Sik,—I beg to submit herewith a consolidated financial statement of the municipalities of
the Province for the year ending December 31st, 1922, with schedules as follows:—
I.—Assessments, 1923,—The figures of assessments upon land again show a reduction. The
process of reducing the assessed values of lands has continued steadily since 1915, and in most
cases the lands for which there Is immediate use are now standing at approximately their selling
value. The lands which are not yet required for any purpose are, however, still a serious
problem in administration, Although reduced far below the high point of 1915, they are still
assessed beyond their value on the questionable ground apparently that they can by that means
be made to pay a higher share of the burdens of the municipality. The value of Improvements
again shows an increase, representing chiefly the cost of new buildings erected.
II.—Tax Levy, 1923.—The tax rates show on the average a slight increase over 1922.
III.—Liabilities as of December 31st, 1922.—The total of the liabilities of the municipalities
is shown to be $104,5S3,830.S5, as compared with $104,753,167.37 at December 31st, 1921.
IV.—Sinking Funds as of December 31st, 1922.—Although the gross amount of sinking fund
shortages is greater than at the end of the previous year, yet from an examination of the
schedule it will be seen that in the majority of cases good progress has been made. The largest
item of deficit Is in the City of Victoria, where there is an increase from $3,147,507.04 to
$3,293,899.36, but it is to be noted that no attempt is being made to effect a recovery, since by
special legislation It was provided that an issue of bonds might be made to recover the
delinquency.
V.—Arrears of Taxes.—The amount of arrears outstanding has been substantially reduced
from the preceding year, standing now at $6,058,031.20, as compared with $6,964,164.86 at the
end of 1921. A good deal has been accomplished in recent years in making arrears of taxes a
substantial asset. Since the inauguration of the compulsory tax sale in 1919, taxes other than
those which come under the consolidation schemes of 1919 and 1920 cannot be more than two
years in arrear until the property is sold, and properties which have any real value will seldom
be allowed to go to tax sale for two years' taxes.
The municipalities of the Province have now on their hands properties representing taxes
to the amount of $8,070,535.95, and these properties will in the course of time become valuable
assets. In many cases subdivisions which were valueless when held in the form of individual
lots can be turned to good purposes when wholly in the possession of the municipality.
VI.—Receipts.—The moneys received from taxes are approximately the same amount as the
previous year, but the substantial amounts received from the Provincial Government on account
of liquor profits, motor licences, and pari-mutuel returns have increased the total of the moneys
at the disposal of the municipalities from $21,841,041.50 to $23,147,223.26.
VII.—Expenditures.—The expenditures for the year have been slightly less than moneys
received. In most cases the municipalities have during the past year kept well within their
estimates, although it will be noted from the schedule submitted that in one or two instances
this has unfortunately been far from true. I would submit that it is always a mistaken policy
to incur deficits in order to keep the tax rate down. The resulting accumulation of liabilities
invariably becomes an embarrassment to the municipality.
VIII.—Taxes levied, 1922.—The gross amount levied for al) purposes was $14,324,664.95, as
compared with $13,357,800.84 in the previous year.
IX.—Comparative Statement of Moneys collected from Principal Sources of Revenue, 1915
to 1922.
X.—Comparative Statement of Expenditures on Streets, Fire, Administration of Justice, Public
Health, Council Salaries, and Schools, 1915 to 1922. U 6 British Columbia. 1923
This statement is of more tlian ordinary interest in view of tlie great increase in expenditures
in recent years. It will be seen that tlie greatest increase has arisen in connection with streets,
administration of justice, and schools. It is to be noted that for a number of years following
the large outlay by way o'f capital expenditures from moneys borrowed the cost of maintenance
of streets was very materially reduced, but many of the streets constructed in the years 1911
to 1915 are now requiring substantial repairs for the first time, and this added to the great
increase in motor traffic is making the street problem a serious one at the present time for
municipal administration. The other items of expenditure which I have mentioned—namely, the
administration of justice and schools—are entirely in the hands of Police Commissioners and
School Boards and are therefore not, strictly speaking, a part of municipal expenditures.
XI.—Money By-laws certified during the year.—These amount to $2,578,094.83, as compared
with $1,567,272.28 in the previous year. Of this amount, however, $1,000,000 consists of extension securities issued by the City of Victoria to replace debentures which are maturing.
XII.—Public Utilities.—I have again to report an increase in the amount of money received
from public utilities, the amount received during the year being $3,038,124.47, as compared with
$2,911,165.51 in the previous year. This increase is perhaps1 in itself not very great, but it is a
part of a steady improvement which has been made for a number of years. The water systems
particularly which were found necessary to be constructed as municipal enterprises have unfortunately in the past been a serious burden, but it is a pleasure to report that that burden is
becoming lighter year by year.
I very much jregvet that my report on the municipal affairs of the Province has this year
been so long delayed. It has in some cases been impossible to obtain the required information
at an earlier date. I am not yet in possession of the financial statement of the City of Victoria
■ for the year 1922, but have secured the figures given in this report from notes kindly loaned to
me by the auditors. My thanks are especially due to a number of municipal officials who are
able to file with me their annual report in the first month of the year; the report of the City of
Revelstoike in particular is invariably in my possession in the early part of January.
I am much indebted in connection with the carrying-out of tlie duties of my office for the
useful co-operation of the officials of the various municipalities, and I am justified in complimenting the municipal officials generally upon the increasing efficiency of their work and in
recommending to the various Councils the expediency of according generous treatment to those
servants who have proved their worth by good service to the municipality.
I have to report that with few exceptions the municipalities have made good progress in
recent years, and that in my opinion the contributions made by the Provincial Government have
made it possible for every municipality to carry on successfully if unnecessary expenditures are
avoided, but that it is still most urgent that no further liabilities be incurred without the most
serious consideration by the Councils; that no proposed undertaldngs be submitted to the ratepayers unless it is assured that they are profitable to the iiiunicipality and that they do not
constitute an undue burden upon the taxpayers. Unfortunately it is being demonstrated at
times that even the vote of the ratepayers is not infallible in these matters, and unfortunately
also only a few of the ratepayers have sufficient information on the subject, or are sufficiently
interested in the subject, to cast their ballots. I have cases before me in which tlie vote on
money by-laws was so small that it could not be held to be an expression of opinion; in one
case in particular less than 2 per cent, of the qualified voters came to the polls.

Items which are of the nature of cross-entries,
deposit accounts, and trust accounts, which would have the effect of inflating the figures, have as far as possible been eliminated.
