Any bidder who could not get close enough to" the lowest bid to be counted in- would receive no pay, the inference being that his estimate was mostly guesswork. While the plan fe by no means complete,'these features -seem worthy enough to t>6 incorporated into some scheme that'would help to solve this question of unfair practice—for that is really what it amount to ill the long run, as any practical contractor well knows. Hardwood Floor Co. WOULD DIVIDE' ESTIMATING COST AtyONG LOWEST BIDDERS. Contractors, as a general rule, conduct their business on a profitable basis, and their customers pay for the 'expense of preparing estimates, since a profit is made on the aggregate contracts. But this expense is not shared by all customers in proportion to amount of work done for each' one, for -which reason general opinion favors' some plan to equitably apportion this expense> A number of plans have been presented and proposed from„ time to time, but none of them have been considered thoroughly workable in regard to a proper division of the cost of. estimating. So far, little has really been accomplished toward putting into practice a method of securing pay- ment_for this "very necessary "part of a contractor's business:* Most of these plans have faileji to make provision for paying the contractor for submitting estimates on work that does not go ahead..' It' often occurs that "bids are asked just'for the purpose of as- certaining&'hat prices will be quoted. Then,.again, an entire set of estimates may [ be thrown, out because the, one calling for the bids may..have set too low an amount as the maximum.figure for the work to be done. Some plan should be 'devised whereby the contractor will "receive compensation for all estimates prepared,so that the necessity for burdening contracts received with the cost of preparing estimates on work for which no'contracts were received, will be obviated.- .. A new plan which has come to our attention has;several' interesting feat- ures. It^provldes that an "owner must stipulate that the work' involved In the estimate ' shall not -cost :■ over a stated -amount, -and of this maximum cost a certain percentage would be set aside for division among the three or fourl lowest bidders. The size of the contract, would determine the number of bidders who woiijd be paid Limited l7.aram.vSt. Bar. 1887 Robertson & Dewy Engineers and Constructs™ sspctms, Drap, Rtyerts, CiRStnctjH Industrial Plants, Buildings and Equipment' Wharve* and Piers. NEW VERNON WAREHOUSE HEARING COMPLETION VERNON—The large new warehouse and canning plant of the Okanagan "United Growers Fruit Products Company here is nearing completion now, fast time being made by the builders after having experienced considerable delay for the past five weeks-owing to non-delivery of lumber and other materials. The roofing is now nearly finished on the warehouse - and ^ "the workmen expect to start in about another ten days on the-erection .of the evaporator. Manager Ferguson states the machinery and equipment tot, the evaporator is on the way and.expects it will be here in time to instal just as soon as the building is finished.'[. MININO. * "T The famous old Payne mine,- covering the first locations in the Slocan district, made, by EH Carpenter in^ 1892, is under lease -find:,bond to a Seattle syndicate represented by Campbell, Wells & Elmendorf, the engineers. It is said that the option runs four years, with royalties/of 15 per cent and no payment for two yearp, upon condition that $5,000 is spent yearly meanwhile. Long lower crosscut tunnels opens~t'ne~a*roperty to a total depth of 1500 feet, hut little exploration of the vein, found on that level, has been attempted. Above No. 5 level the mine has been largely worked out, but below, that level there is a large area that may reasonably be expected to contain ore. The mine showed an ore-shoot 1200 feet long in the early days, extending down to the fifth level from surface. W. 3. Elmendorf has.made a very flattering report upon the outlook.—Spokane Mining Truth. Beattie. The new residence will be a two- story, twelve-room structure of brick and rough sawn cedar exterior. It will contain five bedrooms, hardwood floors, full basement and all modern conveniences. This figure of $27,000 for the general contract does not include the heating or electrical work which is to he awarded separately, and for which tenders are to be called in the near future. Architects Maclure & Lort also have plans under way for another fine home considerably larger than the above, which' is to be erected on an estate comprising 35 acres located near Victoria.
