Sir, — I have the honour to submit the report of the Bureau of Statistics, with reference
to the Municipalities of British Columbia for the year 1896.
The returns for 1895 for the whole of the Province were not received in time to present
to the House during the Session of last year, and were very incomplete. A special effort was
made this year to secure them as fully and accurately as possible, and, while in a few instances
they are still imperfect in some details, the correspondence necessary to arrive at absolutely
correct statements would unduly delay the presentation of this report. The forms sent out to
the Treasurers of Municipalities do not, as a rule, conform to the way in which the accounts of
Municipalities are kept, and hence some difficulty is experienced in arriving at a balance. A
great improvement, however, was observed this year over previous years, and a better understanding of the requirements of the Bureau and the objects aimed at will render the work
easier in future. The schedules call for more than a mere financial statement; they aim at a
classification of the receipts and expenditures under various heads, designed to show clearly
the different sources of revenue and the objects of expenditure—such an analysis, in fact, as
affords an exposition of the municipal methods and their results. An examination of the statements accompanying this report will convey without explanation the lessons to be derived from
a study of our municipal system in practical operation, and from this point of view, as well as
for general statistical purposes, are most important.
Experience in compiling the returns impels the remark that in some instances a more comprehensive system of municipal book-keeping might be adopted, and the advantage of greater
uniformity of method is suggested for consideration. In speaking thus it is not with the object
of being censorious in the slightest degree; I desire, on the contrary, to bear testimony to the
general efficiency of the officials of the municipalities, and above all, to their invariable courtesy
and promptness in furnishing information, for wdiich thanks are due. No friction of any kind
has occurred in carrying out this department of the Bureau's work.
I beg to add that several other statements of an important character are under preparation, and it is hoped they will be in readiness to submit before the present Session.
