BONUS BYLAW PASSED  START  FACTORY   SOON  New Westminster. —' Through  the  passage of the  Cordage  Plant Bonus  bylaw here on Friday, the coming of  that new $300,000 industry to Sapper-,  ton  is now  absolutely assured.    The  bylaw, when the ratepayers endorsed  by a majority of ten to one, provided  for the purchase by the city of a site  in Sapperton formerly occupied by-the  Royal City Brass Works, and the turning it over to  the Cordage Company  which has been organized  by a number of returned veterans as a site for  the new factory to be erected.  Capt Eller, manager of the new  company, states that, the veterans  have subscribed nearly $100,0f>0 of  their own funds for working capital.  The company has $S0,000 worth of  machiuery on order and will start actual work on the erection of the firs|  buildings of the plant in the course "of  the next few days.
