T.s  of the Camdian Pacific Railway:  "Dear S.rs and Brothers���������The  Undersigned general chairman herewith submit the following report for  your consideration;  "In compliance with request of  members of bur organization we  met in Montreal on * Thursday,  August 8th, 1001, to renew' the efforts which some of tlie general  chairmen had made towards obtaining the consent of the company and  maintenance of way men for the  general chairmen of the five organizations to act as conciliators in  the present dispute, our services being accepted by both parties.  " Wc took up the duties of conciliation board, After several interviews had been held between board  of conciliation, the company and  committee representing the trackmen, wc succeeded in obtaining a  basis of settlement which wc believed to be reasonable and fair  under the present conditions of the  strike situation and recommended  that it be accepted by the trackmen,  explaining to them that the terms  submitted were equal to those  obtained by any of the other organizations iu their first efforts to  obtain recognition.  "After the terms of eottlcmcnt  had been fully explained to the  trackmen, and a vo'e' taken by  them, the following letter was presented to the board of conciliation  by tho chairman of the trackmen:  /"���������Montreal, Aug, 15,  1001.���������Mr.  Chas.  Pope, chairman  of ebneili-  PROPOSED  DASIYi OI* SETTLEMENT.  Tire, following,message.from General. Manager McNicoll -shows his  proposed settlement' (aborcTeferred  to)'which tvas accepied by the con:  ciliation committee and refused bv  -tho trackmen's committee, with the  Jatters,reply thereto;  Montreal, 12th August, 1001.  , The second vice-president and  general manager will approve circu-  'lar setting out the pay for track*  men, in accordance with his .letter  of June 12*h, ancl also reciting the  rules and regulations governing the  employment and service of' the  trackmen, and at the end of one  year from this date, if the trackmen  of the C. P. P*. Coy. have effected a  responsible and workable organization, the company will,meet a committee and gra'nt them a schedule;  provided, , however, that such  schedule shall only apply to foremen and first and second  men'of  maimed and crippled for life might  be well and hearty to-day. ��������� ������������������  We believe the maimenance-of-  way men  are entitled to an agreement   with' the"- company   retting  forth the terms aiuNcondilicns of  their employment  which, would be  considered a fair settlement by experienced, , honest,   capable,' and  honorable ��������� men, 'therefore, we propose to accept'the general chairmen  of the other Orders as arbitrators,  with the understanding that they  will arrange what they consider to  bo a fair settlement for both parlies  to theocontroversy, under the circumstances. Pittsburg, Pa., Aug. 21.���������There  was no extension of the strike here  to-day. and the steel managers did  not attempt to start more mills.  Late in the day the fires were  I ghted in, the Demmier tin-plate  works at McKee.-port, but the ma- ���������  chinery was not started, and,fno  attempt was made io operate it.  It is believed, however, that the  move is preliminary to a start with  non-union men. '  The managers of the Company  have been- preparing for several'  flays to re-open a number of their  properties, and it is thought that'  they have decided to act at once.  Their, Monessen plant is moving  ahead * uninterruptedly, w,'ith full  crews, and their Crescent Work's at  Cleveland have about half the \nc  chinery in operation.
