We will immediately undertake the construction of.a transcontinental railway to 'the-, Pacific  as a government work. ' To this end we shall vitalize all the  powers of government and. the linnucial strength of the Dominion.  For obvious reasons the'tiimost expedition will be employed: in  the first place, to satisi'y without Ih'lay the need of our Great West  in the second place to curtail cost 'in tlie important matter of interest upon outlay during'construction. ,To ensure early completion,'every section of t.he'railway will be undertaken as rapidly.as,  wiih all the resources of government, surveys can be made and  contracts can "be 'entered into. At IJ she goes riding  with the ICmperor or walking  with two of her boys. Luncheon  comes at 1. and lhe entire family  are present al lhe meal, which  is conducted without much ceremony. After luncheon the Emperor and 15mpress devote an  hour or more lo the younger'  children. The Empress receives  from '! lo ii, and the dinner hour  is from 0 to 7. as many as fifty  guests being invited sometimes.  Beside each dish is a menu in  Gorman,' no foreign dish being  allowed on the table, every detail being closely watched by the  imperial hostess. Like other  women the Empress has several  hobbies, ��� She - methodically  keeps ii diary which no one sees,  each volume being locked., away  in her jewel 'safe at. the end of  the year.  ATTRACTING ATTENTION  Bull River, Placers���'And Its  Wator-Power are Important  Factors in the Development of  Southeast Kootenay.  Not since 18(34-18(50 has Southeast Kootenay furnished a placer  camp that justified   the  general  attention   of  the   mining   public  biterc'st we shall not 'hesitate   to  exercise  for ,tlio  acquisition   of! outside of the district  in   which  existing railways the same powers of compulsory .-purchase which  are possessed and exercised by railway corporal ions'for acquiring  the property of individuals. We . shall supplement our railway  policy by such improvement of our canals and waterways, and of  onr'h'arbors as will bring all up to the^iighest standard of the day  and to' the full needs of the country. ' ',, ��� ' ���  '���We fully realize that the'people, confident of the future of this  Dominion, do not, fear any reasonable expenditure of money,  wisely made, which may tend to.the development of our country  aud to the greater prosperity of its'inhabitants. We also propose^  to put an end to the scandalous,waste and extravagauco-which arc  incident, to the present administration of Government Railways,  believing, as we do, tiiat, their honest management under, a Commission" would make these railways at least self sustaining, and  would afford better accommodation to commerce, and more equitable conditions in every respect, than now exist. Let me also say  that I have given much thought, to the conditions in British  Columbia, which, iu vour opinion, call for special attention in considering the Financial relations between the Dominion and that  Province. You claim not only that these conditions are exceptional and peculiar to the situation and physical character of your  Province, but also that they arc permanent in their nature. In  my opinion they are such as'to demand immediate enquiry and investigation, to the end that any injustice clearly established may  be immediately relieved.  Locating Railway Here.  Last Thursday the two railway  survey parties from the north  and south mot about ten miles  south of Windermere, thus completing, Ihe first survey from  Crow's No'sf to Golden. The trial will lake  place over the Cape Ann course  next Wednesday. The Colorado  will be commanded by Captain  Duncan Kennedy,,U.S.N.  Birthday of German Empress.  Berlin. Oct. 22.��� The Empress  i, c  Augusta Victoria was forty-six  years old today. Owing to .the  recent death,of King George of  Saxony, for whom the courl is  iu mourning tho anniversary was  iillowod to pass without festivities, though Hags wore displayed  on all public and many private  buildings in the capital. 1-Jer  Majesty wa.s likewise the  recipient of numerous presents  and ' congratulatory messages  from the var ous courts of  Europe.  Though her domestic cities  liave been'considerably lightened  duriiigVl.h'e last few years by the  growing'.up of Tier children, hot:  Majesty continues to /devote.' almost her entire time, iind ��� alien-'  lion' to lier family and borne.  Her   home   life is lints1described  writer  in  recent  the camp was siiuated. But  lately, a number of mining publications have discovered'that  the old time placers situated on  Wild Horse creek- has been a  constant producer of the yellow  metal since that time. It has  also been brought to the attention ofcapital, and mining men,  that Bull river, "ly.dden away"  among the foothills'of the main  range of the Rockies, is one of  the most attractive placer mining  camps in British Columbia. That  A-nerican capital is' now engaged, not only in developing  its placers, but also the immense  water-power of that river, estimated to be about 10,000 horse  power. Within a radius of a  few niiles are a half-dozen mines  that have been partially developed, thai have a considerable  quantity of ore on the dump  ready for shipment. On Feu-  wick mountain, overlooking the  Bull river placers, are situated  not loss than forty locations  made upon the immense body of  hematite iron discovered in this  section of the district. Several  thousauds of dollars have been  oxj3oncled in the development of  these claims showing up the  largest body of hematite iron ore  in British Columbia.  The building of the Kootenay  Central railway will give to  these mining and industrial enterprises adequate means 6f  transportation, and the harnessing of Bull river water-power  will furnish cheap power and  light to the mines and towns in  the Kootenay valley.  to drive the tunnel oh the Koole-  ntiy King mine. Indications are  said to be favorable for a-good  vein of ore inside o'f twenty feet.  The placer mines of Wild  Horse creek have produced over  s2'6,000.(JUO, and are yearly  producing $30,000.  It is rumored that a new,'metal  has been discovered which will  take the place of copper and can  bo' produced at one-tenth the  cost, and an offer of over one  million dollars for the patent  has been received  From partio ' who are in a  position to know, we learn that  last year the gold production  from tho, Nip & Tuck was close to  ���? 10.000. H.( "Wilkinson, , A. Lackey  aud John Maihoson, secretary.  Committee rooms will be'openod  shortly. ,  Candidate Baker has not outlined his'plan of ��� operations, bul  he intends to arrange a series'of  meetings forthwith, and to make  a vigorous canvass in behalf of  the political tenets he represents  James A. Baker is well known  throughout, the Kootenays, .his  position as member of the executive of the Western Federation  of Mines having brought him  into a good deal of publicity.  The Socialist candidate in  Yale-Cariboo.'Earnest Mills will  open his campaign in thoOkana-  gan district. " Mr. Mills is full of  confidence and says he will surprise both the old line candidates  by the vote he will poll, on  November 22nd. He figures that  he will bo elected.'  And so does.
