CONTRACT  Marine Depot, Victoria ��������� Following  the award of a contract for grading  the site and erecting a creosoted pile  wharf, for which tenders . close on  March 12, the Ottawa authorities will  invite proposals for const, the Marine  Depot bldgs.  - The wharf is to be 420 ft. in length,  running shorewards '224 ft., giving 650  ft. of piling; to be five ft. above high  water.  Excavation included is about four  acres, all of which it is understood  can be handled by steam shovel.  Plans for the bldg. are now being  completed at Ottawa.  PLANS ARE FILED FOR -. Mr. Tomlinson's position was that,  in asking for the professional services  of the plaintiffs, it was understood that  if he could not finance the enterprise  there would be no charge. As Mr.  Tomlinson gave a note for the amount  due, since completion of the plans,  and later failed to meet it, his contention failed to carry.  Counsel for the defendant also proved that the plans were contrary to the  amendments to the Building By-law,  but as the plans were drawn up and  tenders taken in March last, and the  amendments in question were not passed until December, the case altogether  broke down and the judge did not wait  to hear counsel for the plaintiffs. Blag's., Ottawa���������Trie commission  of architects appointed by the government to direct the preparations of designs for the new departmental buildings at Ottawa has just submitted Its  report-outlining the conditions of the  competition.  ' It will be open to competitors throughout the British Empire. There will be  at least two, buildings and probably a  third one for the courts. Half a million  superficial feet of floor space will have  to be provided.-  Designs of a general character will  first be submitted and from this number  the best six will be selected and the authors of these will be asked to elaborate  their designs. The one finally selected  will < get the job of superintending the  work baaed on his plans and will be  given a five per cent, commission.' The  cost of. the buildings will probably ag-'  gregate Ave million dollars.  The other five competitors who will  be asked to develop their general designs  will each receive 13,000. The sketches  wilL be received up to April 2 next.  Then three months will be given J or the  best half dozen co -develop their plans.  The competitors whose plane are accepted will 1'3 given a further period of  four month J to prepare working plans.
