Sir,—I have the honour to submit my Third Annual Eeport upon the condition of
the Gaols of the Province.
There has been a considerable increase in the number of convicts sentenced during
the year, the number discharged from gaol being 554 as against 425 for the previous
year.
The number remaining in Gaol under sentence at the end of October, 1881, is also
greater than the previous year, being 65 as against 59 for October 31st, 1880.
The daily average number of prisoners, however, is less for this year than before,
being 67s as against 71 for last year, showing that the average of sentences have been
shorter than in other years.
The expenditure for the keep of prisoners, exclusive of salaries, has been somewhat
less than any previous year. Yictoria and Nanaimo Gaols show a slight decrease in
the item of keep of prisoners, and New Westminster Gaol shows a marked decrease
both in expense of keep of prisoners and gaol repairs.
There have been eight deaths during the year, three of them from sickness. The
persons who died in Gaol from this cause should have been taken to a hospital instead
of to prison. Two of them were not criminals, but merely brought to gaol tor safe
keeping and medical attendance, and were past recovery. The other was sick and
imbecile and not able to take care of himself, and was sent to Gaol as a vagrant, where
he died shortly afterwards. The remaining five deaths were not from natural causes.
One prisoner, an Indian, committed suicide at Nanaimo Gaol by strangulation, and four
were executed at New Westminster Gaol, being sentenced to death for murder.
The general conduct of prisoners has been much better than during any previous
year since I have been Superintendent, there having been little or no insubordination
and but one attempt at escape.
I have had no occasion to alter or amend my former Prison Eules, which are found
to answer all requirements of Gaol discipline.
The following Statements and Accounts, as required by Statute, will be found
approximately correct. The statements containing the names and crimes of offenders
published in my former reports have proved most useful to Magistrates, Justices of the
Peace, and Peace Officers in dealing with many of the persons coming before them,
enabling them to ascertain even in distant parts of the country the character and former
offences of those who have been previously convicted. To make these statements still
more convenient in this respect, I have arranged the names of convicts in alphabetical
order in this year's report. 460

I have the honour to state, besides the above report, I have had confined 241, which
were necessary witnesses, people for safe keeping, night's lodging, and who paid their
fines.

Eeturn of Eeligious Services held in New Westminster Gaol, 1881.
During the past year Divine Service has been held in the Gaol, with such regularity
as was possible, by the Bishop of New Westminster or Clergy deputed by him.
Attendance at the Services has been voluntary, but nevertheless the prisoners have,
with few exceptions, gladly availed themselves of them, and their demeanour has
invariably been most attentive and decorous.
It would, however, add materially to the solemn effect of these services if a more
suitable room could be provided for them.
Our best thanks are due to the officers of the Gaol for their unremitting attention
in facilitating our work.

Victoria Gaol has been slightly repaired during this year and a better supply of
water secured to guard against danger to life and property by fire, a full report of
which will likely appear in the Eeport of the Chief Commissioner of Lands and Works,
1881.
A new Gaol or Lock-up is being constructed at Yale to replace the stone Gaol
which was destroyed by fire during the summer, an account of which will also appear
in the Chief Commissioner's .Report.
I would again mention that a fence or Gaol wall is required at the Lytton Gaol to
enable the officer there to keep short term prisoners in that Gaol, instead of incurring
the expense of sending them to Yale or New Westminster.
I found it necessary to cause the Lock-up at Esquimalt to be removed from private
property on which it stood to Government land. The removal cost sixty dollars by
contract.
The other Lock-ups throughout the country remain about as stated in my former
reports.
Divine Service has been regularly held at Victoria Gaol during the year by clergymen of the Beformed Episcopal Church, the First Presbyterian Church, and the
Methodist Church, assisted greatly by Mr. S. Eeid of this city, to whom we are also
indebted for an excellent melodeon, which was paid for by himself assisted by subscription. We are also greatly indebted to a few good ladies who have kindly lent their
countenance and aid to Divine Service amongst the prisoners for this and several years
past.
At New Westminster Gaol service has also been held as per report from His
Lordship the Bishop of New Westminster.
