Sir,—I have the honour to submit herewith the report of this Department covering the
affairs of the municipalities of the Province for the year ended December 31st, 1936.
There is a continued improvement, though slight, in the municipal financial position,
largely due to Councils keeping down their expenditures. In the majority of cases budgets
were balanced and only where deemed essential were by-laws for new money submitted to the
ratepayers; all maturing debenture issues were met on due date, except in the cases of those
municipalities already in default.
Assessments on land are again lower than for the previous year, this being partly due to
tax-sale lands being removed from the taxable column. Assessments on improvements have
been helped by a general building movement.
Much still remains to be done in repairing and maintaining streets and other services,
but from my observations in visiting many parts of the Province this year there is a marked
improvement in this respect in the different cities and towns, and a healthier feeling is
evident.
I am glad to be able to report that during 1936 no farther defaults have taken place,
neither has any other municipality been placed under a Commissioner.
At the beginning of the year, forms, together with instructions, were sent out to each
municipality for the purpose of standardizing municipal returns and eventual uniform
accounting. The gathering of the data required entailed considerable extra work to all concerned; over fifty municipalities were visited by either the Supervisor or myself, so that they
might have first-hand information as to our requirements. However, the results as reflected
in this report I feel sure will be beneficial not alone to the Government and municipalities,
but to the ratepayers, investors, and the public at large.
Late this summer Mr. R. S. Gilchrist, Supervisor of Municipalities, represented the Province at the Dominion Conference at Ottawa, held under the auspices of the Bureau of
Statistics, to discuss standard forms of municipal accounting and submission of statistical
information required by the Federal Government. As a result of this Province being represented it is hoped that before long this Department will be able to supply the anual information asked for by Ottawa and thus relieve the municipal officials from filing separate annual
statistical returns to the Dominion Government.
With the continued co-operation and good-will of the respective Councils and their
officials, future reports of this Department will not only be available at a much earlier date,
but the information contained therein will reflect a more uniform and comparable picture of
municipal affairs in this Province.
