He a .-keel  his audience to look at the work of tlio  'conservative party.      Jt   had   a hrund  policy while the policy of thc   liberals  was not .so.       Tho   work   of the conservative parly was shown in confederation,   transportation   as   the   Intercolonial, C. J'. JL  and canah systems,  and the national policy.   . They   were  preparing to  carry   out   an   imperial  and reciprocal policy.     In the infancy  of lhe liheral party not one feature   of  that policy had met with  the  support  of the liheral party.    Liherals had heen  in [lower since 18!l(i       They   had   no  right to he in.power, (laughter)    They  had circumstances'in their favor���������the  Klondyke rush, and    the   iiillux" from  the States.      They    heard   from    the  liherals that (hey were responsible for  the   present   commercial    prosperity.  He claimed with Mr. I'ordou  In   have  saved   the   country   !f750,U00 on   the  Driiinmond     railway,    (cheers)      Jle  accused the liherals of political peifidy  and the  spoils   system.        They were  returned to power on the promise they  would   introduce   a ��������� free-trade po!icy.  hut failed to do so', anil   in   again .returning them to power Canada   failed  in her duty in P.JUO.      Jle accused the.  liherals of making fraudulent,   election  returns, and instanced   his   own   case  where Sir Wilfred Laurier came   upon  the scene and he was liuried     beneath*  300������ to   4U0 French  vote's.   {Cheers*.)  ITe accused the liberals   of   suborning  Lhe public treasury.'   The Intercolonial  railway service was ������������������stutVcd   with   the  scum of the country."    Ilccondoniiicd  the immigration  of  Doukhobour   and  (i.iliciiiu.      He   urged the stoppage of  Mongolian   immigration, though   the.  conservatives /had ^allowed   them   to  come   in.      Mr.  .Powell   varied     his  oration hy it few witty stories'.  n. 1.. iiohukx,  leader of the party.,was greeted with  hearty cheers. His manner favorably  impressed his audience. JJis speech  was that of a thorough gentleman,  fair to .his opponents, cautious in his  utterance, responsible in his conclusions, promising- nothing yet  criticising fairly and justly. Jle said  he brutiglili them a message of hope  and confidence in tlio future���������hope  that this province would ho won back  to the coiiservative'piirt.y.'Tho liberals  had gone into power on a policy, of  free trade as it is in England and  prohibition as it is in Maine, but had  given them free trade as it is in Maine  and prohibition as it is , in , J'higland.  (laughter) Sir Wilfred Laurier told  them protection was a curse and made  a. reduction of 2 per, cent , on general  conunodies but increased the revenue  hy .fl 1.000,000 from tobacco and .fl'KK),-  000 from sugar Their Sifton and  Tarte hold' different views on the  liberal policy. The conservatives  wanted lair and adequate protection  for every'Canadian industry���������for thc  filmier, 11ici miner, the fisherman, thc  laborer. Thc conservatives also supported a policy of preferential trade  within   the   empire. Sir   Wilfred  Laurier had promised this but when  he went to England he told the people  tliere that Canada' wished to give  Britain a preference in return for thc  splendid freedom accorded to Canada  and did not want, anything in return.  He had also procured the subvention  of the vjcriuaii and 1'elgian treaties  with the result that* Canada was now  met in Germany with a discrimination  tarifV. He  began by condemning the conservative  press as not   being   representative   of  the views of the party. ���������   He admitted  the conservatives wcrv responsible   for  the introduction of the   Chinese   hut  .���������Sir .John   McDonald   considered they  were required  to   build ' the   C. Hon. H. W. Scott, secretary of stale in  the Laurier government., had declared  it was not the intention of thegovern-  incnt to enforce the bill.     That   was  the kind of treatment given the working men of the country by the government.,    [cheers.]     He advocated high  protection. Senator Templeman, who  represents Jiritish Columbia in the  Federal Cabinet, arrived in Revelstoke 'on Monday night wi.tli a  view to iiscertaining the requirements of this section of the JJro-  vincc.
