'���������  -  .'���������-'��������� 7  !#,'=g%"7-1  g������*sPV<������  SPECIFICATIONS  FOR     7 7  FRASER RIVER JETTY  Const, for Which Tenders Will Soon Be  Invited from Ottawa,  Jetty, Eraser River���������Tenders will. It  is expected, he invited within the next  six weeks for the second "unit" of .the  Kraser River . jetty, est. cost. $750,000.  Rroley & Martin, contrs.. will complete  the first "unit" in about five or six  weeks,  The jetty is to be of the Le Barron  scheme of river training, and will be  7100 ft' in length. A description of. the  work in  the main is as follows:  Beginning at the dyke at the lower  end of Steveston, a single row of piles,  capped; strutted and with sheet piling  on the river side, extends far out on th'e  flats, the dyke being protected by a wide  brush matting vpn either side, weighted  down with a foot of rock, with rock  sloped 1 1-2 to 1 from near the top of  the dyke or petty to the brush mattress.  About half way out the character of  the work changes, there being two rows  of .piles, six fe_gt apart, joined together  with heavy timbers, with caps, struts  and sheet piling jon each row. Between  these rows of sheeted piling, or bulkheads, the brush has been packed solidly  and the whole topped with a couple of  feet of rock, while the bulkhead is supported with brush mattressing and rock  on each side, similar to that of the work  where only a single row of piles was  used.  Still further out more rock has been  used, with wider mattressing, and the  bulkhead is supported by this work only  on the river side. At the end of the jetty an apron  190 feet wide is being constructed to  protect the dyke. Rock is being put in  at the rate of nearly two scows per day,  while one scow of brush is used daily.  The work is done at low tide and the  workmen ^follow the tides around the  clock, working by gasoline flares at  night. Tlie brush mattress is made on  the ground and floated into place when  the tide rises, and then rock is dumped  from scows by hand directly on the  mattresslng. At high tide there is  about five feet of water over the sand  where the jetty is 'isolated, leaving plenty of water on which to float the scows.  About forty men are now employed on  the work. The rock is being supplied  by Gilley Brothers, of New "Westminster,  from their Pitt Lake quarries, while the  brush is being brought from the islands  up  the gulf.  The second unit of the jetty curves  rapidly to the soutli from the start, the  curve being more than 5000 feet long,  and on this 'curve it crosses a slough  more than a thousand feet wide where  the water is IS 1-2 feet deep at high  tide. There is, too, considerable current through \ this slough. At other  points the jetty will be completely, out  of water at low tide.  This section of the jetty will be 190  feet wide at the base, formed by a brush  mattress two feet thick with one foot  of rock over all, then four feet of 'mat-  stressing and two, feet of rock, sloping  ���������according to the ground level to twenty  feet in width' on top. . The jetty will  have an average height' of 6 1-2 feet  above the sand. The plans do not call  for piling and bulwarking on this jetty.  hut the contractors will have to drive  a row of piling seaward through the  centre of tlie jetty for the purpose of  tying down the mattress while rock  is being unloaded.  - So far, quantities of rock and brush  and piling required have not been  "worked out, but they will be many times  the amount required in the first unit of  the jetty. Save for the portion of the  jetty crossing t'he slough, all the work  will be done on dry. sand at low tide,  the seaward end of the jetty being several feet out of the water at low tide.  It is not known wjiat time limit will be  placed on this work, but it will take  many months and employ many men,  not only on the work itself, but getting  out material in the rock quarries and  , orush camps, while the towing required  will-keep several tugs and crews busy. Piers, Victoria���������An Ottawa dispatch,  announces that proposals have been invited by the Dept. of Public Works, at  Ottawa, for the construction of two  piers for Victoria; tenders to close at  Ottawa on Dec. 9, 1913, 4 p.m. (The  official call stating where specif, may  be obtained hasvnot reached Vancouver),  and the breakwater.  The harbor scheme calls for two additional piers. One will be next the breakwater and the fourth between Pier Three  and  Rithet's wharf.  The first plans called for the construction this year of Piers One and Two  but owing to the work now proceeding on  the breakwater it was afraid it might  interfere with construction there, so it  vvas decided to build Piers Two and Three.  The two piers will have four slips���������  three being eight hundred feet long; and  one a thousand  feet.  The piers are 250 feet wide and each  slip has a width of 300 feet.  The  specifications   call   for  reinforced  concrete   work   throughout   so   that   the  piers will be thoughly modern in every  respect. Bldgs., Ottawa���������The commission  of architects appointed by the government to direct the preparations of designs for the new departmental buildings at Ottawa has just submitted its  report outlining the conditions of the  competition.  It will be open to competitors throughout the British Empire. There will be  at least two buildings and probably a  third one for the courts. Half a million  superficial feet of Iloor space will have  to be provided.  Designs of a general character "will  first be submitted and from this number  the best six will be selected and the authors of these will be asked to elaborate  their designs. The one finally selected  will get the job of superintending the  work based on his plans and will be  given a five per cent commission. The  cost of the buildings will probably aggregate five million  dollaiw.  The other five competitors who will  be asked to develop their general designs  will each'receive $3,000. The sketches  will be received up to April 2 next.  Then three months will.be given for the  best half dozen to develop their plans.  The competitors whose plans are ac-r  cepted will be given a further period of  four months to prepare working plans.  Afterward tenders will be called for,  but, in view of the time allowance, this  will  not be  before  next autumn.  The cost of the building will - aggregate $5,000,000 dollars. The other five  competitors will be asked' to develop  their general designs and each will receive $3,000. The sketches will be received up to January 2, nexL Then three  months -will be given for the-best half  dozen to develop their plans.  NOTICE.
