NORTH VANCOUVER — Mayor  Vance is strongly in favor of a smelter  in British Columbia for the production  of steel, and one of his reasons is the  delay on the construction of the second steamer at tlie Wallace Shipyards  caused by the non-arrival of the necessary steel. Owing to lack of material,  progress is slow.  ESQUIMALT —  Engineer     E.     F.  pUourno has informed the Council that  he. had'made a complete survey of thel  easments  for  the    proposed    surface:  drain from Skinner's. Flats to the sea. j  Pipes from 30 .to 3G inches in iliameter,  he  said, would  be needed to  convey  stonmVater to tidewater, and the undertaking would cost in the neighborhood of $51,000. C, and to be In not later than  noon on Monday, Sept. 17.  MINING. f  Slocan and Ainsworth. silver-lead  and zinc mines have sent over 20,000  tons of ore and concentrates to Trail  this year.  For the month of August a new record was made in the zinc plant of the  Consolidated Co., when 1,350 tons of  spelter were turned out. This plant  is being made more and more efficient.  While coke is plentiful, water is  not, and but two copper furnaces are  in blast yet at the Trail smelter. In  fact, the company is now pumping  from tlie river to augument its Murphy  creek supply. Not in years has it  been so dry, and in the same, time  never has more water been needed at  the smelter.  In July the earnings of the Electric  Point, the heaviest customs shipper to  the Trail smelter, were $00,000—sufficient to pay a dividend of 7 cents per  share. The surplus is now about  $300,000, and shipments continue  heavy of the lead ore this property  produces, having sent out nearly 10,-  000 tons of ore this year.  Balfour, Guthrie & Co. Up to jAugust 31 just 22 American  mines shipped 28,733 tons of ore to  .the Consolidated'smelter in'the eight  'months of this year.
