 53 Vic. Against Employment of Chinese on Public Works. 391
PETITION.
To the Honourable the Speaker and Members of the Provincial Legislative Assembly :
We, the undersigned, workingmen of the City of Victoria, beg to point out to your
Honourable Body, that whereas the Chinese are not citizens of this Province, and a non-progressive race, that the greater part of them are brought to this country by companies under
contract, and bound to labour for what these contracting parties think proper to give them,—
a system which, in this free and enlightened age, and in a country whose Government is guided
by principles of liberty, freedom and progress, ought not to be encouraged. And, furthermore,
these people, as a body, spend very little of their money here, whereas we come here hoping to
make our home and become loyal subjects of this Province, spending the greater portion of the
proceeds of our labour here, thus assisting in building up the future prosperity and welfare of
this Province. We, therefore, humbly petition your Honourable Body that in all future contracts made by you either for public works, or where any grant of money or land is given in
aid of any works, a clause shall be inserted prohibiting the employment of Chinese labour
in any capacity. We also beg you to use your influence'with the Dominion Government to
have a similar clause inserted in all contracts made by them in the Province of British
Columbia.
And your petitioners will ever pray, etc.
