The estimated cost of these four structures is $540,000, and in many respects  the character of construction will be  the sumo, that is. Turner's mushroom  flat-slab  system  of  reinforced  concrete.  The viaducts are to span the Great  Northern railroad tracks on the east  side of Raymur avenue, and separate  viaducts are called fpr nt the Intersection of Hastings, Pender, Kc-cfer and  Harris streets.  At present the streets,cross the tracks  at the points named on grade lcv<rl This  necessitates a rather steep grade on the  streets and leaves the railroad si slight  snide to negotiate. The slight cut required will enable the railway to get a  better grade and carry the street traffic  above the tracks on a much better grade  than at present.  The detailed plans and specifications,  with an estimate of cost and quantities,  have been practically completed by City  Engineer F.  L.  Keilowes.  These are subject to final revisions or  modifications in any definite agreement  that may be reached between the city  and  tlie railroad.  While it is the intention to take up  and complete the construction of all four  viaducts without delay, conditions may  be found such that the immediate construction of tho Hastings street viaduct  may be deemed of paramount importance.  From Campbell avenue to Glen .Drive  this structure is to be 99 feet in width.  The "concrete bridge" portion will be  G16 ft. in length. The structure -will  carr3" double street car tracks. On the  west end there is to be a fill 150 ft. in  length, going from "0" to S ft high. The concrete part of the*  structure will be 666 ft.; with a till at.  "the west end for 75 ft. and a concrete  retaining wall 10 ft. in height. There  will be a grade from Campbell avenue  ascending, of 2.3S to the Gieat Northern  tracks, and a descending grade of 4.2 to  Glen Drive.  The Pendei* street viaduct will be 66  ft In width, with a concrete structure  591 ft. in length. There are to be 25-ft,  spans from Raymur avenue west, with  a 45-ft. span at Raymur avenue, a 34-ft.  span across tho railroad tracks and the  remainder all 25-ft. spans. There is to  ;be a fill at tlie west end extending 150  ft, running from "0" to 12 ft; with a  15-foot concrete retaining wall. There  is an ascending grade of .194 per cent!  from Campbell" avenue to the' railroad  .tracks and a' descending grade of 2.87  per cent.-to the Glen Drive terminus.  The -Reefer street viaduct is to all intents arid purposes a duplicate of the  .Pender street bridge. Bldgs., Ottawa���������The commission  of architects appointed by' the government- to direct the preparations of 'designs for the new departmental' buildings at Ottawa has "just submitted Its  report outlining'the conditions" of' the  competition.  It will be open to competitors throughout the British Empire. There will be  at least two buildings and probably a  third one for the courts. Half a million  superficial feet of floor space will have  to be provided.  Designs, of 'a general character will  flrst be submitted and from this number  the best six will be^selected and the authors of these will be asked to elaborate  their, designs. The one finally selected  will get the job of superintending the  work based on his plans and will,be  given a five per cent commission.!',The  cost of the buildings will'probably aggregate five million dollars.  ' The other five competitors who will  be asked to develop their general designs  will each receive $3,000. The sketches  will be receivedJ up, to January-2 next.  Then three months will be given for the  b'est'half dozen to'develop their plans." *  The competitors whose plans are accepted will be given a further period of  four months' to prepare working plans.  Afterward tenders will be called for,  but, in view of the time allowance, this  will  not be  before  next autumn.  The cost-of the building will aggregate $5,000,000 dollars.
