INTRODUCTION.
The Board presents the Eighth Annual Report, covering the operations from April 1st, 1928,
to March 31st, 1929.
The accounts of the Board, certified to by the Comptroller-General as required by section
116 of the Act, and the statistical data as required by section 111, are shown in the Appendices
as follows:—

" GOVERNMENT LIQUOR ACT AMENDMENT ACT, 1929."
At the 1929 session of the Legislature amendments to the " Government Liquor Act " were
passed in respect of the following sections:—
73. Repealing subsection (2) of this section, which provided for search without warrant.
117. Repealing subsection (2), which provided, by deduction from the profits, for the
expenditure incurred under the " Mothers' Pensions Act."
118. Repealing, and re-enacting as follows:—
"118. (1.) The net profits remaining from time to time after providing the sums required
for purposes of the Reserve Fund shall be paid into the Consolidated Revenue Fund.
"(2.) An amount equal to twenty-three per centum of the net amount so paid into the
Consolidated Revenue Fund under subsection (1) shall be apportioned and paid out of the
Consolidated Revenue Fund to the several municipalities in the Province in proportion to the
aggregate number of days attended by pupils enrolled in the public schools of the respective
municipalities as ascertained and certified by the Superintendent of Education; but as between
two municipalities comprised in whole or in part within a united school district, the apportionment shall be based on the aggregate number of days attended by such pupils resident in each
municipality respectively.
"(3.) The Minister of Finance may from time to time prescribe the method by which the
population of any municipality shall be determined for the purposes of this section."
GOVERNMENT LIQUOR STORES.
New stores were opened at New Denver and Burns Lake on June 2nd, 1928, and September
12th, 1928, respectively.
The store at Alice Arm, which had been reopened after the winter of 1927, was finally closed
on December 12th, 1928.
Continuing the policy of providing adequate and suitable store premises, the store at 602
Robson Street, Vancouver, was closed and reopened at 820 Howe Street, where a new building Q 6 BRITISH COLUMBIA.
had been specially erected and designed for the Board's requirements in handling the night
store business; the store at 808 Pender Street West was also closed and reopened at 833 Pender
Street West in more commodious and suitable premises. In both cases leases were entered into
by the Board.    (See Appendix 0.)
In the rural districts the same policy of improvements when opportunity offers is being
pursued.
STOCKS.
The value of the stocks of liquor on hand at March 31st, 1929, amounted to $1,383,172.39,
an increase of $8,295.19 over the inventory figure for the preceding year.
SALES.
The total sales of $15,132,932.75 shows an increase over the previous period of $1,176,023.08.

Duty, excise, and sales-tax paid to the Federal Government during the period under review
amounted to $3,456,242.12, comprising:—

LOGANBERRY WINE.
The production and sale of loganberry wine have exceeded expectations and the industry is
now on a permanent basis, the sales showing a 30-per-cent. increase over the preceding year.
INSURANCE.
Burglaries at Government Liquor Stores which occurred during the year were as follows:—■

Dec.    1. Beer Licensee Vendor, Vancouver  2,064.00 In the case of the burglary at the Vancouver office for receiving orders from beer licensees,
the Vendor was held up by three men who succeeded in escaping with $2,064 cash and evaded
subsequent arrest.
On May 7th a fire occurred in the premises above the basement leased by the Board which
adjoins the Government Liquor Warehouse at 847 Beatty Street, Vancouver, causing water
damage to merchandise amounting to $2,237.32.
Under the terms of the insurance carried, all of the above losses due to burglary, theft, and
fire were settled in full.
PERMITS.
A detailed statement showing the sale of each variety of permit is shown in Appendix C.
The revenue derived from this source and transmitted to the Department of Finance amounted
to $183,943, being an increase of $13,062 over the preceding year.

PROHIBITIONS.
Appendix B, Law Enforcement, shows in detail all prosecutions reported by the police for
infractions of the " Government Liquor Act."
The Municipalities of Point Grey and South Vancouver having amalgamated on January 1st,
1929, with the City of Vancouver, the statistics relating to these municipalities are for the period
, April 1st to December 31st, 1928, only, the statistics for the subsequent three months to March
31st, 1929, being included with the City of Vancouver.
The number of licences suspended or cancelled during the fiscal year 1928-29 was as

DISTRIBUTION OF PROFITS.
The distribution of the year's profit, including the deductions for the requirements of the
" Mothers' Pensions Act" and the Board's Reserve Fund, will be as follows:—

As the " Government Liquor Act Amendment Act, 1929," terminates the contributions from
the profits to the " Mothers' Pensions Act" and hospitals, it may be noted that the sums provided
for these purposes have totalled to March 31st, 1929, $2,675,979.66 and $2,735,813.70 respectively.
