Sir,—I have the honour to submit my annual report for the year 1945.
As a result of recommendations made by the Special Committee appointed for the
purpose of reorganizing the Civil Service, the Motor-vehicle Branch was divorced from
the Provincial Police Department by the " Motor-vehicle Act Amendment Act, 1945,"
and the staff of such Branch was transferred to the Civil Service on May 1st, 1945.
As the Motor-vehicle Branch had been operating as a separate entity, the changeover was effected with a minimum of disruption and the Branch continues to function
in close co-operation with the Provincial Police Department.
The personnel of the Branch on December 31st, 1945, consisted of ninety-two,
which was an increase of one over the number so employed on December 31st, 1944.
The classification and distribution of the staff on December 31st, 1945, was as
shown in the following table:—

Although it has been almost impossible to purchase new motor-vehicles of the
private passenger type and the number of new commercial motor-vehicles available has
been very small, there has been a slight increase of 326 in the number of motor-vehicles
(other than motor-cycles) licensed in the Province during the licence-year 1945, when
a total of 132,282 motor-vehicles were licensed, as compared with 131,956 motor-
vehicles licensed during the licence-year 1944.
Of the motor-vehicles licensed, 99,421 were of the private passenger type and
32,861 were of the commercial type.
The number of passenger type motor-vehicles registered and licensed in the Province for the first time amounted to 2,768, and of these, 2,590 were used motor-vehicles
which  had  been  licensed  elsewhere.    In  the commercial  motor-vehicles  1,861  were

licensed for the first time in the Province, and of these, 445 had been used and licensed
previously elsewhere.
The used motor-vehicles for which licences were taken out in this Province were
brought in from the following places:—

During this year there has been an increase in practically all types of licences and
permits issued, with the exception of commercial motor-vehicle renewals, additional
plates for motor-dealers' licences, motor-cycle licences, and transfers of motor-vehicles.
While there has not been a heavy increase in motor-vehicle licences, there has been an
increase of 24,444 (14.4 per cent.) in the number of drivers' licences issued and an
increase of 5,512 (25.9 per cent.) in the number of persons taking drivers' examinations. The following are particulars of the increases and decreases registered this
year as compared with last year:—

For purposes of comparison a statement of licences, permits, etc., issued during
the years 1938 to 1945, inclusive, is given in Appendix VII.
A slight change was recorded in the distribution of motor-vehicles throughout the
Province, there being 251 more motor-vehicles licensed at Interior points than last year,
while there were only 75 more motor-vehicles licensed at Coast points than last year.
This year 104,660 motor-vehicles (79.1 per cent) were licensed at Coast points and
27,622 (20.9 per cent.) were licensed at Interior points.
The approximate distribution of motor-vehicles throughout the Province, with the
exception of Victoria and Fernie, is given in the following table, which shows the
issuance of motor-vehicle licences according to issuing office. In the case of Victoria
there is a large mail issuance to various parts of the Province, and in the case of Fernie
quite a number of motor-vehicle licences are issued for motor-vehicles entering this
Province through the Crowsnest Pass and proceeding to other parts of the Province. P 8

Although, as shown in the following table, 18,630 passenger motor-vehicle licences
and 4,776 commercial motor-vehicle licences were issued by the Victoria office, 4,085
passenger motor-vehicle licences and 897 commercial motor-vehicle licences were issued
by mail to persons residing outside of the Victoria area, as follows:—

While the issuance at Fernie is shown in the following table to be 639 licences for
passenger motor-vehicles and 253 licences for commercial motor-vehicles, a total of
892, it includes 92 licences for passenger motor-vehicles and 40 licences for commercial
motor-vehicles which did not remain in the Fernie area, so that the issuance to residents of the Fernie area is 547 licences for passenger motor-vehicles and 213 licences
for commercial motor-vehicles, a total of 760.

REVENUE.
During the licence-year 1945 a total of $2,997,874.81 was collected from licences,
permits, and fees under the " Motor-vehicle Act," with the exception of fees received
for drivers' examinations. Of this amount, $2,080,809.10 (69.4 per cent.) was collected
through the three main issuing offices of this Branch, which are located at Vancouver,
Victoria, and New Westminster, which collected respectively $1,108,462.19, $497,989.14,
and $474,357.77. The balance of $997,874.81 was collected by various Government
Agencies throughout the Province and various Police Detachments and sub-offices of
this Branch reporting through such agencies.
The amount of $21,282 was also collected for drivers' examination fees, this being
an increase of $5,512 (34.9 per cent.) over the amount collected during the previous
year from this source. Of the amount collected for drivers' examination fees, $9,023
(42.4 per cent.) was collected at the Vancouver motor licence office; $4,038 (19 per cent.)
through the New Westminster office, through which examination units at Mission and
Chilliwack report; and $8,221 (38.6 per cent.) at the Victoria motor licence office and
travelling units operating in various parts of the Province and reporting to such office.
In addition to the above, the sum of $6,605.50 was collected at headquarters office,
Victoria, in connection with the registration of documents under the " Bills of Sale
Act," " Conditional Sales Act," and " Mechanics' Lien Act," and searches, etc., made
thereunder. This was a slight decrease of $89.75 under the amount so collected last
year.
The number of refunds made this year showed a decrease of 77.2 per cent., there
being 1,665, amounting to $9,000.66, as compared with 7,303, amounting to $35,567.80,
last year. This sharp decrease was caused by the necessity being removed of having to
refund 20 per cent, of the annual licence fees of motor-vehicles of the private passenger
type as was required in the licence-year 1944 in connection with licences which had been
paid for in advance, such rebate being made at the time of issuance of the 1945 licences
for such type of motor-vehicle. The number of miscellaneous refunds decreased by
88.63 per cent., and the amount refunded also decreased by 90.44 per cent. The number
of refunds made on relinquishment of licences under section 13(2) of the "Motor-
vehicle Act" decreased by 157 (25.24 per cent.), and the amount of such refunds by
$510.98 (12.11 per cent.). Seasonal refunds made under section 50 of the "Motor-
vehicle Act " also decreased this year by 192 (26.89 per cent), and the amount refunded
by $917.29 (25.8 per cent).
Included in the miscellaneous refunds this year were 371 refunds of drivers' licence
fees paid by members of the British Columbia Provincial Police, amounting to $371,
as authorized by section 8 of the " Motor-vehicle Act Amendment Act, 1945."
Refunds under section 4, subsection (4), clause (&), of the "Motor-vehicle Act,"
include those refunds previously made under Order in Council which are now provided
for by the amendment to this section in 1944 by including 100 per cent, disability
pensioners of the First and Second Great Wars. P 10

EXAMINATION OF MOTOR-VEHICLE DRIVERS.
With the sharp increase in the number of drivers' licences issued, there was also a
corresponding sharp increase in the number of drivers' examinations given, and during
the year 20,071 examinations were completed by applicants. This was an increase of
5,507 (37 per cent.) over the number of drivers' examinations completed during last
year. Of the drivers' examinations completed this year, 17,342 (86.4 per cent.) were
given to male applicants and 2,729 (13.6 per cent.) were given to female applicants,
which is an increase of 5,196 (42.7 per cent.) in the number given to male applicants
and 311 (12.8 per cent.) in the number given to female applicants.
In addition to the regular drivers' examinations, 599 written examinations were
given to applicants for Class A chauffeurs' licences, and 503 road tests were carried out
in connection therewith. There were also 1,267 written examinations given to applicants
for Class B chauffeurs' licences, and 892 road tests carried out in connection therewith.
Minors were also given 1,460 road tests in connection with their applications for permits.
Drivers' examinations were also conducted in accordance with existing arrangements with military, naval, and air force authorities for their mechanical transport
personnel at various places throughout the Province during the year.

Of the 17,342 drivers' examinations given to males, 4,067 (23.4 per cent.) were
given to persons between the ages of 15 and 21 years, 5,947 (34.3 per cent.) to persons
between the ages of 22 and 30 years, 3,574 (20.6 per cent.) between the ages of 31 and
40 years, 1,869 (10.8 per cent.) between the ages of 41 and 50 years, 1,225 (7.1 per
cent.) between the ages of 51 and 60 years, 326 (1.9 per cent.) between the ages of 61
and 64, and 334 (1.9 per cent.) to persons 65 years and over.
CONVICTIONS.
There were 5,257 convictions reported this year, of which 4,284 were under the
provisions of the " Motor-vehicle Act" and regulations, 774 under section 285 of the
" Criminal Code," and 199 under the provisions of Order in Council No. 2800 (40-miles-
per-hour speed limit), which was rescinded on August 28th, 1945. This was an
increase of 674 (14.7 per cent.) over the number of convictions reported during the
previous year.
The largest increase in convictions for a particular offence was for failing to stop
on the approach of fire and police motor-vehicles, 77 convictions being registered for
this offence during 1945 as compared with 11 in 1944, an increase of 600 per cent. The
next largest increase was for failing to give the required signal on turning or stopping,
these increasing from 51 last year to 151 this year, an increase of 196 per cent. Convictions for driving motor-vehicles with defective brakes also increased by 78 per cent.,
and for failing to stop after an accident by 66.6 per cent, over last year.
Of the total convictions reported, 4,696 (89.3 per cent.) were for offences which
occurred in municipalities, the balance of 561 taking place in unorganized territory.
This was an increase of 652 (16 per cent.) in the number of convictions which occurred
in municipalities and an increase of 22 (4 per cent.) in the number of convictions taking
place in unorganized territory over last year.
A comparative statement giving particulars of the types of convictions reported
under the provisions of the " Motor-vehicle Act" and regulations, as well as under
section 285 of the " Criminal Code," during the years 1942 to 1945, inclusive, are given

SUSPENSIONS AND CANCELLATIONS.
The number of drivers' licences which had to be dealt with by way of suspension
or to refuse this year remained approximately the same as last year, there being an
increase of only 11 or 1.7 per cent., 649 drivers' licences being dealt with this year as
compared with 638 last year. Again this year the drivers' licences held by minors were
the largest group affected in this way, amounting to 58.2 per cent, of the total. A sharp

was found necessary to suspend for charges of manslaughter, there being 16 as compared with 8 last year.
The reasons for the suspensions imposed, as well as the length of time of such

In addition to the above, there were also 167 cases in which letters of suspension
were not delivered up to the end of the year owing to inability to locate the parties
concerned or a proper permit being obtained before the letter was delivered, etc.
It was also found necessary this year to suspend 973 drivers' licences and 390
motor-vehicle licences under the financial responsibility sections of the " Motor-vehicle
Act." This is an increase of 226 (30 per cent.) in the number of drivers' licences but
a decrease of 56 (12.5 per cent.) in the number of motor-vehicle licences so suspended
last year
Upon the necessary proof of financial responsibility being submitted, 1,052 drivers'
licences were reinstated during the year and 472 motor-vehicle licences were also reinstated upon the bona-fide sale of the motor-vehicle to other persons or upon the necessary proof of financial responsibility being submitted. This is a sharp increase of 472
(81.3 per cent.) in the number of drivers' licences reinstated this year over the number
so reinstated last year. There was also an increase over last year in the number of
motor-vehicle licences reinstated this year of 21 (4.8 per cent.).

In addition to the above, letters of suspension of 438 drivers' licences and 152
motor-vehicle licences had not been delivered up to the end of the year owing to inability
to locate the parties concerned or proof of financial responsibility being filed before
letters could be delivered, or a change of ownership in the motor-vehicle concerned
taking place, etc.
MOTOR-VEHICLE ACCIDENTS.
With the lifting of war restrictions on gasoline and the speed-limit of 40 miles
per hour in August, motor-vehicle accidents, which up to the end of July had shown
an increase of 22.8 per cent, with a decrease of 25 per cent, in fatalities as compared
with the corresponding period last year, immediately soared. Motor-vehicle accidents occurring in August this year were 79.4 per cent, greater than those occurring
in August, 1944. Injuries also showed an increase of 65 per cent., deaths an
increase of 66.6 per cent., and property damage an increase of 149.7 per cent. During
September the increase in motor-vehicle accidents was 62.5 per cent., in October 52.4
per cent., in November 56.7 per cent., and in December 22.4 per cent., so that for the
full year 7,067 motor-vehicle accidents, an increase of 1,864 or 35.8 per cent, over last
year, had taken place, involving 11,598 motor-vehicles, an increase of 38.1 per cent.
These accidents resulted in 3,108 persons being injured, an increase of 812 or 35.4 per
cent, over last year, and 116 persons being killed, an increase of 1 or 0.9 per cent., and
property damage of $960,367.22 being incurred, an increase of $333,892.85 or 53.3 per
per cent, over the previous year.
The number of reportable motor-vehicle accidents occurring in 1945, as well as the
amount of property damage caused in such cases, reached an all-time high, although
the number of persons injured was 119 (3.6 per cent.) less than the number so injured
in 1941 and the number of fatalities is below the number fatally injured in 1937, 1941,
1942, and 1943. In this connection it must be taken into consideration that the
increased cost of repairs has a very definite bearing on the matter. Damage which a
few years ago could be repaired for less than $25 (in which case the accident did not
require to be reported) now, in quite a number of cases, costs over $25, and the accident
has to be reported, swelling the total number of reportable motor-vehicle accidents and
the total amount of property damage caused thereby.
Brief summaries of the motor-vehicle accidents taking place within this Province
during the past ten years are given in Appendices I. and II., from which it will be
noted that during such period there have been 55,571 reportable motor-vehicle accidents,
in which 1,150 persons have been killed, 26,584 persons injured, and $6,168,116.13
property damaged incurred.
Of the 7,067 motor-vehicle accidents, 4,380 (61.9 per cent.) were caused by a collision between motor-vehicles, resulting in 1,239 (39.8 per cent.) of the persons injured
and 12 (10.3 per cent.) of the fatalities.
The next largest group was collisions of motor-vehicles with pedestrians, there
being 720 (10.1 per cent.) of this type of accidents, resulting in 714 (22.9 per cent.) of
the persons injured and 44 (38 per cent.) of the fatalities. Of the pedestrians who
were injured, 61 were 4 years of age and under and 134 between the ages of 5 and 14
years, while 104 were between the ages of 50 and 64, and 79 were 65 years of age
or over.
The third largest group were non-collision accidents, there being 566 (8 per cent.)
of these, resulting in 393 (12.6 per cent.) of the persons injured and 39 (33.6 per cent.)
of the fatalities.
The peak hours for motor-vehicle accidents still remain between 4 p.m. and 6 p.m.,
and Saturday continues to be the day on which most motor-vehicle accidents take place.
Of the 11,598 motor-vehicles which were involved in accidents, 7,953 (68.5 per
cent.) were of the private passenger type and 2,836 (24.4 per cent.) were trucks and REPORT OF SUPERINTENDENT OF MOTOR-VEHICLES, 1945. P 17
deliveries. Motor-vehicles of the private passenger type were involved in 47.9 per cent,
of the fatal accidents, and 68.3 per cent, of those accidents causing personal injuries.
Trucks and deliveries were involved in 37 per cent, of the fatal accidents, and 21.1 per
cent, of those accidents causing personal injuries.
There was an increase of 23.5 per cent, in the number of motor-vehicle accidents
occurring at railroad crossings, but although the number of persons injured in such
accidents increased this year by 66.6 per cent., from 12 to 20, the number of deaths
decreased from 6 to 2. Again this year the large majority (90.1 per cent.) of such
accidents occurred at unguarded crossings, these resulting in both of the deaths registered and 90 per cent, of the injuries incurred.
Of the drivers involved in motor-vehicle accidents, 10,763 were male and 763
female, the largest age-group being those between 25 and 40 years. There were 59
drivers with less than three months' driving experience who were involved in accidents
which resulted in 1 fatality, 19 personal injuries, and 39 property damage only. However, there were 9,759 drivers with a driving experience of 5 years and over who were
involved in accidents, resulting in 85 fatalities, 2,630 persons being injured, and 7,044
property damage only. Drivers who were intoxicated were involved in 3 fatal and 21
personal-injury accidents, as well as 41 causing property damage only. The great
majority (90 per cent.) of the drivers, however, were in a normal condition, and these
were involved in motor-vehicle accidents resulting in 92 fatalities, 2,885 personal
injuries, and 7,561 property damage only. Unlicenced drivers were involved in accidents resulting in 10 fatalities, 138 personal injuries, and 196 property damage only,
and non-resident drivers in accidents resulting in 1 fatality, 96 personal injuries, and
172 property damage only.
Drivers who did not have the right-of-way were again responsible for contributing
to more accidents than any other group. While the group who " drove off the highway " were involved in the largest number of fatal accidents.
While there was an increase of 16.3 per cent, in the number of pedestrians involved
in motor-vehicle accidents this year and an increase of 12.8 per cent, in the number of
fatally injured, this is actually a slight improvement in so far as the percentage of this
type of accident of all motor-vehicle accidents is concerned. Last year 12.4 per cent,
of the motor-vehicle accidents involved pedestrians, while this year pedestrians were
involved in 10.6 per cent, of such accidents.
Of the 754 pedestrians who were injured, 173, of which 10 were fatally injured,
were in the street between intersections, and 108, of which 3 were fatally injured, were
struck after coming from behind another vehicle into the path of an on-coming motor-
vehicle.
From the reports received, it would appear that in at least 208 cases, 6 of which
were fatal, the pedestrians concerned were responsible through being careless.
This year 11 persons received fatal injuries in bicycle accidents, as compared with
5 last year, an increase of 120 per cent. There was also an increase of 18.6 per cent,
in the number of accidents involving bicyclists and an increase of 16.7 per cent, in the
number of persons receiving non-fatal injuries from this source.
While- the number of persons receiving fatal injuries this year in motor-vehicle
accidents was only 1 more than in the preceding year, there was quite a change in the
classification of victims. Last year there were 28 drivers fatally injured and this year
there were 15, a decrease of 86.6 per cent, in this class. Passengers fatally injured
increased from 33 to 39, an increase of 18.1 per cent., while pedestrians fatally injured
increased from 39 to 44, an increase of 12.8 per cent. P 18 BRITISH COLUMBIA.
Motor-cycle drivers and motor-cycle passengers who were fatally injured this year
remained the same as last year;  namely, 6 and 1 respectively.
Fractures accounted for the majority of the deaths, and internal injuries were
responsible for the next highest number, while 5 persons were drowned this year as
compared with 8 last year.
Motor-vehicle accidents occurring during the hours of darkness still continue to be
almost twice as fatal as those occurring during daylight hours. This year during the
hours of darkness 1 accident in every 45 was fatal, while during daylight hours 1 accident in every 85 was fatal.
At least 5.3 per cent, of the motor-vehicles involved in motor-vehicle accidents
either had defects or were not properly equipped, and these motor-vehicles were
involved in 10.9 per cent, of the fatal accidents, 5.1 per cent, of these accidents causing
personal injuries, as well as 5.2 per cent, of the accidents causing property damage
only. Defective brakes were found in 122 motor-vehicles involved in accidents, while
defective steering-gear was found in 71 motor-vehicles and other defects in 33 others.
Defective head-lights were found on 97 motor-vehicles involved in accidents and defective tail-lights on 25 others, while 163 motor-vehicles were involved in accidents not
having chains when the road surface was slippery and 104 motor-vehicles were involved
in motor-vehicle accidents through blowouts or punctures.
Of the motor-vehicle accidents occurring, 4,850 (68.6 per cent.) took place within
city municipalities, resulting in 51 (44 per cent.) of the persons killed, 1,955 (62.9 per
cent.) of the persons injured, and $559,605.53 (58.2 per cent.) of the property damage
caused. This was an increase of 1,229 (33.9 per cent.) in the number of accidents, an
increase of 1 (2 per cent.) in the number of persons killed, an increase of 424 (27.7 per
cent.) in the number of persons injured, and an increase of $193,245.64 (52.7 per cent.)
in the amount of property damage caused in such city municipalities over last year.
Motor-vehicle accidents occurring in district municipalities amounted to 1,022,
which was 14.4 per cent, of the total motor-vehicle accidents in the Province.
These accidents resulted in 36 (31 per cent.) of the fatalities, 554 (17.8 per cent.) of
the injuries, and $174,974.46 (18.2 per cent.) of the property damage caused this year.
This was an increase of 309 (43.3 per cent.) in the number of accidents, an increase
of 12 (50 per cent.) in the number of persons killed, an increase of 173 (45.4 per cent.)
in the number of persons injured, and an increase of $60,832.63 (53.3 per cent.) in the
amount of property damage incurred this year in district municipalities over last year.
In the unorganized portions of the Province there were 1,195 motor-vehicle accidents this year, which was 16.9 per cent, of the total motor-vehicle accidents. As a
result of these accidents 29 persons were killed, which was 25 per cent, of the total
fatalities, 599 persons were injured, which was 19.2 per cent, of the persons injured,
and there was property damage of $225,787.23, which was 23.5 per cent, of the total
property damage caused. This was an increase of 326 (37.5 per cent.) in the number
of accidents but a decrease of 12 (29.3 per cent.) in the number of persons killed, an
increase of 215 (56 per cent.) in the number of persons injured, and an increase of
$79,814.58 (54.7 per cent.) in the amount of property damage caused as compared with
last year.
A comparative statement giving further details, according to location, of the
motor-vehicle accidents occurring this year and last year is given in Appendices III.,
IV., and V., while a statistical summary of motor-vehicle accidents occurring during

From a study of the foregoing it is quite apparent that the majority of our
so-called " accidents " are a direct result of carelessness on the part of a great majority
of the individuals involved. The fact that in a large majority of these " accidents "
the condition of the drivers was normal—they were between 25 and 40 years of age with
a driving experience of five years and over, operating motor-vehicles whose condition
was apparently good, in a straight direction on a dry surface in clear weather under
road conditions which were normal—would indicate gross negligence, particularly in
connection with the speed at which they were driving, which, when the necessity arose
to stop in order to avoid an accident, was too fast for the condition which existed.
Carelessness is not confined to the drivers of motor-vehicles but extends also to
quite a number of pedestrians who, by not paying attention, place themselves in a
position where it is almost impossible for the driver of the motor-vehicle to avoid a
collision with them, and until such time as every motor-vehicle driver and pedestrian
accepts his personal responsibility to obey the rules and regulations made for the purpose of protecting life and property, and accepts common-sense precautions, we shall
continue to have this wanton loss.
" BILLS OF SALE ACT," " CONDITIONAL SALES ACT," " MECHANICS' LIEN
ACT," AND SECTION 134, "COMPANIES ACT."
As a result of the inability to obtain new motor-vehicles there was a sharp decrease
in the number of documents filed under the " Conditional Sales Act" this year, when
3,477 registrations and 117 releases were filed as compared with 5,306 registrations
and 195 releases during the same period last year. This was a decrease of 1,829 (34.5
per cent.) in the number of registrations and a decrease of 78 (40 per cent.) in the
number of releases.
However, there was an increase of 20.6 per cent, in the number of registrations
filed under the " Bills of Sale Act" and an increase of 16 in the number of releases filed
under such Act, there being 2,430 registrations and 171 releases filed this year as compared with 2,015 registrations and 156 releases filed last year.
An increase was also registered in the number of searches being made, there being
2,033 under the " Conditional Sales Act," an increase of 4.2 per cent., and 2,055 under
the " Bills of Sale Act," an increase of 11.3 per cent. This is the largest number of
searches made under these Acts in any year since the filing of documents under such
Acts was centralized in this office in 1932.
Registrations under the " Mechanics' Lien Act" decreased to 43 this year as compared with 45 last year.
There were 18 registrations under the amendment made to section 134 (4) of the
" Companies Act." This number, however, does not convey an adequate picture of the
amount of work required in this connection, as it was necessary to make the proper
entries on and in connection with the records of 543 motor-vehicles.    In addition to P 20

this, as the particulars are in the majority of cases on mortgages concerning present
and future chattels of the companies involved, it is necessary to keep a continuous
check on the motor-vehicles which become the property of such companies or which are
disposed of by them at any future date. This is a very difficult procedure as it is
impossible to obtain clear identification in numerous instances, while in many other
instances such motor-vehicles are not registered or licensed under the " Motor-vehicle
Act" in view of the fact that they are operated entirely upon private property.
The value of law-stamps showed a decrease of 2.5 per cent., from $6,012.50 last
year to $5,858.50 this year, and a decrease of 32.6 per cent, was also registered in the
value of law-stamps attached to documents when received.
The amounts collected for searches increased from $656.50 last year to $717.05
this year, an increase of 9.2 per cent., while there was a decrease of $14.30 in the
amount collected for miscellaneous searches and certificates.
For purposes of comparison, the number of registrations and releases filed, as well
as the number of searches made, and the revenue collected under the above-mentioned
Acts during this year and last year are given in the following table:—

SCHOOL BUSES.
During the year 265 permits were issued for the operation of motor-vehicles as
school buses as compared with 257 so issued last year.
These school buses were inspected from time to time by the Mechanical Supervisors of the Police Department, who made 195 inspections, resulting in brakes being
found defective in 21 cases and steering-gear defective in 34 others. Such defects were
immediately corrected. School buses were involved in 2 accidents this year. In one
instance the school bus was struck by a car which came out of a blind road without
stopping and crashed into the side of the school bus, doing damage of approximately
$50 to such bus, but fortunately no person was injured. In the other instance a 9-year-
old child fell through the emergency door of the bus, incurring minor injuries. Fortunately the bus was travelling at a slow speed at the time, preparatory to stopping.
Quite an amount of the school-bus equipment is getting into a condition, through
age and use, where it will be necessary to replace it, which has not been possible during
the past few years. However, during the year 17 new school buses were put into operation in the Province, and this number will increase as new equipment again becomes

GASOLINE LICENCE AND RATION COUPON BOOKS.
Again this year full co-operation was extended to the Dominion Oil Controller in
connection with the issuance of gasoline licence and ration coupon books through the
various motor licence issuing offices throughout the Province, when 88,362 Category AA
ration coupon books were issued for the private passenger type of motor-vehicles and
1,158 ration coupon books were issued for motor-cycles, a total of 89,520.
Fees collected for these books were remitted to the Dominion Oil Controller, less
the actual cost incurred in connection with the issuance of such books, and we are
advised that the distribution of such books by this Branch during the last four years
has earned the distinction of costing the Dominion Government less per book than any
other Province in the Dominion.
ASSISTANCE TO OTHER DEPARTMENTS.
Assistance has been rendered to many other Governmental Departments and
various Police Departments in the supplying of information, etc., and, in addition, game
licences have been issued for the Game Department through our motor licence issuing
offices at New Westminster, Mission, and Chilliwack, and to the Motor Carrier Branch
of the Public Utilities Commission, for whom we file all financial responsibility certificates in connection with passenger-carrying motor-vehicles and notify them as to cancellations, etc., in connection therewith, as well as checking all transfers of motor-
vehicles in connection with motor carrier licence-plates, checking all motor carrier
licences for correct description of motor-vehicle, etc.
