The new bids will be both for  the work as a whole and in part.  The bids for the riveted steel' pressure line were also thrown out. The  Water Commissioner and Consulting Engineer had recommended letting the  work to Macdonald, Godson Company,  of Vancouver, for a -price of $444,998.  Alderman Gleason's 'motion which had  been tabled three weeks ago, was taken  up. It suggested throwing out . all  bids.  Alderman Humber urged day labor,  claiming that from * $25,000 to $30,000  could   be  saved. ,       "*  The Mayor strongly 'advocated letting  the contract 'to th'e "Vancouver concern,  declaring it to, be unfair to'call for  bids, open them and then, after delaying  for months, throw them out, the meanwhile local firms put in a bid, after  knowing what the figures, of the other  bidders   were. The plalntlK sued for the usual architect's   commission   for   preparing   plans  for a residence up to the time of calling  for   tenders.     The   defence   set   up   wns  that the plans  were  not what were required and that the cost of th'e building,  f! shown by the tenders, greatly exceed-  icl the Ilgure given the architect for his  guidance in preparing the plans.  j    Evidence was given as to what the defendant ordered, and what the architect  | thought was the best plan for the house. GOVERNMENT TENDERS WANTED  Piers, Victoria���������An Ottawa dispatch  announces that proposals have been 'invited by the Dept. of Public Works, at  Ottawa, for the construction of two  piers for Victoria; tenders to close at  Ottawa on Dec. 9, 1913, 4 p.m. (The  official call stating, where specif, may  be obtained has not reached Vancouver).  The piers, which are part of the' big  development scheme of Victoria harbor,  are to be known as Piers Two and Three  and are between Rithet's wharf No. 2  and the breakwater.  The harbor scheme calls for two additional piers. One will be next the breakwater and the fourth between Pier Three  and  Rithet's wharf.  The_ first _plans_ oallprl_f or tile construction this year of Piers One and Two  but owing to the work now proceeding on  the breakwater it was afraid it might  interfere with construction there, so it  ivns  decided to build Piers Two and Three.  The two nierrf will have four slips���������  three being eight hundred feet longhand  one a  thousand  feet.  The piers' are 2������0 feet wide and each  slip has a width of 300 feet. Bldgs., Ottawa���������Tho commission  of architects appointed by the government to- direct the preparations of designs for the new departmental buildings at Ottawa has just submitted its  report outlining the conditions of the  competition.  It will be open to competitors throughout the British Empire. There will be  at lea/it two bullilings and probably a  third one for the courts. Half a million  superficial feet of floor space will have  I to be provided. , ,  Designs of a .general c/'aracter will  first be submitted and from this number  the best six will be selected and the authors of those will be asked "to elaborate  their designs. The one finally selected  will get the job of superintending the  work based on his plans and will be  given a five per cent commission. The  cost of the buildings will probably aggregate five million dollars.  The other five competitors who will  be asked to develop their general designs  will each "receive $3,000. The sketches  will be received up to January 2 next.  Then three months will be given for the  best half dozen to develop their plans.  The competitors whose plans are accepted will be given a further period of  four months to prepare working plans.  Afterward tenders' will be called for,  but, in^view of the time allowance, this  will  not  be  before  next autumn.  The cost of the building will aggregate $5,000,000 dollars.
