INTRODUCTION
The Liquor Control Board presents the Thirty-fourth Annual Report, covering the
operations from April lst, 1954, to March 31st, 1955.
Appendix A.—Accounts
The accounts of the Board, certified to by the Comptroller-General, as required by
section 146 of the " Government Liquor Act, 1953," and the statistical data as required
by section 141 of the said Act, are shown in the appendices as follows:—

STAFF
The Board acknowledges with pleasure the co-operation and loyalty of the members
of the staff throughout the Province during the year under review.
The number of employees on the permanent staff of the Liquor Control Board as at
March 31st, 1955, was 581, there being 552 men and 29 women.
In conformity with Governmental policy concerning hours of work, a five-day workweek was inaugurated for the office and warehouse staffs on January lst, 1955, and a
forty-hour work-week for the store staffs on April lst, 1955.
GOVERNMENT LIQUOR STORES
New stores were opened in the following locations:—

Continuing the policy of providing better service to the public, the hours of sale were
extended at the stores situate at the following places:— Q 6 BRITISH COLUMBIA
Prince Rupert, on May 15th, 1954, from 10 a.m. to 11 p.m.
New Westminster, on December lst, 1954, from 10 a.m. to 11 p.m.
Vancouver:   140 East Eighth Avenue, on November 27th, 1954, from 10 a.m.
to 12 midnight (Saturdays, 11.30 p.m.);  230 East Hastings Street, on
August 2nd, 1954, from 10 a.m. to 2 a.m. (Saturdays, 11.30 p.m.); 622
Hornby Street, on August 2nd, 1954, from 10 a.m. to 2 a.m. (Saturdays,
11.30 p.m.);  829 West Pender Street, on August 2nd, 1954, 10 a.m. to
2 a.m. (Saturdays, 11.30 p.m.).
All stores which regularly closed at 6 p.m. were kept open continuously from 10
a.m. to 9 p.m. on December 22nd, 23rd, and 30th, all stores closing at 6 p.m. on
December 24th and 31st.
STOCKS
The value of stocks as at March 31st, 1955, amounted to $6,180,718.47, being an
increase of $46,743.64 in the value of stocks as at March 31st, 1954.
SALES
The total sales of $73,047,482.05 show an increase over the previous fiscal year of
$1,101,174.14. For comparative purposes, classification of sales is given hereunder for
the fiscal years ended March 31st, 1954, and March 31st, 1955:—

DUTY, EXCISE, AND SALES TAX
The duty, excise, and sales tax paid to the Federal Government for the period under
review amounted to $13,809,768.87, the details of which are as follows, and for convenience a comparison is shown with the duty, excise, and sales tax paid to the Federal
Government during the fiscal year immediately preceding the period under review:—

The figures quoted do not represent the total duty, excise, and sales tax on merchandise sold during the period under review, but only that paid by the Liquor Control Board
on goods that were cleared through the Customs and Excise Departments during the said
period.
The above total does not include taxes paid direct to the Federal Government by
Canadian breweries, by Canadian wineries, and by Canadian distilleries on liquor purchased by the Board duty paid.
PERMITS
The detailed statement showing the sale of each variety of permit is shown as
Appendix C.
Pursuant to the provisions of section 145 of the " Government Liquor Act, 1953,"
the revenue derived from the sale of permits was transmitted to the Honourable the
Minister of Finance, to be accounted for as part of the general revenue of the Province,
and amounted to $27,062, being an increase of $1,816 over the previous year.

INTERDICTION
Six hundred and fifty-three orders of interdiction were made pursuant to the provisions of section 97 of the " Government Liquor Act, 1953."
Four hundred and eleven orders of revocation of orders of interdiction were made
pursuant to section 99 of the " Government Liquor Act, 1953."
PENALTIES AND PROCEDURE
Appendix B, Law Enforcement, shows in detail all prosecutions reported to the
Board under section 150 of the " Government Liquor Act, 1953."
Disposition of liquor seized and forfeited to the Crown was carried out in accordance
with the provisions of sections 108 and 109 of the " Government Liquor Act, 1953."
INSPECTION DEPARTMENT
The following is an analysis of inspections made by Inspectors of the Liquor Control
Board during the above period:—

Total number of miles travelled by various means of transportation   131,231
Improvement in the existing hotels has continued throughout the Province, both in
the hotels proper and licensed premises, involving an expenditure of $2,446,613.31.
The Inspection Department enjoyed the full co-operation of all law-enforcement
agencies and other Government departments during the fiscal year.

Regulations
Amendments to regulations made under the " Government Liquor Act, 1953," during the period
under review were as follows:—
Resolution No. 21544, November 10th, 1954.—Resolved, That the regulations made pursuant
to the "Government Liquor Act, 1953," as approved by Order in Council No. 135 on the 20th day
of lanuary, 1954, be amended by striking out the word "fourteen" in the first line of section 1,
and substituting the word " forty-five."
Approved by Order in Council No. 2562, November 12th, 1954; reference, B.C. Gazette,
December 30th, 1954.
Resolution No. 21624, December 15th, 1954.—Resolved, That subsection (2) of section 15 of
the regulations made under the " Government Liquor Act, 1953," be amended by adding thereto:
"The Board may, subject to Regulation 14, extend the hour of 11.30 p.m. on December 31st to a
time not later than 3 a.m. on the following day."
