Architc '-t Edwardes Sproat,  403 Dominion building, has been commissioned by the owners to plan the  necessary changes that will trans-  form the Royal City picture playhouse  into one of the most modern and cosy  o£ its size oh the lower mainland outside of Vancouver.  Most of the alterations will be on  the ground floor of the theatre*building where a new entrance hall is to  be made, and provision made in the  plans for a private office for the manager, as -well as ladies' and men's, retiring-" rooms "and satifary'conveniences.   There will also be a complete revision'of  the seating accommodation  of the  house  and  a  new  hot   water  heating system  will  be installed and  the  electrical  installation  completely  remodelled.'" The interior and exterior  will be redecorated throughout.  It Is announced that the work will  be awarded by the owners to a local  extracting firm on a day work basis  in the course of a few days, as soon  as the detail plans are ready. The  work is to be started as soon as possible and rushed to completion before  the wet weather sets in, and also in  order to allow the remodelled theatre  to re-open as early as possible for the  winter season. '; VICTORIA, (Special)—Announcement is made by Architect Percy Fox,  3 Brown block, Broad street, that the  contract for extensive additions and  alterations to Craigdarroch, the residence of Mr. J. Fire completely destroyed the plant  of the Brooks, Bidlake and Whittnll  company at Powell* river on Thursday afternoon. The plant, which consists of a lath, shingle and saw mill,  was valued at $115,000, the loss being  covered by insurance.  Because the Scotti Grand Opera  Company found ail the available local  theatres entirely too small to accommodate in stage room the 150 members of that big New York aggregation, and declined to show here unless they could secure the Arena, Manager Fraak A. Patrick has undertaken  to construct a modern and fully equipped stage in the big Georgia street  building for the opera company's engagement. Work is to be started on  the construction of this stage today;  wkich will involve an outlay of approximately $2,500 and will be in position for only about three weeks.  The stage will be erected about the  middle of the floor space in the big  rink and will be of generous dimensions needed to handle the scenery  and lighting effects of the Scotti company. That organization which- is  making its first transcontinental tour,  will show here on September 23 and  24, and the specially built stage -will  have equipment to handle 20 complete sets of scenery, drops, flies, border lights and all the accessories of  a modern theatre. It will be used for  two other big musical engagements  following the opera company's visit,  and then will be taken down to make  way for the opening of the skating  and hockey season. SEY.0217  CEMENT   INDUSTRY   IS   COMING  INTO ITS OWN AGAIN    ,  IN  B. C.  One of the most promising signs  of these times of high costs of living  and building is the fact that the cement manufacturing industry in British Columbia, after languishing during the war years owing to the stagnation in building, is once again coming into its own. This condition of  affairs is not due so much to the local  demand—for the amount of permanent  buildings that have been started of  late would not keep any large cement  works going very long—but rather to  a sudden demand from foreign markets which finds that British Columbia  cement compares favorably with any  in the world..  The ■ foreign markets which thus  been opened to B. C. cement' are indeed extensive, as they include Australia, New- Zealand, South, America,  and.even the Fiji and Phillipine Islands. The fact that these foreign  markets have commenced to bid for  B. C. cement and brought prosperity  again to some of the big -cement plants  on Vancouver Island, is due to a combination of conditions which bid fair  to continue for some time. The combination^ includes the high cost of  labor, - shortage , of fuel, sudden demand for building and construction,  material and transportation difficulties .which seriously interfered with  the carriage of the shipment of cem*-  ent to these markets from the usual  sources of supply.  The Australian demand for B. C.  cement has grown to quite sizable  proportions. ■ During the last three or  four months the British . Columbia  Cement Company has shipped over  7,000 barrels to Australia, and another  3,000 barrels will be leaving shortly  for Antipodean" points. South Ameri-,  can ports have also taken some 3,000  barrels and smaller lots have been  shipped to the Fiji group, New Zealand and the Philippines. It is an  open secret that this new market is  r .  to be carefully looked after and extended with the hope that this important British Columbia industry will  secure a permanent foothold . in the  cement trade in these lands.  So marked has been the increase in  the demand for cement that President  R. P. Butchart of the British Columbia Cement Company announces that  the  company is  preparing  to" re-open  its Bamberton plant, which has been  closed for over four years now.    The  largest plant at Tod Jnlet has a capacity of 900,000  barrels of cement a  year, while the output of the "Bamberton  plant  is   600,000 barrels  per  annum..    The demand has been so light  during   the  last  fivo  years,   up  to  a  few months ago, that the  Tod Inlet  plant has only been turning out one-  third   of   its   capacity  and   operating  only six months of the year at that.  The  local market has only absorbed  ahout one-tenth of the company's actual    capacity   during the   past   five  years, so it can be easily understand  that this sudden demand from foreign  markets means much to the industry  in B. C. -»..;  It is also pointed out that despite  the Increase in the' cost of nearly  every other building material, cement is actually one of the cheapest industrial commodities on the market  today. Although the cost of its productions has jumped considerably,  like everything else, a barrel of cement sells today for $3.25 as against its  pre-war price of $2.45.  average values of $40 per ton. The tenders are  now being considered by the department of public works at Victoria and  the   name   of   the   successful   bidder  will be made known in a short time.  Tenders for the construction and installation    of    a    four-gate    concrete  sluice at Matsqui also closed last Saturday at noon with Mr. John A. Wil-  jaon, acting inspector of dykes. Improved shipments lately possible on these and other steel products  have been helping the situation materially from the viewpoint of supply  shortage. Movement ,of oil pipe lias  been stimulated by the increased_allot:  raent of cars,to producers.  Sheet makers continue under the  pressure of heavy commitments that  will engage them Into the next year.  Quotations" are largely nominal. Merchant's steel bars are being held  firmly at $3.50, with a tendency toward higher prices in view of the insistent demand. Decline In building  operations is having its effect on demand for reinforcing bars. The latter have been held around $3.75. The fame "of this city as  a progressive and growing city ranked high both in England and eastern  Canadian cities/ and a number of contractors in the .east eagerly sought  information regarding building prospects here and what the business outlook generally was in the west.  Mr.-Hodgson found building and contracting conditions  in " England  quite  different from  here.    He states that  'all contracts there now are invariably  awarded on a time and material basis,  plus twelve or fifteen per cent.    This  has proved the most satisfactory method there owing to thQ frequenc fluctuations in material costs.   -  While there are a considerable number of important building projects under way in the chief cities of the Old  Country, the main activities of builders and  contractors  are centered on  the construction of homes.    The housing shortage in England continues to  be most acute, Mr. Hodgson says,' despite the most herculean efforts to relieve it.   All sorts of makeshifts have  been adopted  to provide accommodation until some  of  the  thousands of  new homes are completed, while other  homes  are  being moved  into almost  as scon as the roof is on.   Due to the  scarcity  and   high   prices   of  lumber,  brick and  concrete  are  being generally used in the construction of the  great   majority   of  the  houses   being  built.   While frame construction would  be faster and a certain amount of lum  ber is available, there seems to be a  deep-seated    aversion  to    frame  construction in the Old  Country, it not  being considered permanent enough.  Construction   of  new   dwellings   in  going on in wholesale style, Mr. Hodgson states and the mo3t of it is now  handled exclusively by large building  firms  and  corporations who  contract  for dwellings  in  blocks of  froin   200  to 2,000 homes.   The scarcity of brick  has   considerably   hampered   building  operations for both new dwellings and  other  buildings,   but   all  brick   yards  are being worked to  the  limit.
