SAANICH-COUNCIL  WILL  DISCUSS'MONEY  BY-LAWS  ..-Municipal Works���������Saanich���������At the  next council meeting the by-laws for  raising money for the installation of  a water system and for paving the  main roads of the municipality. They  will also discuss the advisability of  borrowing $50,000 for school purposes.  A date for the ratepayers to approve  of these bylaws will be set.  If they are passed, it is pointed out  that no effort will be made to float  the debentures until the financial situation is in better shape than at present.  FALL  FAIRS CANCELLED  BY  PRESENT  CONDITIONS  AMENDMENT MADE TO  CITY BUILDING BY-LAW  By-Laws, Vancouver���������At a meeting  of tlie council,' an amendment to the  building by-law, giving the city power  to raise or lower frame bldgs. affected  by street grides was made.  The provision was made necessary  by the conditions the city is faced with  in connection with the Georgia-Harris  St. viaduct. ,  Owing to conditions due to the outbreak of war, it has been thought advisable to cancel a number of the Fall  fairs which were to have been held in  the Province. "Those which have been  called off are: On Vancouver Island,  the Nanaimo and Hilliers exhibitions,  and, on the Mainland, the exhibitions  atT^gassizTCentral "Parkrandathat" of  the Delta Agricultural Association,  which would have taken place at Ladner.  Point Grey  Building.  Building permits issued in Point  Grey during August numbered twenty-  five, of the value of $19,839. In July,  forty-four permits were taken out, the  value being $86,135. In August last year the total was  $24,750, and the aggregate for the  year to September 1 was $783,240.  Seattle  Building  Permits.  Close Heating Tenders.  Heating,  Calgary���������Tenders for    installing  a  steam   heating  system   in  the  Calgary  Market bldg.  will   close  tomorrow and will be opened at the; old  Sooke  next council meeting. '  Only tentative1 outline -sketch designs for the building are requested,  and eight (8) prizes are offered aggregating, ������6000, the first being ������2000,  ta addition to commission, for service  at the scale of the Royal Institute of  British Architects.  Designs may be submitted in either  Melbourne or London.before March 33,  1915, and wil be judged by the follow-  ���������ying jury of architects:  George T. Poole of Australia.  John J.
