'  One is the promise of an immense dry-  dock plant to be located oh Burrard In-  let.s This will represent "an investment,  of "$6,000,0007- It Is being financed in'  connection with the "Barry's" of London. The local interests are represented  u-rougn DuCane Dutcher Co., engineers  and builders, whose offices are in-1 th������  Rogeis Building, Vancouver.  The question of finances 'can be said  to have been practically ��������� settled, al-  thouglmot actually completed.  DuCane # Dutcher Co , also now have  sur\eys under way, for a proposed line  of railroad extending from. Albei ta to  Siitish Columbia. A more definite description cannot <be given, but the'"cost  ot the survey being carried out calls for  i\n expenditure of $80,000.  This line will extend" a distance of  more than 400 miles and Its construction is regarded as a certainty for the  near future  Besides these prHate projects the Dominion government Dept. of Public  Works is now engaged on plans for a  huge drydock at Victoria, which will  cost about $4,000,000. It would not be  surprising if construction tenders were  invited within the next two or three  months.  There are other drydock projects,  mostly private propositions, of which  mention has appeared from time to time,'  planned for both Victoria and Vancou-  ver, but the government drydock at Vlc-  toria and the DuCane Dutcher Co -Barry's proposed drydock for Vancouver,  are the only two that have progressed  to a point where they can be regarded  as cei tain for actual construction in the  immediate future. PIPE X.XNE  Waterworks, Viotoria���������Two bids for  the rivetted steel pipe for Sooke^ waterworks were presented to the Victoria  council Monday evening, from the Macdonald, Godson Company, of Vancouver,  and David A. Cliesney of Craigdarroch  Castle.  The council -learned that after" it had  lefened back the pievious bids,-the local  syndicate, which had asked for (an_ opportunity to submit a"new offer, vvas not  in a position to submit one,1- and that  there Js a prospect of having to pay  more for the pipe line than was pievi-  ously'contemplated. Mr. Chesney's bid  is guaranteed by" the bonding company  -which* bonded the former contractors,  the "Westholme Lumber Company, and  the council has either to accept the bid  of the Macdonald Godson Company at  $485,203 or over $40,000 more than the  July tender, or that of D. A. Chesney  at $426,080. Jf .the foimer course is  adopted, the Westholme company .will  be in a strong position when a, settlement is reached- if the latter then the  bonding company will stand to make a  piofit, it is pointed out  The Macdonald, Godson Company, In  a communication, undertook the acquisition of the Westholme Lumber Company's plant at Thetis Cove, supplemented by additions from the company's own  plant at Barnet, and to start woik at  /Slice, utilizing 15 special men, the balance local labor. The letter said that  the company o-ipected to employ 200  men in the trench work immediately,  and weie prepared to make arrangements for temporary financing.  The tenders were referred to the water commissioner and consulting engineer for a report.  Alderman McNeill secured the passage of a motion to make financial arrangements jvlth-.the-Paclflc Lock-Joint  Company, successful conti actors for the  concrete pipe line, so that the work can  be stai ted at once. Plans, specify etc., may be obtained  from the offices of the district engineers at Chase, New Westminster. _and  on application to 'the postmaster "at  Pritchard.' . -  Piers, ^Victoria���������An Ottawa dispatch  announces that proposals have been invited by the Dept. of Public Works, at  Ottawa, for the construction of two  piers for .Victoria; tenders to close at  Ottawa   on   Dec.   9,   1913,   4   p.m.  The harbor scheme calls for two_addl=  tional piers. One will be jext-the breakwater and the fourth������between Pier Three  and  Rithet's-wliarf.  _ The "first plans called for the construction this year of Piers One and ,Two  but owing to the work now proceeding on  the breakwater it was afraid it might  interfere with construction there, so it  .vas decided to build Piers Two and Three.  The two Diers will have ��������� four slips���������  three being eight hundred feet long; and  one a thousand  feet.  The piers are 250 feet wide and each  slip has a width of 300.feet*.  The specifications call for reinforced  concrete work throughout so that the  piers-will -be-thoughly- modern -in-evory  respect.  The arrangement- will be' as follows:  On the east-the breakwater, then a space  that will be left vacant until that great  work has been completed; then will come  'a pier, then .a slip 300 feet wide; then  another pier and then a vacant space  where a fourth pier will be built. The  two piers now to be built will give 3,400  feet of dockage and this will be at east  doubled when the others are built, so  that the present plan provides in all,for  a mile and' 1,500 feet, approximately, of  dockage.  .received up to noon on the 20th day of  lanuary, 1914. Bldgs., Ottawa���������The commission  of architects appointed by the government to direct the preparations of. designs for the new departmental buildings at Ottawa hras just submitted Its  report Outlining tne conditions 'of the  competition. - -  It will be open to competitors throughout the British Empire. There will be  at least two buildings and probably, a  third one for the courts. Half_a million  superficial feet of floor space will have  to be provided.  Designs of a general character will  first be submitted and from this number  the best'six will be selected and the authors of these will be-asked to elaborate  their designs. , The one finally selected  will get- the job of superintending the  work based on his plans and will be  given a five per cent commission. The  cost of the buildings' will probably aggregate five million dollars.  The other five competitors who will  be asked to develop their general designs  will each receive $3,000. The sketches  will be received up to April 2 next.  Then" three months will be given for the  best half dozen "to develop their plans.  The competitors whose plans are accepted will be given a further period of  four months to prepare working plans.  Afterward tenders will be called for,  but, in view of the time allowance, this  will  not   De  before  next autumn.  The cost of the building will aggregate $5,000,000 dollars. The other five  competitors -rflll be' 'asked to develop  iheir general designs and each will receive $3,000. The sketches will be" received up to January 2, next.
