Mr.  Tur-te appeared to have been omitted.  He asked the Pienn'ei* whether such  letter had been, received, and if so, why  it nad not been brought eliiwn.  Hon. Mr, Turner .-aid nis attention  had been called to the matter that.day,  and that he was surprised that the letter- was not printed. He said that his  Secretary had "Informed him that, he  had handed the letter in lo the printing office. .. Premier Turner  in a very unenviable position. The poi-tii>n, or' rather tire letter which he is suspected, of suppressing, contains orre of the sharpest, rebukes ever addressed by one government minister to another- government  minister, and, shows that throughout  the discus-lion of the Revelstoke mal-  te'i- Premier Tin ner's attitude was most  unhappy; he displayed   the strangest  1 ignorance, of his duties. ;is minister of  finance,; he lost his temper,-ho used  disrespectful language': he attempted  to bully Mr. Tarte into an impossible  position ; he betrayed unseemly war mlh  in his remarks, and although the position he had taken   up  was clearly nn-  ��������� ��������� tenable, utterly unreasonab'.e, he clung  to it arrd tried to "bluff" tin-'Dominion  minister. Is   this  . square dealing? Is this the kind of  dodging a minister of the crown should  indulge in ? The Augean stable across  James Bay must bo cleaned out without more delay, or the contagion of  this miserable, shuffling.style of doing  business will spread. Our government  should be at least apparently honest.  IX THIS  HOUSE,   Al'lllt. (iTII.  Hon.  Mr. Turner'  presented  the;  ro-  tui'ii  containing   the    missing    letter  in   ��������� the     Tarte-Turner     correspondence  over     the     Revelstoke     proloc-  *tion        matter. Me       said       that  he noticed in the "Times" Una lie had  suppressed the letter.   In reply to this  he said that the omission of (be  letter  was accidental, that it was afterwards  found in the drawer  of   his secretary,  that  the  reason   for this was that tho  return had   lu'e-n   asked  foi   about, the  tirrre   that   lhe   last   letter   from  Mr.  Tarte was received.    In dismissing the  matter the premier  took a flinjr at, Mv. The missing letter- mentioned   above  in the Tailo-Turncr  con I reivers, y  over  the protect ion of the  (Jolumbi.-i   River  bank at Revelstoke.   which  .was  omitted in' Ihe   return   called   for   by   the  Legi-l.-il ure, is not v.-ry complimentary  to the First Minister of  the  Province. Turner yesterday in the  house honored the Times with a few  cursory 'remarks about that missing  letter, which we were unkind enough  to suspect had been suppressed, but  had gone astray in (he ��������� secretary's  bureau, where it lay without saying a  word while the search for it was going  on. We are bound to accept lion. Mr.  Turner's explanation, which seems  quite reasonable, and hope that now-  the> letter has been published in the  Times the people may have a good  grasp of the whole di-pute from the  beginning. It is very impoit.int'tli.-it.  they should have a proper' understanding of the Revelstoke bank affair- for  this reason: it is oil" of the queerest  pieces of work in the British Columbia  records'.'' Let us brielly re-state the  whole case.  .The Dominion government placed  $10,o00 on the estimates to repair the  hank of the Columbia liver'at. Revelstoke providing that the provincial  government: appropi iated a similar  amount. '  Finance Minister Turner kindly asks  the! people of the province to believe  he did not know about this (Dominion  government appropriation until long  afterwards. When he did' hear of it.  what did he- do ? Telegraph .-it once'to  Ottawa accepting with thanks? Not  he; he informed Mr. Tarte it was none  of the province'..-! business, and th.it the  British Columbia government had no  responsibility in the matter. Hon. Mr.  Tarte, no doubt, wondering mightily  wlirt particular kind of a being'this  finance minister was, wi cite Hon. Mr.  Turner', mildly protesting against the  position'taken by our representative,  lion. Mr. Tinner sent hack ir peppery  (cayenne), reply. Hon. Mr. "Tarte's  response was vigorous,, but yet  courteous. About (his, lime' a light,  dawned on Mr.' Turner's mind; he  hurried ol" to Revelstoke and there,  will it be believed ? he told the Revel-  stokers he had changed his mind; 'that  hi'now considered ���������'the' piovince was  responsible and I hat, lie would now  gladly accept the Dominion gb\ eminent'.-- appropriation-pil' he 'could  get  it���������but, alas,   he  could  not. What we propose as a remedy 'is,  I hat this amour! ($10,500) be deducled  from Hem. Mr. Turner's salary as  premier aud finance minister, and that  the province ' appropriate a similar  amount, making up the noressui y.$21,-  030, and (hat the weu-k of repairing the  bank .-it Revelstoke lie gone em with at  once, just as if Hon. Mr. Turner had  acted like a sensible man from the  start of this ridiculous all'air. In this  manner, .vhich would be only even-  handed,.* as well as poi'tic, justice all  around) the much-needed work would  b������ done1, the credit of the Turner  ministry (of which we are most painfully solicitous) would he saved and  everybody, even Hon. Mr. Turner,  would he perfectly happy. Will Hon.  Mi. Turner do this? He lost. $10,qCL) to  the province through his inattention to  duty���������downright carelessness is the  plain English of it���������is he man 'enough  to make'good tin* Ions out of his own  pocket ? If he does we .-.hall be the  las-t to charge' hint with political  bribery. We hope Hon. Mr. Turner  will make our proposition the subject  of a question of privilege in the house  next Tuesdav, as the countrv wants to  know, and has a perfect right to know.  IX  PU1JLIC MEETING TOO. DUNCAN LAKE A MISTAKE.  To Be  A Kaslo   Man  Instead of Mr.  Fauquier. A protest was. about te> be  filed, when word was received to the  effect that the designation of Duncan  Lake was"an error, and' that,, the intention was t'o 'cover "the Ainswortli  mining division. ' _____   l  Mr. Senrlin speaking on the Revelstoke river bank in the House said  that, Mr. Turner, when he saw he had  made a mistake in not'meeting the  Dominion government's grant for the  protection of .Revelstoke, visited that  place and told the people he had  changed his opinion and considered  the Province was responsible.  Hon. Mr. Turner :    I deny that! On the 22nd of .January a]������o,  Mi. Tarte per.sonally notified Hon. Mr.  Turner' of Lhe Dominion appropriation  and asked when provincial contribution  - i.  could be expect eel.  The Kootenay Kow.  The Estimates for the year ending  June M, 1809, which have recemtly been  'passed, expect, to collect ,-i revenue  from all sources 'of $l,<li53,389.1i3. Deducting from this all such i-ee-eipts as  ai-e not raised by taxation, such as' Dominion interests, subsidies, giants and  allowances for land; all pules of government lands; all earnings of government  institutions such as printing oilices,  law st-urips, and refunds from Chiiuse,  immigration it leaves,a total raised by  taxation of about $077,000.'  In the same estimates it is antici-  pated that free miners ceitilicaU-s will  realize $175,000, general mining receipts  $105,OC0, and mineral tux ,<g-15,C )0. A  total taxation of $3*&,()CJ upon one industry paid mostly by one district with  but two uieuibe.'i-s in a hoii.se of thirty-  three to say how it shall be. spent.  In '05 West Kootenay conlribuled  between oiie--eventh and one-eight h of  the-revenue from the whole province;  in'CO it contributed one-fifth of the  revenue; in '97 it grew to one-third,  and in '9S its quota is probably still  higher. Wheie does the milk from Ihe  Kootenav Kow go to? It, does not  come hack and it does not iciluco the  counti'v's debt.  LEAD AND THE TARIFF.  The'Kaslo Board of Tiade Delegate  'to Ottawa.  A special meeting of the Revelstoke  Bo:ir<] of Trade, was held Wednesday  eyening to hear Mr. G. O. Buchanan,  president of the, Kaslo board, de-al with  the protection of B. C. lead and encouragement of lli(> smelting industry  by the imposition of a higher tariff on  pig and white lead. Mi. Huchnunn is  on his 'way to Ottuwa to place the  matter before'the government and to  ask' them lo define' a policy on (Inquest ion as it wa������ capable of'being the  largest trade matter in Canada if attended to.       , ,       i  Mi-. Buchanan made a capital spc-ch  and showed considerable acquaintance  with his subject, lie, dealt with the  condition of silver-lead' mining and  smelling before and after Dingley  tariff and showed how since that law  13.
