Designs of a general character will  flrst bo submitted and from this number  the best six, will bo selected and tho authors of these will be asked to elaborate  their designs. The  cost of, the buildings will probably, aggregate five million dollars. J  The other five competitors who will  be asked to.develop their general design's  will each receive $3,000.
