The participants included delegates from local authorities throughout the United Kingdom and representatives of the  chief workmen's and employer's  organizations. Tho conference  discussed general ' principles  which would regulale municipal  and other administrative bodies  \n dealing with llie problem. AMONG-   THE  MINES.  -�����-  BLACKSTOCK FEELS SORE.   ���* ���  Threatens to Abandon War Eagle  Mine.���Tired of Factious Opposition.���Plain Talk to Oppositionists.  Financial Statement for 1902. The financial statement showed that during the year st^iS, 249  was spent on ths mines, and the  net receipts from sales totaled  only ��20.-{,24!t. Fort Steele-Mining Association.  Lumber Cut in Fort Steele District.  A prominent lumberman, in  conversation with a Prospector  representative said: ������ "In my  opinion, the cut of lumber in  Southeasl Kootenay for H.*)?>,  will be the largest in the history  of the district. Orders in sight  will overtax the capacity of the  mills. The. demand for lumber  is unparalled, aiul dealer-; from  Ihe Northwest .Territories are  already placing large orders."  The construction of the Kootenay Central will augment ihede  mand lo a .-considerable extent.  The. building of .the proposed  Canadian Pacific, Spokane' extension will require: a large  amount of bridge timber.'Several  of'the.large companies are making,big improvements in their  plants in their efforts to meet, the  demand already in sight.  The recent soft weather has  retarded operations in ,the lum.  ber camps, but tlie cut in the vicinity of Fort Steele will amount  to y.UOO.OUO feet,  Old timers point out several  place on Wild Horse crock-where  fabulously rich placer gold was  found in the early sixties.   ,  The. Houndary district still  continues to ship ore, but the  output is -impaired by 'a coke  famine. '  Important progress is being  made em several mining enter-  prise.s;-"-"iii"'-clnse=-proximi ly to  Fort Steele.  Wild Horse creek �� and the  great mineral district contiguous  are on the.verge of great act ivity  in placer and quarrt/. mining.  ��� Work, is progressing rapidly  at the Copper Cliff mine, near  Lsadore Canyon. A tunnel is  now being ruirwhich is in some  40 feet.  The' tunnel on "the Silver  Queen property. is making  splendid headway, and so far.  under the new contract, there  has not been any serious hitch.  On Thursday supplies were1  sent to the,, Little .foe mine,  which is situated, in the Rockies  three miles from Fort Steele.  Work will commence during the  coming week.  The natural recondmic mining  advantages ' -' surrounding, the  .Wild Horse creek mines are  probably not excelleel anywhere  iu British-Columbia.-    -   - (  1 fi f    -  The mining convention which  assembled at Victoria Wednesday, was'asked to endorse the  stand taken by the silver-lead  miners, and to forward a st rong  resolution on Ihe subject to the  government.  The developed silver-lead  mines in Southeast Koolenay are  limited to three, but these mines  have been operated on a very extensive scale, and have distributed among their shareholders  larger profits than Ihe silver-  lead mines in other sections of  the province.  .lack Thompson and Ii. Little;  returned from Wild Horse Wednesday. Mr. , Thompson says  that they have been busy getting  out logs and blocks for ri files.'  ���The company will work two six-  inch giants during the coming  season.  The establishment of a. mining  association at Fort Steele will  not only be a proper recognition  of the importance of this .great  industry, but will have an inspiring practical effect in stimulating the advancement and development of mines now dormant.  We are anxious during the  coming season to keep in the  closest possible touch with t hemming men of Southeast Kootenay and we shall be glad to have  the news sent us each week from  every mine in the district. '" "Tiie land in 'dispute,' includes  the ' new Morrissey townsite.  which has been crown granted.  land applied for under some 20  coal prospecting application's for,  licenses, l'4 timber licjonses, and  five, timber leases, and several  pre-emptions.-  -The land subsidy granted to the  Coluinbia'&.Western railway..by  its charter, is specific in slating  that.'"a tract of lanel extending  L0 mile on each side of the section or sections as 'aforesaid of  the proposed railway, and also  such further area contiguous to  - the railway as flic Lieutenant-  Governor in council may direct,  in order to make up' a sufticienf  quantity under this Act."  . The lanel in question extends  from about two iniles below the  .new   townsite   of   Morrissey lei  Lj -1  about eight mile's above Michel  Creek, and contains over 200.000  acres of choice timber, oil and  coal -i/aniH1-- ���*-,'....      ,    '  * ,  It-would appear that the Columbia & Western, through its.  connection with the C. P. R .conceived the idea of applying'lo  the provincial government for  this land under, the charter granted for the construction of said  railway, knowing this land to be  rich in timber, coal, and other  minerals. If would upon ifsjace.  seem that said company fraudulently attempted to obtain this  land from the government, after  having satistied itself of its great  value, utterly disregarding the  clause in said charteir that "all  lands must be contiguous to the  line of the road."  It is also a well known fact that  the C. P. li. has had for several  years, past. survey parties  exploiting the district, selecting  the choicest timber and agricultural land, and in its selection of  lands under the B. C:' Southern  charter il secured almost all of  the best timber and'agricultural  lands in Southeast Koolenay.  over .'i.000.000 acres.  It is positively*slated that the  land known as block -4Tiy: 1 was  never under reserve, but was  held subject to llie selection of  lands under the R C. Soul hern  charier.  Hlock Ki'.U contains :!i)0,Ofin  acres of choice timber,coal, oil  and agricultural lands, iis estimated value is larger than any  similar area in British Columbia  'The coal lands already local ed  consists of about Ia!s,(KMi acre*-,  haying a. government, valuation  of $10 per acre, or a , total value  of $1.l.*H(��.< 1(10,. The oil. lands in the southeastern  portion of Iho reserve give strong  indications of oil bearing, and  there is'no doubt but that the production of oil will  bo   an impor  tant   industry  of   the district in'  the uear future.  The Columbia A- Western railway have no claim upon land in  .Southeast Kootenay. under its  charier, and Ihe action now  brought by the company for an  injunction, isanolher bulldozing,  scheme on the part of the C. P.R.  to obtain control and possession  of the coal landA of Southeast  'Kootenay, and in ca>e of a land  grant being made to the Canadian  Northern1 will not. obstruct its  passage, provided the government will give lo them ihe land  iu reserve, the most valuable  piece of laud (here is,in Hritish  Columbia, today.
