The piers are 250 feet wide and each slip has a width of 300 feet. The specifications call for. reinforced concrete work throughout so ' that the piers will bo thougbly modern In every respect. The arrangement will be as follows: On the east the breakwater, then a space that will be left vacant until'that great work has been completed; then will come a pier, then a slip 300 feet wide; then another pier and then a vacant space where a fourth pier will be built. The two piers now 'to he built will give 3,400 feet of-dockage and-this-will'-be-at-Ieast doubled when the others are built, so that the present plan provides in all for a mile and 1,500 feet, approximately, of dockage.
