"BIRTHS, DEATHS, AND MARRIAGES REGISTRATION ACT."

Sir,—I have the honour to submit the Forty-first Annual Report of the Registration of
Births, Deaths, and Marriages in this Province for the year ending December 31st, 1913, in
accordance with the " Vital Statistics Act."
The registrations for the year just closed show a gain over 1912 of 3,233.
Up to the end of March, 1913, there were some twenty-odd District Registrars of Births,
Deaths, and Marriages for the Province, who were required to make their returns to this
office quarterly. As is usual where abundance of time is given, abundance of time is
exacted, and it was seldom that returns were received in time.
To overcome this condition the Act was amended, and on April 7th, 1913, the following
Order in Council was issued, and sent to the heads of the different mining divisions of British
Columbia :—
"1. Under authority of section 10 of the "Vital Statistics Act," all mining divisions
shall be registration districts.
"2.  Under authority of section 11, subsection (1), of the said Act,—
" (a.) The Gold Commissioner of each mining division shall be the District Registrar,
except as hereinafter provided :
" (b.) For those mining divisions wherein the Gold Commissioner does not reside,
the senior Mining Recorder shall be the District Registrar for that district:
" (c.) For the Victoria District the Deputy Registrar shall be the District Registrar.
" 3. Under authority of section 28 of the said Act,—
"(a.) All Mining Recorders and Sub-Recorders may receive applications for registration of vital statistics for the district in which they reside, but in all such
cases these registrations shall be transmitted direct to the Registrar of Births,
Deaths, and Marriages :
" (b.) Registrations of all births, deaths, and marriages occurring within municipalities shall be kept on separate files from registrations of births, deaths, and
marriages taking place in unorganized territory adjoining, yet under jurisdiction
of the same District Registrar." J 6

Although the new plan has been in operation but nine months, the result is quite marked.
In 1912 there were 8,008 registrations of births. Under the new plan, in 1913 there
were 11,088, an increase in registrations of 38.46 per cent. In these registrations there were
many delayed returns, which also shows conclusively the wisdom of doubling the number of
offices for the conveniences of the people. It must not be taken for granted that the increase
alluded to above has affected current births. 4 Geo. 5 Births, Deaths, and Marriages, 1913. J 7
Prior to 1913 the books showed only date of registration of birth, and was not a true
index of the yearly birth-rate. Under the present system, one column indicates date of birth, and
another the date of registration, so that current births may be segregated with accuracy and ease.
For 1913, the returns of births for the whole Province were    9,199
For 1912, all registrations, regardless of date of birth    8,088

being an increase of births in 1913 over registrations, all dates, of the previous year of 14.87
per cent.

Showing registrations not previously accounted for      1,889
Section 15 of the Act is imperative in directing medical practitioners to make returns to
the District Registrar of the district in which the event takes place, of all maternity cases,
every thirty days. The system, although not as efficient as may be hoped for, is very
promising, for, speaking of Victoria City and adjacent districts only (not including Cowichan),
the doctors have reported 1,350 cases, of which number 1,325 have been registered by the
parents, leaving a small percentage of 1.81 unaccounted for. The occasion is taken to thank
the medical men for their co-operation.
The population of the Province as per last census was 392,480, but after allowing for
natural increase and immigration, without yearly recapitulation, as well as due allowance for
departures, the conclusion arrived at is that the population of the Province has reached 525,000.
Allowing 60,000 as the increase for 1913, the average 30,000 will be taken, making the
population for the year 495,000, which will be used as the basis for calculation in this report,
allotted as follows :—

With these figures, the rate per 1,000 in births is as follows :—

The rate of increase per 1,000 in births for the various divisions cannot be given on
account of the manner in which registrations were previously received.
It might not be out of place to describe the principal divisions. J 8

Victoria Division includes North Saanich and adjacent islands, the Municipalities of Saanich,
Oak Bay, Esquimalt, and Cowichan, as well as the unorganized territory adjacent thereto.
Vancouver Division comprises Vancouver City, North Vancouver, South Vancouver,
West Vancouver, Port Moody, Point Grey, and unorganized territory adjacent.
New Westminster Division includes New Westminster, Richmond, Burnaby, Coquitlam,
City of Coquitlam, Port Coquitlam, Maple Ridge, Mission, Kent, Chilliwack, Chilliwack City,
Sumas, Matsqui, Langley, Surrey, Delta, and unorganized territory adjacent.
Marriages.—There were 5,012 marriages registered in 1913, as against 5,235 in 1912; a,
decrease of 223, or less than one-half of one per cent.

Following is a list of deaths arranged under the proper headings of cause of death, in
comparison with 1912, showing increase or decrease as the case may be :—

The trifling increase in deaths for the whole Province—306—renders it useless to make
a yearly comparison by mining divisions, except, perhaps, in infantile mortality.
In 1913 there were 1,271 cases of deaths under three years of age, and in 1912 there were
1,178 cases of deaths under three years of age; simply a gain of 93—too trifling to be
considered—the rate per 1,000 for the whole Province being only 2.56. Yet fairness demands
that the condition of affairs in the congested centres should be shown, and each locality be
made to shoulder its own responsibility, in the hope that improvement may follow.
The Province had 4,619 deaths, of which number 1,271 were under three years of age, a
percentage of 27.51, and a rate per 1,000 of 2.56.
The births for the year were 9,119 ; deaths under three years of age, 1,271 ; percentage
13.82.
Vancouver Division had 1,799 deaths, of which number 592 were under three years of
age, a percentage of 32.85, and a rate per 1,000 of inhabitants of 3.48. The births for the
year show 4,115 ; deaths under three years of age, 592 ; percentage, 14.38. Vancouver City
cannot be given as returns were not segregated.
Victoria Division had 707 deaths, of which number 176 were under three years of age, a
percentage of 24.9, and a rate per 1,000 of inhabitants of 2.70. Births for year, 1,476 ; deaths
under three years of age, 176 ; percentage, 11.92.
Victoria City had 569 deaths, of which number 136 were under three years of age, a
percentage of 23.9, and a rate per 1,000 of inhabitants of 3.02. The births for the year show
986 ; deaths under three years of age, 136 ; percentage, 13.79.
The remainder of Victoria Division had 138 deaths, of which number 40 were under three
years of age, a percentage of 28.98, and a rate per 1,000 of inhabitants of 2. Births for year
show 490 ; deaths under three years of age, 40 ; percentage, 8.16.
New Westminster Division had 553 deaths, of which number 151 were under three years
of age, a percentage of 27.30, and a rate per 1,000 of inhabitants of 3.35. Births for the year,
961 ; deaths under three years of age, 151 ; percentage, 15.71.
Remainder of the Province had 1,560 deaths, of which number 352 were under three years
of age, a percentage of 22.62, and a rate per 1,000 of inhabitants of 1.63. Births for the year,
2,647 ; deaths under three years of age, 352 ; percentage, 13.32.
Deaths from tuberculosis of the lungs amounted to 268 in 1912 ; 295 in 19l3. The
increase, although slight, should not be laid upon the Province, because many of the fatal
cases may be traced to people who had been sent to British Columbia as a forlorn hope.
Cerebral hemorrhage and apoplexy shows an increase of 57 for the year.
Organic disease of the heart shows increase of 66.
Broncho-pneumonia and pneumonia show a decrease of 121 for the year over 1912.
We are receiving, regularly, reports from the following provinces, countries, and states :
Alberta, Manitoba, Nova Scotia, Ontario, Prince Edward Island, Australia, Jamaica, Scotland,
Arizona, California, Colorado, Connecticut, Idaho, Iowa, Illinois, Indiana, Kansas, Louisiana,
Maine, Massachusetts, Montana, Michigan, Minnesota, New Jersey, North Dakota, Newfoundland, New York, New Hampshire, Ohio, Oregon, Pennsylvania, Rhode Island, Texas, Ltah,
Vermont, Virginia, Washington, and Wisconsin.
At the close of 1913 a communication was received from Somerset House, London, asking
to be favoured with our Annual Report, and offering to exchange courtesies. At the same
time the Registrar-General of Great Britain asked for a full file of our reports from the date of
Confederation.
