To an Address of the Legislative Assembly for copies of all unpublished Orders in
Council, correspondence, telegrams, or communications, between the Provincial
Government, or any of its members, and the Dominion Government, or any of
its members, or the Hon. J. W. Trutch, C.M.G., respecting the lands transferred to the Dominion Government in trust for Railway purposes, the Island
Railway, the Esquimalt Graving Dock, or the Statute of last Session, 46 Vic,
Chap. 14, intituled " An Act relating to the Island Railway, the Graving Dock,
and the Railway Lands of the Province."

Sir,—I have the honour to enclose herewith the certificate of the Resident Engineer,
(No.5) for $11,554.74 for work done on Contract No. 3, Esquimalt Graving Dock, and beg to
request that you will be good enough to countersign, if correct, and return to me in order that
I may forward it to the Honourable the Minister of Finance, at Ottawa, for payment.

Sie,—I have the honour to state that I received to-day your letter of the 6th instant, and
accompanying Progress Estimate Certificate, Esquimalt Graving Dock, and that I have countersigned this certificate in the following terms, viz.:—
" Countersigned only as to the amount of work executed since the last certificate on this
work (No. 4) was issued, the value of which work is calculated at the schedule rates of the
contract between the Government of British Columbia and F. B. McNamee & Co.," and have
transmitted it to the Honourable the Minister of Public Works, in furtherance of his instructions to me and in accordance with the tenor of my interview with you to-day.

Sir,—Adverting to my letter of 8th January last, to your predecessor in office, which
I acknowledged the receipt of his letter to me of the 6th of that month, and accompanying
Progress Estimate Certificate No. 5, Esquimalt Graving Dock, and acquainted him that I had 212 Transfer of Graving Dock. 1883
countersigned the same in the special terms stated in my letter, and had transmitted it to the
Honourable Minister of Public Works, I have now the honour to inform you that I have this
day received a communication from the Honourable Minister of Public Works returning to me
the said certificate, and apprising me that, as the Minister understands the contract with
Messrs. McNamee & Co. for this work, on the schedule rates of prices of which contract this
certificate was based, has been virtually cancelled, he cannot order payment to be made of the
amount thereof.
The Minister further directs me that as the work to which this certificate refers has been
carried on by the Provincial Government by day labour since McNamee & Co.'s contract was
cancelled, pay-lists and accounts showing only such amounts as will reimburse that Government in their actual outlay thereon, should be presented to me for counter-signature and to be
forwarded by me to him for payment.
I return the Certificate No. 5, Esquimalt Graving Dock, to you herewith accordingly.

Certificate No. 5, Esquimalt Graving Dock, and for reasons stated unpaid by the Department
of Public Works, Ottawa. Your notification of the directions from that Department as to
future payments will receive attention.

Sir,—Referring to Certificate No. 5, Esquimalt Graving Dock, which you returned to
this office on the 7th ultimo, and to your accompanying letter, in which you inform me that
the Honourable Minister of Public Works had apprised you that he could not order payment
of the amount of the said certificate for the reason that it was based on the schedule rates of
prices under the Messrs. McNamee & Co.'s contract, which the Minister is represented as
understanding had been virtually cancelled.
Referring also to the statement that you had been directed "that as the work to which
the certificate refers has been carried on by the Provincial Government by day labour since
McNamee & Co.'s contract was cancelled, pay-lists and accounts showing only such amounts
as will reimburse that Government in their actual outlay thereon, should be presented to you
for counter-signature and to be forwarded by you to him for payment." I have now the
honour to forward you copies of pay-lists and accounts showing actual expenditure on vouchers
presented from date of forfeiture of contract in June, 1882, to 31st December,  1882.
A further account of expenditure on Graving Dock account is in course of preparation
and will be forwarded when complete.

Sie,—I have the honour to acknowledge the receipt of your letter of the 9th instant,

ditures on the Esquimalt Graving Dock, from June, 1882, to the end of that year, which you,
as I understand, place before me for counter-signature of the certificates of their correctness.
I will give the earliest attention in my power to this matter.

Deae Sie,—This will be handed to you by Mr. Bodwell, Accountant in this office. He
takes over to your office the vouchers on account of expenditures on the Esquimalt Dock
Works, which you placed before me with your letter of the 9th instant, for my counter-signature and to be forwarded to the Honourable Minister of Public Works.
I shall be glad if you will afford Mr. Bodwell the opportunity of comparing these copies
with the original vouchers and with the treasury books, as he is instructed to do, in order that
he may verify the same so that I may be placed in a position to affix my counter-signature to
a certificate on the abstracts thereof, to the effect that these are true copies of the original
vouchers of receipt, and that payments as receipted for have been duly made, which is all that
I could now feel justified in doing.

A further statement shewing expenditure to complete the fiscal year ending 30th June,
will be made as soon as all the vouchers shall have been received and brought to account.

Government of Canada, as arranged between us yesterday.

1. A copy of "An Act relating to the Island Railway, the Graving Dock, and Railway
Lands of the Province."
2. Fire Policy No. 1677989, North British and Mercantile Insurance Company, for $3,000.
3. Policy No. 1678279, with the same Company, for $14,000.
4. Also Fire Policy No. 727942, with the Northern Assurance Company, for $16,800.
These policies cover Graving Dock plant and material, and have been endorsed and made

Esquimalt Graving Dock from the 15th June, 1883. These complete the expenditure to the
date the dock was taken over by the Dominion Government, namely, 24th August, 1883, and
show as follows :—

These follow the same course as former statements on this work.
The total expenditure on the Dock since the forfeiture of contract by Messrs McNamee &
