Sir,—I beg to submit the Thirty-first Annual Report of the Fire Marshal for the
year ended December 31st, 1952.
Although there were only 173 more fires in 1952 than in 1951, which would be
in keeping with the increase in population and industry, there was an increase in loss
over the same period of $998,805, the total loss for the year being $9,603,231 and the
average loss for the past ten years $6,460,685.
It will be noted that the number of incendiary fires was ninety-four, with a loss of
$386,861. A large number of these fires can be attributed to Doukhobor activities.
The number of unknown fires—that is, fires the origin of which could not be ascertained—was 675 with a loss of $4,937,439. Some of these fires occurred in sawmills
and other industries, and the burning was so great, or the fires had such hold before
discovery, that it was impossible, with any degree of certainty, to arrive at a conclusion
as to the cause.
During the year fifty people met death by fire—twenty-seven men, six women, and
seventeen children.
Throughout the year there were twenty-five prosecutions, with the following results:
Arson, ten prosecutions with nine convictions and one acquittal; " Fire Marshal Act"
or regulations, fifteen prosecutions with fifteen convictions.
Throughout the year all members of the staff were busy in their various capacities,
and I wish to take this opportunity of thanking them for their co-operation, and also to
thank the various fire and police departments for their valuable assistance.
