Maskintosh, One of the Ablest  Speakers of Conservative Doctrine, in Canada, Addressed aii  Enthusiastic Audience.  There was a. big crowd at the  Conservative rally on .Tuesday  night ut the Opera House. Hon.  0. IP Mackintosh, the. well  known Conservative orator and  candidate i'or the House of Commons for Kootenay' was billed to  spread the yood word of Conservatism in,Steele and he did it in  a splendid manner, making- by  long odds the best political address which has been made here  in this campaign.  G. H. Thompson,  secretary of  the  Conservative Central  Committee,', and   John   Hutchinson,  ,   Cranbrook, were in attendance.  The   lirst   speaker   w,as   Mr.  Hutchinson, who   made  a   short  but  clean  cut  statement on the  various local matters now before  the people in this campaign.   He  stood squarely on   the Conservative platform,   I'or   protection   to  our industries, especially lumber  In   conclusion    Mi'.   Hutchinson,  declared it'was the didy of every  Conservative     to'   support,   Mr.  Mackintosh, thereby repudiating  the   fraud   perpetrated' by sthc  '   "Liberal '   "iirenimenl     in'     the  matter of deferring the Kootenay  election until November ��hid.  .' Calliher. flip Liberal candidate,  -was the,next speaker. He tried  to show that "Big Bill" was a  tried and faithful servant, that  he. Mr. Calliher had done his  ..duty in all matters pertaining to  Kootenay. Then followed with  ti; lot of ancient, history re-the C.  P.R. <yriio utter lack of applause  indicated where "Big Bill" and  his supporters stood in this campaign, at Steele.  The principal speaker of the  evening was Hon. C. H. Mackintosh. Upon being introduced,  he was accorded an ovation.  Mr. Mackintosh hold the attention of his hearers I'or about an  hour and a half, during which  lie made the best political  address ever heard in Port  Steele. Ho. began by making a  strong and earnest appeal to the  electorate of this district, to repudiate by their vote tlio action  of -'Big Bill" and his party for  disfranchising the voters of  this  electorate   was    received     with  ringing applause.  lie paid a glowing t ribute to  Sir.John Macduiiald. and former  leaders of the Croat Conservative Pa-rty, which was standing  by .VIr. Borden iii adversity a.s  well as honoring him a.s Leader  of the parly. Mr. Macidntosh  held the close attention of his  hearers while he referred lo.tlie  fact that it was the duly'of evory  Conservalivo in this riding to  loyally support the party and its  candidate.  Mr. Mackintosh ��� closed his  ad Ircss by making a very earnest plea to every good citizen,  every Conservative voter to vole  far his party and the'-parly can  didaie. to show by their vote and  action on November i'2nd that  British Columbia was not satis-  tied with the present status of  the Liberal Government towards  ihis province. H-- Mackintosh.  district, on November 3rd He  referred to the Liberal candidate  as not being a good public servant,, as having voted against  tho interests of the working men  as having done everything that  he should not, have; done, voting  party, each and every time that  he votedytu the'detriment of.his  constituency.  After local matters he took up  the broader argument of national  politics and he handled the Liberal party without gloves. He  compared the parties and their  records and showed that he was  a thorough master of thje situation from a Conservative and  national point of view.      His ar-  iTUTients were clean cut; and able  rD. ���-       .     i- ���  and.the forcibletnanner in which  the representative of "Big Bill"  was handled, forced back to the  wall, and the exposure of the deception now used by "Big Bill'"  and   his   party   to   deceive   the  The   Hon.   Chas.   H.   Mackintosh. Conservative Candidate for  Kootenay. has been, is now, and  always will be the friend of labor  He has had a wide experience as  a   public   man and a strong Conservative.     In 187!) Mr. Mackintosh nominated Himself as a candidate   for   the     mayoralty     of  Ottawa, and was elected   by   the  workingnicn   of   that  city.   '  [p.  18S2 he became a member of the  House of Commons  for  Ottawa,  again' being elected by working-  men.    Again in ISD'l was elected  as member for Ottawa.     In 1893  Mr. Mackintosh was sworn in as  Lieutenant "Governor     of    the  Canadian Northwest Territories.  The now Lieutenant-Governor  was  honored   in   all   directions.  The workingmon of Ottawa presented him with an  address  and  memento  of   their   regard   and  confidence. Grand       Muster  Powderly,   of   the   Knijrhts   of  Labor, pronounced Mr.  Mackintosh   a   friend   of    the   world ng  man in 1HS7 and since  that  time  he   has   enjoyed   the   full   confidence   of    th"   wage-earner   in  every   part   of    the    Dominion.  Meanwhile Mr.   Mackintosh, has  done good work for   British   Columbia; and no-doubt,   will'continue tp do so.    As the friend of  the workingmaii Mr. Mackintosh  still holds the confidence -.and esteem of every laboring man, and  union   in   this   -province.      The  cause of labor, the,protection   of  the farmers^ merchant and   mining men, also the'lumbering ' industry of this province, are safe  in the hands of Hon. Chas. Mackintosh. The following interesting story of the duplicity of the Laurier  Government is taken from the Boston Journal, the most prominent  commercial publication in the city of Boston, and should be read  carefully by the voters in Kootenay before casting their ballots on  November 22nd.   '       '���  It is' up to "Big Bill, Galliher, Liberal 'candidate for the  Koolenays. and the imported spellbinders who are working this  riding in tho interest of "Big Bill" to answer, the following  question: "As- il the, intention, of the Laurier Government to awixt in  Ijitiltlinr/ up Portland, Me., by the expenditure, of SJo0,00U,U0(/to be, paid  by the people of Canadal-"' . , , ���     '  "Will the electors of Kootenay vote for "Big Bill" Galliher  after reading the following interesting story?"  Portland. Me., Noy_. 4.���The victory of the Liberals over the  Conservatives in the Canadian- elections means that this city is  desl'incd to become, within a decade, one'of the most important:  export cities on the Atlantic'coast. The victory means the Grand  Trunk railway,' with its Atlantic terminus here'will be pushed  from , Winnipeg to the Pacific coast and that all along this great  transcontinental railroad the product's for export will be, (for the  most part, shipped directly to Portland.  The highest officials'of the Grand Trunk, the officials of this  city and all others who "are conversant with the1 situation as it is  and as it will be, agree that Portland's population will double  within a few years after the railroad is completed, that her property, valuation will increase accord''igly^and that her commerce  will'increase'probably tenfold.     , '���   " '    '  Portland's Boom a Certainty of Years.  ;  Port land's boom was bound to come. It has been looked for  for many years. So certain of the final pushing through of the  Grand Trunk to the Pacific and the making of this port the great  shipping point for the road's mammoth export business have  oi'licials-of tjhe railroad and of the city been that i'or fifteen years  workmen have boon engaged in building docks and elevators and  making arrangements to accommodate the increase of .business,  until now the'work is so far advanced that by the time the road is  completed Portland will'have every facility to handle all the export shipping, and all the commerce the transcontinental road  can pour in.  There is great rejoicing1 here over the victory of the Liberals  in Canada, and while this rejoicing is not demonstrative, the  citizens are thoroughly pleased and the prospects of rapid growth  have  been  tho one  topic  of  talk here since the-election returns  i t  came in.  Hays and Laurier Appreciated.  At the same time the work of that remarkable railroad man,  Charles M. Hays, second vice president and general manager of  tho Grand Trunk, and Sir Wilfrid Laurier, premier, in bringing  about the plans for making the railroad a transcontinental line is  thoroughly appreciated.  Now the Grand Trunk runs nearly into Winnipeg and the extension will 'mean from this point to tho Pacific..1200 miles "as the  crow ilies" but hundreds of miles more through' necessity of following tho rugged geography of the county. The road will run  100 and more miles north of the Canadian1 Pacific in some places  and through a part of western Canada that is practically unexplored  May He a Decade.  Nine years, perhaps a full decade, will elapse before the road  is completed, according to authorities, and it will cost 8l")0,000,000  The plan of Sir WilfridyLaurier, which makes the extension  possible, is for the Canadian government to furnish the funds for  this work, the railroad to pay the .interest from;fthe start and to  ultimately pay up'the-principal and own the road. That this plan  was bitterly fought by the/Conservatives may well be imagined.  The Conservatives desiring when it was apparent that the road  would go through, that the government own the road. That the  great export point is to bo this city will bring on bitter contention  from the lower provinces is to be expected, but at tho same time  the fact remains that Sir Wilfrid was strongly supported.  Not Montreal  But Portland.  ��� Commerce usually follows the course" of; a river, and. under  ordinary. circumstances' Montreal , might be the natural export-  .station, but because the mighty St. Lawrence freezes four months  in the year and offers dangers in her -rapids and. rocks to large  steamers'tho.other months, that city is out of the question. ,  Port-,  land, then ,with every facility to  handle all' the export business  railroads can dump upon her  docks, is tlio city to handle that  business, and that city will do it.  Local business men have been  anticipating'this for long years,  and they know, bettor than the  outsider, just what this means;  they know why the new docks  and the giant elevators have  been built.  hoom  is NOW OS.  Because it will take nine years  according to expert opinion, to  complete the extension^ of the  Grand Trunk to the Pacific, it  does not moan that Portland will  have to wait nine years before  her business lakes on a boom.  Portland's big boom will nor be-  gin'in earnest, of course, until  the road has become a transcontinental line, but with every  mile that the road is extended  there will, come an increase in  (Jontinuijil on l'nyc ',1.  IN MEMORIAM  Mrs. John S. Higgins.  Electors of Southeast ^Kootenay.  Are you, satisfied with the  .stand of the Laurier Government  on the following matters, which  effect each one of you? ,  (i) Better terms for British  Columbia. Thursday was' Thanksgiving  Day "in Canada,1 aiids a,general  observance of tho day is reported  Tho custom of setting apart a  day in October or November'for  Thanksgiving is almost as old in  Canada as if is iu New England  and the observance is along the  same lines, including special  church services, the gathering  of families around thc.old homestead, the customary turkey  dinner, and an afternoon devoted  to outdoor sports.  Jiarly Thursday  morning  the  death augeJ came  to  a   peaceful  little home on Brown street   and^  bore   away   the  dear   wife   and  mother.  All who knew Mrs. John S.  Higgins loved her for her sunny,  kindly disposition and the pleasant smile with which one and all  i  were       welcomed: Always  thoughtful of others, ready and  willing with -aid and sympathy  when there was illness or bereavement, a devoted wife and  mother, her place can never be  tilled in the hearts of those who  loved her.  Although Mrs. Higgins bad-  lived,, many years ��� iu this city,  her sterling, qualities and love-  able personality were ' best  known to those fortunate enough  to enjoy ' intimate association  with her and have access to her  home.  ' . ���  Her untimely death, in1 the  very ilower of���her womanhood,  will be sincerely mourned 'by a1  wide .circle of,, relatives and  friends, and ready liands���of sym- ���  pathy "will be' extended to, the  grief-stricken young husband  aud'molherless little ones.     , .  Beside tho husband and children, a father , and mother, Mr.  and Mrs. A. B. Grace, are loft  to mourn, their only child. The  mother recently came .from her  home in Port Steele, B.C.,,, to  visit her, daughter and was with  her when the end came. What    an   Opposition    Candidate;,  "  -     Can Do.  Mining Notes.  The price of load is steadily  climbing. It is now L'I3 in  the London market and may go  higher. The recent increase  will permit the deduction of (55  cents per Ion from the Dominion  lead bounty of S15. When the  price of lead readies CI 5 10s in  London, the bounty will be  wiped out.  The zinc industry in this district will grow rapidly upon the  completion of the Koolenay Central railway.  The excavations have been  made and the foundation nearly  laid I'or the big dam at Bull  river. 'The  s.plendid   tight  made by  tho   Conservatives   during   this  campaign in the interest of  the  lumber purchasers  of Jvootenay  is  bearing   fruit.      Mr. Mackintosh the People's Candidate, has  from the start and   with   no   uncertain sound, pointed out that if  the Government did not act  and  protect lumber the   mills  would  close down and thousands of mill  hands, drivers.   loggers  and ^all  engaged in the   industry,   would  be  out  of  employment.   ' Now.  it', is   announced that a ''delegation"  has  been  asked   to  go to  Ottawa   to   "confer"   with   the  Government,    and   yet    it   was  afraid   that  an Opposition member gould not help  the division,  whereas  tho   Opposition  candidate  has shown   what   can   be  done. A prominent feature of the  campaign in Kootenay is the arrival of Liberal "spellbinders"  who are boosting for "Big Bill'"  Galliher. 7 It looks as if William  was afraid of the result, and has '������  hung out signals of distress.
