RETURN
To an Order of the House for a return showing how many of the settlers on what
are known as the " Burnaby Small Holdings " have complied with the conditions
on which they were allowed to enter upon the lands ; also, for any reports relating
to these settlers and their holdings which the Government has in its possession.

NOTE.
Sixty-one blocks are at the present time under lease.
The report of the Assistant Government Agent for New Westminster District shows that
50 of the lessees have resided and made improvements upon their holdings, and that the
lessees of the remaining eleven blocks have either not improved or not occupied the land.
On the 26th of June, 1895, one lessee paid rental from 1st September, 1894, to 31st
August, 1895.    No other payments have been made by any of the lessees.
A notice, similar to the one annexed, was mailed in December last to each lessee whose
rental was in arrear, but no payments have been made.
All replies received from the lessees in acknowledgment of the notice express regret at
their inability to make payment.

Sir,—I have the honour to inform you that, acting under instructions contained in your
communication dated Jan'y 20th ultimo, and addressed to the Government Agent in this
city, Mr. Robson, I, on January 21st and following days proceeded to Central Park and made
a detailed and thorough inspection of the claims in that vicinity commonly known as
the Burnaby and South Vancouver Small Holdings, with a view to ascertaining for your
information " the nature and extent of the improvements made on the various small holdings "
and also "as to occupancy " of the claims.
In face of your explicit instructions I was careful to make my inspection with attention
to detail. Wherever possible I made my measurements in the presence of the lessee, and at
the conclusion read over rny notes so that he might point out to me anything which had been
passed over. "Slashing," of itself, not being an improvement upon which a certificate would
be issued to a pre-emptor, I have treated such work in this Report as being of minor importance
and merely estimated, not measured, its extent. Indeed, in some cases it would practically
have proved impossible to have chained this work, except at the expenditure of such time and
labour as the importance of the matter did not seem to require. In instances where the lessee
was absent, I was careful to ascertain as far as possible, from neighbours resident, details as to
work done, both before and after visiting the holding.
Sub-Division No. 1 of Lots 151-2-3, N.W.D.
Leased by E. Spillman : 5.49 acres. 1 acre cleared ; well 14 feet in depth ; ditching 1
chain ; house in course of erection, 37 feet x 41 feet, 1| story and basement.
Sub-Division No. 2 of Lots IB 1-2-3, N. W.D.
Leased by Chas. Freedham : 5.33 acres. House 24x30, with kitchen 11x12; hen-house
and run 24x24 ; hen-house and run, 20x36 ; barn, 21x12 ; well 17 feet in depth. The whole
leasehold has been slashed and burned over. Clearing, 1 chain 64 feet x 7 chains 33 feet; a
number of trees being planted ; one horse, poultry, ifec ; occupant and family on the premises.
Sub-Division No. S of Lots 151-2-3, N. W.D.
Leased by H. Plester : 5.95 acres. House and shed, 30 feet x 15 feet; well 25 feet in
depth. The whole claim fenced, front and sides in pickets, the back in rails, the whole

feet in depth, and being partially enclosed by 5 chains of rail and 4 chains of picket fencing.
Another cleared patch 2 chains 40 feet x 1 chain 25 feet. With the exception of about ^ acre,
the whole claim is slashed and partially burned. The clearing on this claim is quite exceptional, all stones, roots, <fec, &c. having been removed, and the ground spaded again and again.

deal of work, well done, on this claim.
Reporting generally, I may state that I found the settlement well improved; the buildings,
particularly dwellings, being substantial, and in some instances equal to the average of the
neighbouring cities. The clearings have been well done, and made under the trying conditions
inseparable from such a work in a locality where large stumps are the rule not the exception.
I would respectfully call attention to the excellence of the fencing throughout, well constructed
picket fencing being found everywhere, except in one or two instances where rails have been
used for temporary purposes. The ditching is broad, deep and well done, what there is of it,
but the necessity for more is apparent in several places.
In almost every instance, the holders have in the past been clearing up their frontages,
all more or less heavily timbered. It may therefore be predicted safely, that in the future the
work of clearing may be expected to progress more rapidly than it has done in the past.
