 RETURN
To an Address presented to His Honour the Lieutenant-Governor, praying for a return
to the House of all Orders in Council and other documents and papers relating to
the dealing with certain lands " out of the lands known as the Canadian Pacific
Railway Belt, authorized by 52 Vic, chap. 7, of the Dominion Statutes, 1889, to
be conveyed to the Government of British Columbia, and not exceeding forty-
five thousand and thirty-seven acres, for the purpose of making valid certain titles
and interests which it has heretofore undertaken to create therein;" together with
a full statement of the acreage of lands conveyed by the Dominion Government to
the Provincial Government, and all such lands dealt with by the Government of
British Columbia; the names of the parties to whom any of the said lands were
granted ; the number of acres granted to each person, or persons, and the price for
which such lands were disposed of; the amount received at the Treasury, and the
balance due, if any.

Sir,—With reference to previous correspondence on the subject of several matters considered on the occasion of the mission to Ottawa in 1888 of the present Leader of the Government
of British Columbia, and adverting more particularly to your despatch of the 13th June last,
and enclosure, I have now the honour to transmit to you herewith copy of an approved
Minute of Council, empowering the Governor in Council to exercise the authority conferred
under the Act of last Session, 52 Vic, chap. 7, intituled "An Act to provide for the conveyance of certain lands to British Columbia," as therein set forth.
I am at the same time to invite your attention to the intimation, as regards the furnishing
by you of the schedule of lands to be conveyed, contained in the concluding paragraph of the
Order in Council.

Victoria. 404 Conveyance of Certain Lands out of the Railway Belt. 1890
Certified copy of a Report of a Committee of the Honourable the Privy Council, approved by
His Excellency the Governor-General in Council on the 17th August, 1889.
On a report, dated 12th August, 1889, from the Minister of the Interior, stating that a
notification has been received from the Government of British Columbia, under cover of a
despatch from the Lieutenant-Governor of that Province, dated 13th June last, that that
Government has accepted the arrangements made by the Hon. John Robson on its behalf, in
relation to certain matters which were dealt with in an Order in Council, approved on the Sth
February, 1889.
The Minister accordingly recommends that the terms with regard to the settlement of the
question of the Sumas Dyking Lands having been accepted, the authority conferred upon His
Excellency in Council under the Act of last Session, 52 Vic, chap. 7, intituled "An Act to
provide for the conveyance of certain lands to British Columbia," be now exercised, and that
he be authorized to take the necessary steps to convey to the Government of British Columbia,
out of the lands known as the Canadian Pacific Railway Belt in the Province of British
Columbia, lands not to exceed 45,037 acres in extent, for the purpose of enabling the Government of British Columbia to make valid certain titles and interests which they have undertaken
to create therein, so soon as a description of the lands to be so conveyed has been furnished.
The Committee advise that the Secretary of State be authorized to forward a copy of this
Minute to the Lieutenant-Governor of British Columbia, with the intimation that the schedule
of lands to be conveyed should be furnished to the Minister of the Interior with as little delay
as possible.
All of which is respectfully submitted for Your Excellency's approval.

Copy of a Report of a Committee of the Honourable the Executive Council, approved by His
Honour the Lieutenant-Governor on the 4th day of December,  1889.
On a Memorandum from the Honourable Chief Commissioner of Lands and Works, dated
22nd November, 1889, referring to a communication from the Under Secretary of State for the
Dominion, dated 21st August, 1889, enclosing a Minute of a Committee of the Privy Council
having reference to the conveyance of certain of the Sumas dyking lands to this Province, and
requesting to be furnished with a schedule of the lands to be so conveyed, and reporting:—
That a schedule of the lands required to be conveyed to the Province has been prepared,
and has been approved by the Agent for Dominion Lands in British Columbia and the
Surveyor-General.
And recommending that the approval of the schedule be confirmed.
The Committee advise approval.
