CONTRACT AWARDED FOR  NEW  PIERS  AT  VICTORIA  Piers, Victoria���������A special dispatch  from Ottawa states tliat the contract  for the Victoria harbor work will be  let by the Cabinet this week.  It is understood that the successful  tenderer-is the firm of Angus McDonnell & Co., and that ihe cost will be  in the neighborhood of two and a quarter million dollars.  The scheme of development for Victoria's outer harbor provides for a,series of piers inside the .breakwater  which is being "built at the present  time.    .  ��������� The present contract is for the first  unit of. the plan providing for two piers  capable of handling the largest ocean  liners.  ' -   .  The  piers  will be  entirely  of  concrete construction. In accepting*^the recommendations  ot the engineer, the council' instructed  him to call for bids for asphaltic surface on a number of streets.  - Paving Plant, Victoria���������The Victoria  council has authorized city- engineer  Rust-to invite proposals for a municipal paving plant.  This, Mr. Rust estimates, will cost  $20,000 completed. He favors a semi-  portable type.  Bylaws have ahead? been passed  for 250,000 sq.'yds. of paving in Victoria.  Supplies, Victoria���������The departmennt  of marine and fisheries, Victoria, are  receiving proposals until February 28,  noon, for supplies required until Mar.  31, 1914, and embracing:  (1) Hardware.  (2) Ship Chandlery.  (3) Building Materials.  (4) Illuminating and Lubricating  Oils.  Tenders and lists of supplies can  be obtained from the agent of the department at Victoria, and all tenders  must" be made on the forms suppliad  by the department.  Pipe, Prince Rupert���������City Clerk Ernest A. Woods, of Prince Rupert, is  receiving proposals until March 7, for  the supply of approximately 10,000 ft.  of 45-in. and 12,000 ft. of 18-in. lap-  welded steel' pipe. Bridges, Vancouver���������Tenders will  be closed for erecting the four proposed East End viaducts at Hastings,  Harris, Pender' and Keefer sts, on  March 5. Elders., Ottawa���������Tne commission  of architects appointed by the government to direct tho preparations of designs for the new ' departmental buildings at Ottawa has just submitted Its  report outlining the conditions of the  competition.  It will be open to competitors throughout the British Empire. There will be  at least two buildings and .probably a  third one for the courts. Half a million  superficial, feet of floor space will have  to he provided.  Designs of a general character will  first be submitted and from this number  the best six will be selected and the,authors of these -will be asked to elaborate  their designs. The one Anally selected  will-get the job of superintending1 the  work based on .his plans and will be  given a five per cent commission. The  cost of the buildings will probably aggregate Ave million dollars.  The other Ave competitors who will  be asked to develop their general designs  will each receive 13,000. The sketches  will be received up to April 2 next.  Then three mont'.is will be given for the  best half dozen co develop their p^lans.
