One. will be next the breakwater and t|ie fourth between Pier Three  and Rithet's ,wharf. ^  ��������� The first plans called for the construction this year of Piers One and Two  but owing to the work now proceeding o.n  the breakwater it was afraid it might  interfere .with construction theret so it  ,vas decided to build Piers Two and Three. '  The piers are 250 feet wide, and" each  slip has a width of 300 feet. u ,  , The specifications call for reinforced  concrete work throughout so that the  piers will be thoughly modern in "every  respect.
