REPORT OF THE BUSINESS DONE IN PURSUANCE OF THE " SUPERANNUATION
ACT " DURING THE FISCAL YEAR 1930-31.
Section 5.—Contributions were made by the employees of the British Columbia Government
of $182,857.46, by Municipal and School Board employees of $308,717.50, and by employees under
Part V. of $998.30.
Section 6.—On March 31st, 1931, 410 employees of the British Columbia Government, 1,012
Municipal employees, and 99 School Board employees were contributing more than 4 per cent.
Section 7.—Contributions were made by the Government, by the Cities and Municipalities,
and by the Employers under Part V. of a like amount to the contributions of their employees
respectively.
Section 9.—There were sixty-six contributors making voluntary contributions pursuant to
this section as at March 31st, 1931.
Section 10.—As at March 31st, 1931, an amount of $4,361,775.09 had been invested in guaranteed securities having a par value of $4,594,368.15.
Section 11.—Interest was credited at the rate of 5 per cent, per annum on September 30th,
1930, and March 31st, 1931, on the credit balances of the previous April 1st, 1930, and October
1st, 1930, respectively.
Section 12.—A statement of all moneys received and paid out under the provisions of this
Act and the assets and liabilities appertaining to the granting of superannuation allowances
under its provisions is given in Schedule No. 1.
Section 13.—(1.) (a.) The sum of $20,463.56 was refunded under sections IS and 19 to
employees of the British Columbia Government, and $10,469.06 to employees of the Cities and
Municipalities and School Boards, now operating under the provisions of the Act. Like amounts
were transferred from the British Columbia Government Employer's Account, the Cities and
Municipalities Employers' Accounts, and the School Boards Employers' Accounts to their
separate accounts in the Special Reserve Fund.
(3.) The debit balance of the account of the British Columbia Government in the Special
Reserve Fund amounted to $337,883.14 on March 31st, 1931. Interest at the rate of 5 per cent,
per annum was charged on the debit balance of this account. Total debit balances of certain
City, Municipal, and School Board Special Reserve Accounts amounted to $1,445,306.69.
Section 1.',.—Superannuation allowances were granted to 133 persons—23 British Columbia
Government employees, 95 Municipal employees, and 15 School Board employees.
Section 18.—Six British Columbia Government employees, 10 Municipal employees, and
1 School Board employee died during the year and .refunds were made to their legal representatives.
Section 19.—Eighty-nine contributors, on leaving the Government Service, secured refunds
of the amount standing at their credit. Also 85 Municipal and 12 School Board employees, on
leaving the service of their employer, secured a refund of the amount at their credit in the
Superannuation Fund.
Section 20.—One contributor who left the Government Service had made voluntary contributions under section 9, and secured a refund of these special contributions.
Certain amendments were approved during the 1931 session of the Legislature. It is now
possible, where any Municipal employee may be found to be in default when dealing with the
moneys of his employer, for that employer, by taking the necessary action pursuant to the
provisions of the " Attachment of Debts Act," to attach any moneys which that employee may
have to his credit in the Superannuation Fund.
Approval was also given to a change in the Commission, to the effect that the officer
responsible for the administration of the Act, and the carrying-out of the provisions of the
" Superannuation Act," shall be called the Superannuation Commissioner, and not the Civil
Service Commissioner as formerly. Provision was made for the appointment of this officer by
the Lieutenant-Governor in Council. R 6
BRITISH COLUMBIA.
A further amendment was approved providing that no Municipal employee may select the
Single Life Plan of allowance until he has proved to the satisfaction of the Superannuation
Commission that the maintenance of the relatives of the contributor who are dependent on him
for support will be provided for in the event of his prior decease.
With the presentation of this Annual Report of the business done in pursuance of the
" Superannuation Act," the first decade has been passed, and the comparative statistics covering
this first ten years' administration are not without interest to employer and employee alike.
The number of contributors to the Fund has increased from 1,800 in 1921 to 0,400 in 1931,
with an increase in total annual contributions from $262,057.01 in 1921 to $1,083,565.68 in 1931.
With reference to benefits under the Act, it will be noted that whereas the total amount paid
out of the Fund on account of allowances granted during the first year of operation was $2,479.86,
this figure has grown to $220,236.50, paid to 452 persons in the last fiscal year 1930-31.
Various amendments have been approved during the period under review, tending always
to the improvement of the Pension scheme in its relation to the large number of contributors
throughout the Province.
In final comment, it is the desire of the Commission to extend sincere thanks to those
officials, Government and Municipal, who by their willing co-operation have to a considerable
extent eased the way of administration.
