VICTORIA SCHOOL BOARD  MAY NOT AWARD CONTRACT  SECOND NARROWS BRIDGE  PLANS NOT RETURNED YET  Bridge, Vancouver���������The report of  the expert engaged to pass upon the  plans submitted by several tenderers  for the proposed $2,000,000 Second Narrows, bridge on Burrard Inlet, has not  yet reached the directors' local offlces.  The report is expected daily, however,  and.will.be followed immediately by a  meeting of the board to take action  towards awarding a contract.  As to whether .the war situation will  tend to hold back active .work on the  structure, this issue will probably be  considered at the meeting, but to da:te  no intimation has been received from  eithor the Provincial or Dominion Government authorities that their appropriations will be withheld. Kamloops���������Five car  loads of new machinery for the hydro-  flectric power hopse at the Barriere  River, including two ,750 k.v.a. generators, two water turbines of 1100  h.p. each, step lin and step down transformers, travelling crane and other  material'were shipned from the city to  the Barrlrre last Friday and will be  installed at once. The bilance of the  nlant will leave here this week and  be placed in position immediately on  arrival.  LARGE IRON WORKS MAY  LOCATE AT NORTHFIELD  Iron Works. Northfield, B. C���������The  Nanaimo Herald states that there is  a possibility of a large iron works being located at Northfield soon, on the  site now occupied by the Canadian Explosives, Ltd. The latter firm will  soon occupy its new plant on James  Island, and it is understood that the  iron works company is negotiating for  the old location. No further details  appear.  TRADE NOTES  W. C. Hoyles. a graduate of the  Royal Military College, Kingston, has  assumed the office of Vancouver manager of the Canadian Inspection &  Testing Laboratories, with offices in  the Empire Block. Mr. Hoyles succeeds W. R. Duckworth, resigned.  For the past six years Mr. Hoyles  has been located in Birmingham, Ala.,  in charge of crebsoted work. He was  previously connected with the Canadian Niagara Power Co.  One of the large contracts to be  handled by the Canadian Inspection &  Testing Laboratories on this coast at  the present time is the inspection for  the Dominion government of 25.000,-  000 ft. of Vancouver Island lumber  purchased for the Toronto harbor improvements.  School, Victoria���������Although the tenders for the new Hillside school are to  be in by, the next meeting of tjie Victoria school board today, it is improbable that any contract will he let at  the present juncture.. The board has  enough debentures sold to finance a  contract, but as the outlook is very  gloomy for the sale of additional bonds  the attitude, which the finance committee will probably adopt is that it  is unwise at the present) time to let  any new contracts for work of a capital character, with the possible exception of the South Park manual training building, which. Involves only a  few thousand dollars.  If the board decides to return the  bids unopened, it will be following a  precedent which it set itself last fall  in laying over the Hollywood  school  contract until times became better: At  that time it was felt desirable to sell  further debentures before letting the  contract.    With the exception of the  South Park annex, to which reference  has  been   made;  the  Hillside   school  completes the program so far as the  debentures authorized will go at present,  apart from  an  appropriation  to  add   four   rooms to   the Bank ^street  school.    Should  the board  adopt this  probable course, the,, only work which  will  remain in  the way of construction next term  is the Margaret Jenkins school.   A site has been acquired  at Fernwood, but there is no appropriation for the building yet, and onlv  temporary quarters  will be operated  at the present time. A powerful plea, urging that the  building of skyscrapers should cease,  was made at the recent convention in  Duluth of the National Association of  Building Owners and Managers, by  Mr. Wentworth, of Boston, secretary  of the National Fire Protective Association. In concluding his remarks  the speaker said: "The traffic on the  elevators of New York is almost as  great as the horizontal traffic. If New  York city should have an earthquake  ���������just enough of a shock to break  water and gas mains and to snap electric wires���������the loss of life would be  appalling. Imagine the panic if such  a disaster should come with 100,000  persons in the subways, or when occupants of great buildings were attempting to get out. A great conflagration, such as is possible in New  York, would bring the same disastrous  "results as an earthquake, and choke  the subways." Sanderson & Porter, of New York, financiers and builders of hydro electric  plants recently, made a proposal to  the city of Edmonton to furnish the  city with electric power. The proprosed  plant would be erected at Moose River,  B. C, in the Yellowstone Pass of-the  Rockies. Its minimum capacity would  be 300,000,000 K.W.H. transmittea by  cable to Edmonton. The estimated  cost of the project' is $3,500,000.  Bridge, Calgary���������Acting City Clerk  J. Shipbuilding & Drydock, North Vancouver���������Tenders for the const, of the  proposed drydock and shipbuilding  plant to be built on the north shore of  Burrard Inlet will te received by the  Dominion Shipbuilding & Drydock Co.,  14 Canada Life Building, until Sept.  1st.
