REPORT OF THE BUSINESS DONE IN PURSUANCE  OF THE " SUPERANNUATION
ACT " DURING THE FISCAL YEAR 1932-33.
Section 5.—Contributions were made by the employees of the British Columbia Government
of $182,826.24 and by Municipal and School Board employees of $242,384.82.
Section 6.—On March 31st, 1933, 418 employees of the British Columbia Government, 796
Municipal employees, and 104 School Board employees were contributing more than 4 per cent.
Section 9.—There were 90 contributors making voluntary contributions pursuant to this
section as at March 31st, 1933.
Section 10.—As at March 31st, 1933, an amount of $5,674,670.18 had been invested in guaranteed securities having a par value of $5,841,089.19.
Section 11.—Interest was credited at the rate of 5 per cent, per annum on September 30th,
1932, and March 31st, 1933, on the credit balances of the previous April 1st, 1932, and October
1st, 1932, respectively.
Section 12.—A statement of all moneys received and paid out under the provisions of this
Act and the assets and liabilities appertaining to the granting of superannuation allowances
under its provisions is given in Schedule No. 1.
Section 13.— (1.) (a.) The sum of $38,766.41 was refunded under sections 18 and 19 to
employees of the British Columbia Government, and $81,200.43 to employees of the Cities and
Municipalities and School Boards, now operating under the provisions of the Act. Like amounts
were transferred from the British Columbia Government Employer's Account, the Cities and
Municipalities Employers' Accounts, and the School Boards Employers' Accounts to their
separate accounts in the Special Reserve Fund.
(3.) The debit balance of the account of the British Columbia Government in the Special
Reserve Fund amounted to $562,822.73 on March 31st, 1933. Interest at the rate of 5 per cent,
per annum was charged on the debit balance of this account. Total debit balances of certain
City, Municipal, and School Board Special Reserve Accounts amounted to $2,709,503.86.
Section 14-—Superannuation allowances were granted to 199 persons—32 British Columbia
Government employees, 153 Municipal employees, and 14 School Board employees.
Section 18.—Eight British Columbia Government employees, 6 Municipal, and 12 School
Board employees died during the year and refunds were made to their legal representatives.
Section 19.—One hundred and twenty-eight contributors, on leaving tne Government Service,
secured refunds of the amounts standing at their credit. Also 497 Municipal, 12 School Board
employees, and 1 employee under Part V., on leaving the service of their employer, secured a
refund of the amount at their credit in the Superannuation Fund.
Section 20.—Two contributors who left the Government Service had made voluntary contributions under section 9, and secured a refund of these special contributions.
Section 20n.—An amount of $1,803.85 was received from Government employees and $322.40
from Municipal employees who were reappointed to the service of the same employer.
Section 38.—In accordance with instructions received from the Deputy Minister of Finance,
an amount of $100 was paid to the Crown pursuant to the provisions of this section.
Section 39.—The amount at the credit of one contributor was dealt with pursuant to the
provisions of this section.
In reviewing the business done in pursuance of the " Superannuation Act " during the fiscal
year 1932-33, the following figures are startlingly significant of the most distressing period
which the Province of British Columbia has ever known. Taking first the number of Municipal
employees contributing to the Superannuation. Fund during the peak years 1929-30 and 1930-31,
being 4,120, this number has been reduced to 3.577 at March 31st, 1933, with 519 employees having
received a refund during the fiscal year 1932-33 of the contributions which they had made to the
Superannuation Fund.
In the year 1930-31 the total of contributions made by Municipal employers and employees
was $678,156.63, this figure having been reduced in 1932-33 to $535,854.45. SUPERANNUATION REPORT, 1932-33. O 5
With regard to Municipal retirements, the number of allowances in force and effective as
from March 31st, 1933, is 620, this number representing 15 per cent, of the personnel of the
Municipal services as at March 31st, 1930.
While the number of contributors has fallen and the total of contributions been considerably
reduced, the number of superannuants has been rapidly increasing, with a consequent tremendous
increase in the amount payable in allowances. Again taking the peak year of 1930-31, when the
number of allowances in force was 314 and the total amount paid out being $136,634.13, as
against these figures we have in 1932-33 on March 31st, 1933, 620 allowances in force with an
annual payment of $248,381.73, showing an increase in the annual payment of allowances over
a three-year period of more than 75 per cent.
It is obvious, of course, from the figures herein quoted, that the various employing agencies
now operating under the provisions of the " Superannuation Act" had been paying pensions for
a number of years to superannuated employees through the medium of the Municipal pay-roll.
During this, year, with the preparation of the necessary schedules required by the Government Actuaries in connection with the investigation now being conducted, the staff of the
Superannuation Commission has been busily engaged in making as complete a check as possible
of the records on file covering the service rendered by each and every contributor under the
Act, and in this connection our thanks are due to the various Municipal officers who have
rendered their valuable assistance and co-operation at all times.
While I am of the opinion that there is no immediate cause for alarm, it must be obvious
to the reader that the Superannuation Fund is being made to bear a tremendous burden during
the early years of its existence, and in view of the liabilities involved it is important that the
various employers under the Act should effect retirements only when absolutely necessary to
the efficient administration of the affairs of the City or Municipality concerned.
