the usual type of construction, with red
pressed brick exterior.
The main entiance on Bay st will be
surmounted by an octagonal tower over
the gateway, a room in which, on the
fouith Iloor, will be allotted to tho use
of the band. Passing through the en-
tinnce into the main drill hall, .200 by
100 ft., large oideily rooms, rooms for
the commanding officers of the different legiments and adjutants' rooms are
placed  on  either side.
On the east side i<* accommodation
for the guns of the Fifth Regiment; on
the north the D.O.C.'s offlce, the quartets of the Field Ambulance, tho Corps
of Guides, the Medical Officer and a
general meeting room, while ut the corners are grouped the armories.
On the second floor on the north are
^lie .officers', mess rooms, the kitchens,
the canteen and the cadet armory, Kind1
on the south the Army Ser\ Ice Corps'
stoieiooms and canteen. Signalling
Corps' oiderly room .armory and the
mess rooms of the non-commissioned
officers  and   their  reading   rooms

plete suites of caretakers* looms. In I
the basement is,placed the ^ymna'sium,
two nHe ranges and a large swimming
bath and accommodation for the A S C
wagons, and Field Ambulance, reached
bv an Inclined roadway fiom the

OVER FIFTY MILLIONS
OTTAWA���Estimates totalling ;,fifty
million dollars have been prepared by
the prblic" works department. This is
about two million In excess of Inst year.
The budget will have to be revised by
the treasury board.
Not many new works are provided for,
but those in progress are already so extensive and require such a large.outlay
that It is difficult to reduce the amount.
Harbor improvements, dredging and the
construction of drydocks provide the
principal items.

The flrst plans called for the construction this year of Piers One and Two
but owing to the work now proceeding on
the breakwater it was afraid It might
interfere with construction there, so it
.vas decided to build Piers Two and Three.
. Tlie two Diers will have four slips���
three being eight hundred feet long; and
one a thousand  feet.
The piers are 250 feet wide and each
slip has a width of 300 feet.
The specifications call for reinforced
concrete work throughout so that the
piers-will "be thoughly modern in every
respect.      .-
The arrangement will be as follows:
On the east the breakwater, then a space
that will be left vacant until that great
work has been completed; then will come
a pier, then a slip 300 feet 'wide; then
another pier and then a vacant' space
where a fourth pier will be built.' The
two-piers now to be built will give 3,400
feet of dockage and this -will be at east
doubled 'when' the others, are built, so
that the present plan provides in all for
a mile and 1,500 feet, approximately, of
dockage.

states that specif, and date may be ob-

ces, 119 Pendei* AV., beginning Monday,
Nov. 17.
The tenders will be received upon the
-asls,  first,  of "concrete  In -place,"   tnd
s an alternative, on "concrete pipes."
The probable cost of the*work is vari-
usly   estimated   at   from   $200,000   to
400,000,   depending   a   great   deal   upon
which   of   the   alternative   methods   is
dopted. '
It is desired  to  have  the work com-
leted   as   quickly   as   possible,   so   the
contract will probtbly be let and undertaken as quickly as possible.
Sewer, Victoria���The city engineer is
preparing to call for alternative tenders
on pipe for the Northwest trunk sewer.
Water_Commissioner_Rusti-exp!ains-that
this would enable the engineers to go
ahead whether Saanich passed the bylaw in time to authorize proceedings or
left it over till the annual election. There
is no intention of delaying commencement a day longer than necessary.

superficial feet of floor space will have
to be provided.
Designs of a general character will
first be submitted and from this number
the-best six will be selected and the authors of thes>e will be asked to elaborate
their designs. The one finally selecced
will get the job of superintending the
work based on his plans and will be
given a five per* cent commission. The
cost of the buildings will probably aggregate five million dollars. I
The other five competitors who will
be asked to develop their general designs
will each receive $3,000. The sketches
will be received up to April 2 next.
Then three months will be given for the
best half dozen to develop their plans.
The competitors whose plans a^e accepted will be given a further period, of
four months  to prepare  working  plans.
Afterward   tenders   will   be called_for,
but, in view of the time allowance, this
will  not  be  before  next autumn.
The cost of the building will aggregate $5,000,000 dollars. The other five
competitors will be asked to develop
their general designs and each will receive $3,000. The hketches will be received up to January 2, next. Then three
months will be given for the best half
dozen  to develop  their plans.

an accepted cheque on a chartered bank

five per cent (5 p.c.) of the amount of
the tender, which will be forfeited if the
person,tendering decline to enter Into a
contract when called upon to do so, or
fail to complete the work contracted for.
If the tender be not accepted the cheque
will be returned.
The department does not bind itself
to accept the lowest or any tender.
