The decision was arrived at unanimously after  several of the aldermen went at length  Into their reasons why they were forced  to adopt this attitude.-  The report of Mr. Wynn Meredith,  consulting engineer for the city on the  Sooke work, and Water Commissioner  Rust pointed out that the two bids recently received from McDonald, Godson & Co. of- "Vancouver, for $485,203,  and that of Mr, David A. Chesney, for  $426,080, were regular and guaranteed  by satisfactory bonding concerns. The  McDonald, Godson Co., the report'stated,  has the plant and financial standing necessary, but owing to t'h'e high price bid  the water commissioner did not feel  warranted in accepting it, and tlie engineers expressed their regret that the  Council had seen fit to throw out the  first bids "and refuse to accept that of  the McDonald, Godson Company at $ 144,-  9SS, which they (the. engineers) h'ad recommended for acceptance.  .VANCOUVEB. Accompanying the report were  three plans showing proposed locations  of the bridge. The committee favored  the one showing a dual approach, one  from Johnson street and the other from  Cormorant   st.  Kstimated cost of bridge Is $450,000. Oak Bay (Victoria)  The total value of the building permits issued in the Oak Bay municipality  during November was $24,150, as compared-with $53,550 for the corresponding month last year. The total for the  eleven months to November 30 is $802,-  833, as against $1,053,646 for the same  period in  1912.  Esquimau (Victoria)     ������  That building returns in Esquimau for  the' past month show an Issue of permits totalling $79,000, making with the  issue of the previous ten months an aggregate of $277,420. C, and at  Ottawa.  ���������Wharf, Pritchard, B..C.���������The Dept. of  Public Works, at Ottawa, will receive  proposals until 4 p.m., Dec. 15, for the  erection of a proposed wharf at Pritchard' (Yale Dist.),  B.  C  Plans, specif, etc., may be obtained  from the offices of the district engineers at' Chase, New Westminster, and  on application to the postmaster at  Pritchard.  Piers, Victoria���������-4.n Ottawa dispatch  announces that proposals have 'been invited by the Dept. of Public Works, at  Ottawa, for the construction of two  piers for Victoria; tenders to close at  Ottawa   on   Dec.   9,   1913,   4   p.m.  The harbor scheme calls for two additional piers.' One will be next the breakwater and the fourth between Pier Three  and  Rithet's wharf.   .  The first plans called for the construction this year of Piers One and Two  but owing to the work now proceeding on  the breakwater It was afraid if might  interfere with construction there, so it  was decided to build Piers Two and Three.  The two Diers will have four slips���������  three being eight hundred,feet long; and  one a thousand feet. i  The piers are 250 feet wide and each  slip has a width of 300 feet.  The specifications call for reinforced  concrete work throughout so that the  piers will be thoughly modern in every  respect.  The arrangement will be as ��������� follows:  On the east the breakwater, then a space  that will be left vacant until that great  work has been completed; then will come  a-pier,-then-a-sl!p -300-feet-wido;--thcn  another pier and then a vacant space  where a fourth pier will be built. The  two piers now to be built will give 3,400  feet of dockage and this will be at east  doubled when the others are built, so  that the present plan provides In all for  a mile and 1,500 feet, approximately, of  out the British Empire. There will be  at least two buildings and probably a  third one'for the courts. Halloa million  superficial feet of floor space will have  to be provided."  Designs of a general character will  first be submitted and from this .number  the best six will bo selected and the authors of t'hcbe will be asked to elaborate  their designs. The one finally selected  will get the job of superintending the  work based- on his plans and will be  given a five per cent commission. The  cost of the buildings will probably aggregate five million dollars.  The other five competitors who will  be asked to develop their general designs  will each receive $3,000. The sketches  will be received up to April 2 next.  Then three months will be given for the  best half dozen to develop their plans.  The competitors whose plans are accepted will be given a further period of  four months to prepare working plans.  Afterward tenders will be called for,  but, in view of the time allowance, this  will  not ,be  before  next autumn.  The cost of the building will .aggregate $5,000,000 dollars. The other five  competitors will be asked to develop  their general designs and each will receive $3,000. The sketches will be received up to January 2, next. Then three  months will be given for the best half  dozen  to develop  their plans.  OFFICIAL PROPOSALS  SPECIAL  NOTICE  TO   CONTRACTORS  Re Greater Winnipeg Water Supply  Estimated Cost $13,500,000.00  Notice is hereby given to contractors  that tenders will be invited early in the  year 1914 for the construction of the  works necessary for the delivery of water from Shoal Lake to the Greater  Winnipeg Water District. The following  Is a brief description of the proposed  works:  1. A dyke and channel.for the diversion of the Falcon River into Snow-  shoe  Bay.  2. 85 miles Concrete Aqueduct.  3:" 1  miles Pipe Line.
