REPORT OP THE BUSINESS DONE IN PURSUANCE OP THE " SUPERANNUATION
ACT " DURING THE FISCAL YEAR 1931-32.
Section 5.—Contributions were made by the employees of the British Columbia Government
of $186,018.49, by Municipal and School Board employees of $301,949.55, and by employees under
Part V. of $115.60.
Section 6.—On March 31st, 1932, 409 employees of the British Columbia Government, 879
Municipal employees, and 91 School Board employees were contributing more than 4 per cent.
Section 7.—Contributions were made by the Government, by the Cities and Municipalities,
and by the Employers under Part V. of a like amount to the contributions of their employees
respectively.
Section 9.—There were 84 contributors making voluntary contributions pursuant to this
section as at March 31st, 1932.
Section 10.—As at March 31st, 1932, an amount of $5,068,196.53 had been invested in guaranteed securities having a par value of $5,343,005.08.
Section 11.—Interest was credited at the rate of 5 per cent, per annum on September 30th,
1931, and March 31st, 1932, on the credit balances of the previous April 1st, 1931, and October
1st, 1931, respectively.
Section 12.—A statement of all moneys received and paid out under the provisions of this
Act and the assets and liabilities appertaining to the granting of superannuation allowances
under its provisions is given in Schedule No. 1.
Section 13.— (1.) (a.) The sum of $41,387.35 was refunded under sections 18 and 19 to
employees of the British Columbia Government, and $31,625.13 to employees of the Cities and
Municipalities and School Boards, now operating under the provisions of the Act. Like amounts
were transferred from the British Columbia Government Employer's Account, the Cities and
Municipalities Employers' Accounts, and the School Boards Employers' Accounts to their
separate accounts in the Special Reserve Fund.
(3.) The debit balance of the account of the British Columbia Government in the Special
Reserve Fund amounted to $477,511.41 on March 31st, 1932. Interest at the rate of 5 per cent,
per annum was charged on the debit balance of this account. Total debit balances of certain
City, Municipal, and School Board Special Reserve Accounts amounted to $2,040,486.63.
Section l/f.—Superannuation allowances were granted to 217 persons—55 British Columbia
Government employees, 156 Municipal employees, and 6 School Board employees.
Section IS.—Seven British Columbia Government employees and 11 Municipal employees
died during the year and refunds were made to their legal representatives.
Section 10.—One hundred and eighteen contributors, on leaving the Government Service,
secured refunds of the amount standing at their credit. Also 314 Municipal and 5 School Board
employees, on leaving the service of their employer, secured a refund of the amount at their
credit in the Superannuation Fund.
Section 20.—Nine contributors who left the Government Service had made voluntary contributions under section 9, and secured a refund of these special contributions.
Section 20c.—One refund was made pursuant to this section, amounting to $696.83.
Section 38.—Default having been made by one contributor, an amount of $749.74 was paid
to the Crown pursuant to the provisions of this section.
During this year, 1931-32, the number of contributors in the employ of the Government was
increased by the inclusion of the crews of the various ferries operating under Governmental
control, certain of these employees having requested that they be included within the provisions
of the Act, and the necessary Order in Council pursuant to section 32 (d) was approved on
July 24th, 1931.
In the case of the Cities, Municipalities, and School Boards, the total number of contributors
dropped from 4,128 in 1930-31 to 3,971 in 1931-32, while the number of refunds made increased
from 97 in 1930-31 to 329 in 1931-32.    The number of allowances outstanding as at March 31st,
1932, had increased to 464, and in this connection attention is drawn to the extremely rapid R 6 BRITISH COLUMBIA.
increase in the number of employees being retired from active service and placed upon the
pension roll, resulting in a total expenditure on account of pensions paid in 1931-32 to ex-
Municipal employees of $176,777.72.
In an analysis of the statistics prepared and included in this Report, it is clearly apparent
that full advantage is being taken of the provisions covering the retirement of employees by the
various Employers under the Act. As a matter of fact, certain employing authorities have
approved and adopted the principle of compulsory retirement at what would be considered,
during normal times, a comparatively early age.
As an illustration of this policy, it is to be noted that in the Police and Fire Departments,
employees of 55 years of age, and in some cases even younger than this, are being compulsorily
retired from service.
While the principle of compulsory retirement may be considered safe and sound if the contracting parties, that is, employer and employees, have been contributing for a period of twenty-
five or thirty years, it is, in our opinion, seriously open to question whether the policy is either
safe or sound when the employee with a fairly long period of service is automatically retired at
the age of 55 after contributions to the Superannuation Fund have only been made by him and
on his behalf for a period of three or four years.
Under the present provisions of the " Superannuation Act," a natural result of the policy of
compulsory retirement of employees at an early age is the rapidly accumulating debit in the
Reserve Accounts of those employers who have adopted this policy. Having in mind the extreme
importance of the necessary liquidation of the liability incurred on account of non-contributory
service, we have recommended a complete actuarial survey of the " Superannuation Act" as a
measure of protection to safeguard the interests of employer and employee alike.
While it. is realized that during this extremely trying period through which we are passing
the course of the public administrator is beset with difficulties, yet we consider it our bounden
duty to point out that over a number of years the cost of pensions is increasing, due to the
increased longevity which has resulted from the improved conditions of modern life, and that the
Superannuation Fund must therefore be prepared to pay pensions for longer periods, and it
would hardly appear to be a sign of wisdom to view with complacency a lightened salary bill,
and at the same time to load the Superannuation Fund during the early years of the Fund's
existence with a burden of younger men.
