amount of $18,378.98 was paid out in supplementing allowances granted prior to April 1st, 1953, pursuant to Schedule C. The Minister of Finance reimbursed the Fund for this amount out of Consolidated Revenue.
